Palestinians shut down 2 of 3 turbines at Gaza’s power plant for lack of fuel. Hamas mbrs. fire 15 rockets fr. Gaza into Israel, causing damage but no injuries. In the West Bank, the IDF patrols in, fires on residential areas of Jaba’ nr. Jenin, firing on stonethrowing youths who then confront the troops, wounding 6; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international peace activists holding a nonviolent demonstration nr. Tulkarm against Israeli restrictions on Palestinian movement, injuring 2 demonstrators and 2 journalists covering the event; conducts late-night arrest raids, house searches nr. Hebron. Hizballah begins to pull back from areas captured on 5/9. Army commander Gen. Michel Suleiman orders all gunmen to leave the street, but some Future Movement supporters angry over their perceived loss in Beirut attack Hizballah and SSNP offices in n. Lebanon and the Biqa‘ Valley, leaving 12 Lebanese dead (at least 11 of them SSNP mbrs.), 20 wounded; heavy clashes are also reported in Tripoli (btwn. supporters of Future Movement and Alawi mbrs. of the Arab Democratic Party seeking to settle Sunni-Alawi scores fr. the 1980s). Israel begins wk.-long celebrations leading up to its 60th anniversary on 5/14, while Palestinians solemnly prepare to mark the Nakba; more than a dozen foreign heads of state, including U.S. Pres. George W. Bush, plan to make official visits to Israel in the next wk. Overnight, in Gaza, IDF tanks and troops raid Abasan under cover of air support, cutting electricity to the area, exchanging heavy fire with Palestinian gunmen, making numerous air strikes and firing tank shells in the densely populated residential area, killing 1 armed Palestinian and 1 Palestinian civilian (a woman killed when soldiers detonate explosives outside her door and storm her home, detaining her children, ages 2–12, in a room for 6 hrs. before releasing them), wounding 19 armed men and 4 civilians (including 1 woman, 2 children), arresting 60 Palestinians (55 are released on 5/8), demolishing 2 Palestinian homes, and bulldozing large areas of agricultural land before withdrawing late in the evening. The IDF also makes an air strike on a group of armed Palestinians in Jabaliya r.c., killing 1 Palestinian resistance mbr., seriously wounding a 2d. Hizballah mbrs. and their supporters in Amal and the Syrian Social Nationalist Party (SSNP) set up roadblocks leading to Beirut International Airport, other major roads in an effort to press the government to reverse its 5/6 decisions. They clash with gunmen affiliated with Saad Hariri’s Future Movement, leaving 5 civilians, 2 soldiers wounded. (NYT, WP 5/8)

Police arrest 150 Jewish rioters in Bat Yam as anti-Arab riots continue. Rioters burn tires in the streets, attack police; 7 persons are injured. Faisal Husseini denounces 5/24 killing of Jewish girl which sparked the riots. (Qol Yisra'el 5/27, 5/28 in FBIS 5/28)

Gazan from Dayr al-Balah stabs and kills settler in Kfar Darom, Gaza. Settlers later rampage in Dayr al-Balah, damaging Palestinian crops and attacking residents. IDF evacuates schoolchildren after settlers besiege an elementary school. More than 100 settlers are arrested. IDF imposes curfew on Dayr al-Balah and extends travel ban imposed 5/24 for another 3days. (WP 5/28)

Bomb attack on IDF convoy near Arnun, S. Lebanon (near Beaufort Castle), kills 1 Israeli soldier. 3 guerrillas killed in subsequent gunbattle. Lebanese National Resistance Front claims associated fighters from PFLP, Syrian Social Nationalist Party-Higher Council (Da'ud Baz faction) carried out attack. IDF continue shelling S. Occupied Palestine/Israel: Reuters reports the existence of Israeli undercover "death squads" on W. Bank and Gaza Strip; military spokesman denies that Israel assassinates wanted men [WT 10/24]. SLA troops kill 2 frogmen allegedly trying to infiltrate Israel; 3d member of team is picked up by Amal militiamen near Tyre coast; Hebrew-language pamphlets carried by the frogmen identified them as members of al-Sa'iqah [BG 7/5; FJ 7/12]. Other Countries: Le Monde reports that Syria helped France reach "truce" with group believed to have exploded bombs in Paris. "Truce" will last until February when Georges Ibrahim 'Abdallah is to stand trial. Meanwhile, Saudi newspaper publishes interview with French interior minister saying Syrian and French secret services were involved in "real cooperation" to prevent terrorist bombings (NYT, WP 10/30).

Arab World: In Lebanon, Palestinian Amal rocket and artillery battles spread to Beirut suburb Burj al-Barajinah, which has been quiet since the summer when 200 were killed in Palestinian camps. Druze leader Walid Jumblatt warns Palestinians against using south Lebanon for "military adventurism." AP reports UN and Palestinian sources estimate 3,500 Palestinian guerrillas have returned to refugee camps in Lebanon in past six months (NYT, WP 10/30). Syria begins formation of joint leftist force to fight Fateh in the Lebanese camps. Force would comprise fighters from Druze Progressive Socialist party, Lebanese Ba'th, Syrian Social Nationalist party, and Lebanese Communist party (JP 10/30).

Occupied Palestine/Israel: Jerusalem Post reports settler magazine Aleph Yud carries call for settlers to "prepare for civil war" [JP 11/4; JTA 11/6]. Knesset House Committee unanimously agrees to continue preparing amendment to house rules which would prevent introduction of racist or discriminatory legislation [JP 11/5]. Education Ministry orders youth weekly Hamtzan be barred from distribution in high schools after attorney general rules an article in it may constitute call to insurrection; article argues for need for "civil war for the sake of peace" [JP 11/10]. Two thousand demonstrators outside Knesset rally in favor of bill against racism [JP 11/5].

Arab World: Yasir Arafat arrives in Cairo for talks with Pres. Mubarak [NYT 11/5]. Saudi Arabia denies Israeli claims made before UN that Saudi Arabia exports oil to S. Africa, states Saudi Arabia is firmly committed to total embargo against S. Africa [JC 11/4].

Other Countries: Washington Post reports pro-Israel PACs in U.S. gave more money to Republicans than Democrats in first 6 months of this year, a sharp break from previous contribution pattems [WP 11/4].

Arab World: Suicide bomber 'Amir al-Aathar, 24, drives into SLA post in security zone, killing at least 3 in 2nd such attack in 24 hours; Syrian Social Nationalist party claims responsibility [BG 11/5].

Occupied Palestine/Israel: Six settlers demonstrate outside offices of al-Fajr newspaper in Jerusalem demanding it be shut because "it serves the PLO" [JP 9/12; FJ 9/13]. Jerusalem Post reports the National Insurance Institute released study showing the number of wage-earning families living below the poverty level in Israel increased 25% last year; 1 out of every 10 breadwinners is now categorized as "the working poor" [JP 9/11]. Energy Min. Moshe Shahal announces Israel will drastically cut oil purchases from Mexico following Mexico's failure to buy an agreed $100 million worth of Israeli exports [JP 9/12].

Arab World: Washington Post reports a 20- member "fact-finding" delegation from the American Jewish Congress has met with Pres. Husni Mubarak and King Hussein in a fact-finding mission to the Middle East. Mubarak and Hussein suggesthe PLO "be put to the test" by the U.S. on the issue of publicly recognizing Israel's right to exist [WP 9/12]. The U.S. should do this by agreeing to meet a Jordanian-Palestinian delegation [LAT 9/12].

Military Action

Occupied Palestine/Israel: Israeli guards storm prisoners in their cells at Gaza prison, using tear gas and clubs, seriously injuring 2. Personal belongings of some prisoners are confiscated. Food and water are denied the prisoners for the following 3 days, and family visits are cancelled [FJ 9/27].

Arab World: Suicide car bomber Mariam Khayr al-Din, 18, rams a checkpoint at Hasbaya, outside the security zone. Casualty reports vary: Israel radio says she killed herself and wounded two SLA militiamen; Syrian Social Nationalist party claims she killed 18 militiamen and 2 Israeli intelligence officers [NYT, LT, LAT 9/12].

Occupied Palestine/Israel: Al-Najah University is ordered closed for two months, following 7/31 raid in which army officials say they found "inciting" material [FJ 8/9]. Chinese government spokesman denies reports about secret arms deal between China and Israel [NYT 8/3]. Israeli sources confirm top-ranking Israeli diplomat last month paid "private" visit to the Soviet Union [JTA 8/2]. Police at military roadblock outside Jenin detain 12 Kach supporters apparently on their way to Arrabuna, home of three Palestinians suspected of killing two Israeli schoolteachers [JP 8/2]. Arab World: Suicide car bomb attack against an Israeli armored patrol in the security zone kills at least 3 Lebanese, including the driver, wounds unknown number of others, including Israeli soldiers. Syrian Social Nationalist party claims responsibility, saying its member, 'Ali Ghazi Talib, 22, carried out the attack [NYT 8/1].

Political Responses:

Israel/ Occupied Territories: Shamir says he expects simultaneous withdrawal of all forces from Lebanon by end of year under timetable to be negotiated with the US.

Palestinians/ Lebanese: Gemayel to meet Reagan October 19; suspect in Bashir Gemayel death identified as Habib Shartouni of Lebanese leftist Syrian Social National Party (Phalange charges he was close to Syrian and Palestinian intelligence services); Gemayel meets with Wazzan, General Khoury, General Ahmed to discuss reactivating judicial mechanisms.

Arab Governments: Syrian officials tell Habib Syria will withdraw from Lebanon only at Lebanon's request and if Israel also withdraws from all Lebanese territory, and that only PLO can decide on withdrawal of PLO from Lebanon.

US and Other Countries: US says it will cut US funds to and participation in any international body barring Israeli delegates.
