PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

The IDF makes a brief incursion into the Gaza Strip nr. Khan Yunis, where troops are engaged by armed PRC mbrs.; the IDF fatally shoots a Palestinian boy during the gun battle. In response, IQB mbrs. detonate a bomb near the border fence, damaging an IDF jeep and wounding 1 soldier. In the West Bank, the IDF uproots trees on land belonging to Nahalin village nr. Bethlehem; patrols in 2 villages nr. Ramallah, 2 villages nr. Qalqilya, and 4 villages nr. Jenin in the morning; patrols in 1 village nr. Qalqilya, 1 nr. Jenin, and 1 nr. The IDF sends troops back into Jenin (see 11/23) to blow up a Palestinian home that allegedly was a bomb-making factory, also damaging 3 stores, firing rubber bullets at stone-throwing youths who confront them, injuring 1 Palestinian; conducts arrest raids, house searches in Bethlehem; for the first time since 1967, orders Hebron’s Waqf authorities to close the Ibrahimi Mosque for 3 days so that Jewish settlers can celebrate a holy day; orders 50 Palestinian shops nr. Israel says it will ease travel of Christian pilgrims (fr. the territories, Israel, abroad) to Bethlehem but says Arafat still may not leave Ramallah. The IDF conducts arrest raids in the PA-controlled section of Hebron (arresting 8 Palestinians) and in Rafah (occupying 6 Palestinian homes); fires on residential areas of Nablus. In Ramallah, the IDF fires tear gas, sound grenades, rubber bullets at 1,000s of Palestinians and 350 foreign peace activists protesting the Israeli siege, injuring 15 Palestinians, 10 foreigners. In Bethlehem, the IDF fires tear gas, rubber bullets at Palestinians protesting the continued internal closure. When troops move closer to the PA-controlled area, PA police take up postitions behind walls, baracades. Only when troops pull back, do they intervene to disperse the protesters. (WP, WT 8/26)

Israeli police, Shabak agents break into the Golan Heights home of Ilham Abu Salih--a Druze who heads a student organization at Damascus University, representing 400 Golani Druze students; arrest her on suspicion of being a Syrian spy. After the funeral in Hebron of 1 of the 3 men killed 4/8, 1,000s of Palestinians throw stones and molotov cocktails at IDF soldiers, who firing rubber bullets, tear gas at protesters, injuring 31.
