The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. In the West Bank, IDF troops at the Tarqumiyya crossing nr. Hebron fatally shoot a Palestinian who allegedly attempts to grab the gun of a border patrol officer after being denied permission to cross the checkpoint. Late in the evening, the IDF conducts arrest raids, house searches in Bayt Awa, Dura, and Kafr Khalil (all nr. Hebron). A Jewish settler driving nr. Azun village e. of Qalqilya opens fire on Palestinian youths who stone his car, killing 1 Palestinian teenager, wounding 2. (HA 1/13; PCHR 1/15)

A Jordanian soldier fires on an Israeli border patrol unit operating along the Negev border with Jordan n. of Elat. The border police return fire. No injuries are reported. (MM 1/13; WT 1/14; JPI 1/23)

A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. In response, the IDF shells, demolishes an empty Palestinian home in Gaza City, and empty garage in Bureij r.c.; makes a failed assassination attempt on an Islamic Jihad mbr. in central Gaza, firing missiles at him in an open field, but missing him; moves troops into Jenin. Mbrs. of the Israeli peace group Gush Shalom, the International Solidarity Movement (ISM) surround Arafat’s Ramallah headquarters to act as human shields should Israel attempt to “remove” him. During the day, the IDF also raids Tulkarm r.c., assassinates AMB mbr. Sirhan Biharan Hassin Sirhan, whom Israel says killed 5 Israelis in Kibbutz Metzer on 11/10/02, also killing a 9-yr.-old Palestinian bystander; fires on residential areas of Rafah. The IDF fatally shoots 2 AMB mbrs. laying a roadside bomb nr. the Rafah border; fatally shoots a Palestinian farmer tilling a field nr. Khan Yunis; raids a hospital in Nablus, closing it for 3 hrs., but leaving without arresting anyone; conducts arrest raids in Nablus (targeting the tanz im), Qalqilya (targeting the PFLP). A Palestinian dies of injuries received earlier. Jewish settlers set up a tent at the site of the fatal 5/5 shooting of a Jewish settler on the Nablus–Ramallah road, vowing to erect a permanent settlement at the location. Palestinians fire a mortar at a Jewish settlement in Gaza, causing no damage or injuries. Powell meets briefly with Quartet reps. in Jerusalem before meeting with Egyptian pres. Husni Mubarak in Cairo, King Abdallah of Jordan in Amman to rally Arab support for a PA crackdown on Palestinian militant groups. Powell says that it makes “no difference” whether or not Israel has declared acceptance of the road map; the important thing is for both sides to begin implementation. Late in the evening, on the eve of Powell’s arrival in Saudi Arabia, suicide bombers in Riyadh simultaneously detonate 3 car bombs outside residential compounds for foreigners and 1 outside a Saudi-U.S.-owned business, killing 34 persons (including8 Americans, 5 Saudis), wounding around 200 (including at least 40 Americans), many seriously. An Islamic Jihad suicide bomber detonates a device on a street in Tel Aviv, wounding at least 18 Israelis, 3 of them critically. 1 Palestinian dies of injuries received earlier. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In Ramallah, 1,000s of Palestinians rally in support of Arafat. The IDF pulls out of Tira neighborhood in Ramallah, which it reoccupied on 1/17. 56 officers, soldiers in the IDF combat reserves publish a petition in Ha'Aretz publicly refusing to "fight beyond the Green Line for the purpose of occupying, deporting, destroying, blockading, killing, starving, and humiliating an entire people." Senior White House, State Dept., CIA, Pentagon officials meet again to discuss the possibility of severing ties with Arafat, the PA/PLO. Bush, his advisers decide to increase public criticism of Arafat and to "redouble" efforts to get Egypt, Jordan, Saudi Arabia to put pressure on Arafat. Overnight, international leaders press Israel, the PA to show restraint, deescalate tensions in light of the 6/1 suicide bombing. Powell phones Arafat to warn him to declare a cease-fire and immediately arrest Hamas and Islamic Jihad mbrs., or the U.S. would sever all relations with the PLO and would not intervene with Israel to prevent a massive retaliation. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. During a heated session, Fischer, UN special coordinator Terje Larsen work with Arafat to draft a statement condemning the bombing and ordering an immediate and unconditional cease-fire, which Arafat reads publicly this morning. Meanwhile, Sharon holds a 7 hr. mtg. with his security cabinet to discuss how to respond to the 6/1 bombing. According to an anonymous U.S. admin. official, they draw up plans to "carry out a massive, full-force invasion" of PA-controlled territory lasting up to a wk. After Arafat reads his cease-fire call, the security cabinet places its strike plan in reserve but declares that the IDF will resume instigating actions against Palestinians (see 5/22). Meanwhile, 2 Israelis injured in the 6/1 bombing die, bringing the Israeli toll to 18. Nr. the site of the bombing, 100s of Israeli Jews surround a mosque, chanting "Death to Arabs!" stoning the mosque, breaking windows, trapping some 20 worshipers inside, attacking journalists, setting fire to 2 cars outside. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. The IDF tightens internal closures on PA areas, reports only a handful of incidents of sniping at Jewish settlements. Hamas says it will not abide by Arafat's cease-fire. Palestinians also fire 2 mortars at a Kefar Darom settlement in Gaza. Inside the Green Line, Israeli police find, safely detonate a bomb in Netanya. The IDF shells a PSF office in Gaza, residential areas of Khan Yunis; bulldozes Palestinian land in Khan Yunis; conducts an arrest sweep in Jalazun. Arafat orders the popular resistance comms. to disband and their mbrs. (most of whom are Fatah mbrs., some of whom are PSF officers) to "return to their original security positions," calls senior PSF officer Yasir Zanun (a Fatah mbr. and a leader of the resistance comms.) in for questioning, has the PSF arrest Hamas spokesman `Abd al-`Aziz Rantisi for statements accusing Arafat of treason for resuming security talks with Israel.
