In the West Bank, Israeli settlers demolished 6 Palestinian-owned businesses in the vegetable market in Hebron that has been closed by Israeli military order since 2000. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, injuring 1 woman. Israeli undercover forces raided Jenin refugee camp, injuring 8 and arresting 3. Israeli forces also issued stop-work notices for 19 Palestinian-owned buildings in al-Zawiya, including for a mosque. In East Jerusalem, 2 Israeli settlers were shot and injured in Sheikh Jarrah, 1 Palestinian minor was later arrested as a suspect. Peace Now reported that Israel secretly approved 189 housing units in the Zayit Raanan settlement outpost, which currently is home to a number of caravans. By approving the new units Israel discreetly created a new settlement out of the outpost which lies northeast of Ras Kaskar. (PCN 4/18)

PA president Mahmoud Abbas met with Saudi crown prince Mohammad bin Salman in Jeddah, discussing developments in Palestine. Abbas praised Saudi Arabia’s support for the Palestinian cause. Israeli forces arrest 5 Palestinians during raids near Bethlehem, Jenin, and the Old City of Jerusalem, and patrol near Hebron. Israel’s Justice Ministry announces that the Israeli settler families that took over the 2d and 3d floors of the Palestinian-owned Abu Rajab house in central Hebron on 7/25 have been ordered to leave within 1 week. Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. Israeli forces carry out the punitive demolition of the Dayr Abu Mash‘al home of 1 of the Palestinians killed during the 6/16 deadly attack in Jerusalem. The demolition sparks clashes in the village; there are no serious injuries. Elsewhere in the West Bank, IDF troops assault a Palestinian youth during a raid in Ramallah, arrest 2 Palestinians during raids in Tubas and Bethlehem, and patrol near Hebron. In East Jerusalem, Israeli forces arrest a Palestinian in Shu‘fat refugee camp, allegedly for carrying a knife. They also arrest 1 Palestinian during a late-night raid in Silwan. Along Gaza’s southern border, 2 Islamist fighters emerge from a smuggling tunnel leading from Egypt into southern Gaza, and 1 detonates a bomb belt when Hamas security forces confront them, killing himself and 1 of the Hamas fighters and injuring 5 others. Israeli police shoot and kill a Palestinian in an alleged ramming attack in Shu‘fat r.c. The police say that they opened fire on the vehicle, killing 1 man, a passenger, and injuring the driver, only after failing to stop it and make an arrest. The Israeli police will, on 9/6, retract their accusation that the incident was a ramming attack, and instead blame the deceased’s brother-in-law, the driver, for causing his death by driving erratically. (The driver will be charged with manslaughter and driving under the influence on 9/15.) Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian at Haram al-Sharif when she is found to be carrying a knife, and arrest 3 more Palestinians during late-night raids in Qalandia r.c. In the West Bank, IDF troops patrol in a village n. of Nablus, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They arrest 10 Palestinians during raids and house searches nr. Nablus, Hebron, Ramallah, and Salfit; and patrol nr. Jenin, Qalqilya, Nablus, and Tulkarm during the day. Mahmud Abbas (Fatah) swears in the first Palestinian national unity government headed by PM Ismail Haniyeh (Change and Reform), in keeping with agreements reached by Fatah and Hamas in Mecca on 2/8 aimed at halting intra-Palestinian violence. Troops withdraw and then reenter Nablus before dawn, this time declaring the start of Operation Hot Winter— the largest military operation in the West Bank since 7/06 and the largest in Nablus in 3 yrs.—sealing the city, imposing a curfew, taking over TV and radio stations, conducting house-to-house searches, barring access to 2 hospitals, reportedly uncovering a 2d bomb-making factory and finding a LAU hand-held guided missile and launcher (either stolen from the IDF or purchased on the Israeli black market); 2 IDF soldiers, 6 Palestinians are wounded in exchanges of fire; an Associated Press photographer films IDF soldiers forcing a Palestinian man to act as a human shield, leading troops into Palestinian homes—a violation of international and Israeli law. Palestinian workers at Qarni crossing strike for the day, forcing the crossing to close. Unidentified gunmen in Bureij r.c. fire on an ESF post, causing no injuries. In Israel, Israeli police raid 2 companies in Ramat Gan that do business with companies in Gaza, arresting several employees on suspicion of funneling money to Hamas, Islamic Jihad. Arab World: Hani al-Hasan, senior Fateh official, states the PLO is willing to join Jordan in political confederation in order to satisfy American and Israeli demands [WP 10/16]. Al-Hasan says he is going to Mecca to ask Islamic authorities to issue a fatwa (religious edict) telling Arabs in Israel to vote for the candidate most likely to make peace with the Palestinians [WP 10/16, CSM 10/17].

Occupied Palestine/Israel: Police find the bodies of 2 Afula schoolteachers missing since 7/21-Yosef Eliahu, 35, and Lea Elmakais, 19-in a cave in northern Israel; Eliahu had been shot. Police say deaths do not appear to be politically motivated. An anti-Arab rampage breaks out in Afula. A number of Palestinians are hospitalized. Cars are stoned and property is damaged. Twenty rioters are arrested [NYT 7/27]. Hakawati Theater in East Jerusalem is closed for 3 days. Authorities state women's group which rented the theater is connected,to a PLO faction. Fifty women hold sit-in strike outside the theater [JP 7/28, FJ 8/2]. Al-Fajr English weekly reports many would-be pilgrims to Mecca were prevented from leaving by new Israeli restrictions. Arab World: King Hussein calls on Arab governments to form working group to address critical problems confronting the region; stresses Jordan and the PLO will not submit additional names of Palestinian delegates if U.S. rejects first list. U.S. administration officialsay 3 names are acceptable, do not specify which ones [NYT 7/27].

Other Countries: After 5 hours of negotiations, compromise isreached on the wording of the final document of the UN Decade for Women Conference; "Zionism" is replaced by "and all other forms of racism." The nonbinding document will be referred to UN General Assembly for approval [NYT, WP 7/27]. House-Senate committee passes worldwide U.S. foreign aid bill, including amendment requiring President Reagan, in proposing any sale of advanced arms to Jordan, to certify Jordan has made "a public commitment to the recognition of Israel" [JP 7/28].
