At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. In the West Bank, Israeli settlers set fire to a Palestinian-owned car and threw stones at Palestinian vehicles near ‘Urif. Israeli settlers also attacked Israeli forces that were pursuing the suspected arsonist, blocking the soldiers’ vehicle and pushing the soldiers. Elsewhere, Israeli settlers threw stones at 2 schools and homes in Burqa. Israeli settlers also the slashed tires of Palestinian vehicles in Hebron. Israeli forces uprooted olive trees from a settlement farm after the Israeli Supreme Court ruled that the farmland belongs to Palestinian families. Some 40 Israeli settlers were detained during the razing of the land. Israeli forces also issued a demolition notice and a stop-work order for 2 homes in Birin. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. An investigation by dozens of media outlets worldwide led by Forbidden Stories revealed that an Israeli company has been hired to meddle in election campaigns throughout the world. According to the company’s senior staff, the company has successfully meddled in 27 of 33 presidential-level campaigns it has been involved in, including in the 2022 Kenyan elections and the Nigerian elections in 2015. In the West Bank, 1 Palestinian man was shot and killed after allegedly stabbing 1 Israeli soldier near the Hebron settlement Kiryat Arba. Israeli settlers, led by MK Itamar Ben-Gvir, toured Nabi Samwil, leading to attacks on Palestinians. Israeli settlers also vandalized a greenhouse near Zawata. Elsewhere, Israeli settlers set up tents outside of al-‘Awja. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 7 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with baton rounds and 23 others with tear gas. 3 Palestinians were arrested, including 2 during late-night raids in al-Yamun and 1 at the Za‘atra checkpoint. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. Arab World: Jerusalem Post reports 17 Egyptians, including 3 army officers, were arrested last week on suspicion of membership in "Egypt's Revolution," the previously unknown group which claimed responsibility for assassinating Israeli diplomat Albert Atrakchi. Submachine guns, automatic rifles, and ammunition were found in the home of one of the officers, and large quantities of pamphlets with others [JP 9/9].
