Israeli forces demolish a Palestinian home under construction in a village nr. Bethlehem in the morning. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Israeli forces confiscate a small swath of land in Shaykh Jarrah and turn it over to a private settler organization, and arrest 2 Palestinians during late-night raids in al-‘Izzariya and Qatanna. In the West Bank, a Palestinian youth succumbs to injuries sustained when shot by a stray IDF bullet on 11/23 nr. Nablus. Meanwhile, IDF troops stationed at a shooting range on the grounds of Palestine Technical University in Tulkarm clash with Palestinian protesters, injuring 15 students with rubber-coated steel bullets and live fire. Protests against Israeli raids onto the campus have been ongoing since 11/15, disrupting classes and injuring many students. IDF troops also clash with Palestinians during late-night raids in a village nr. Bethlehem and Qalandia r.c. nr. Israeli water company Mekorot cuts off the water supply to a number of areas in the n. West Bank. In East Jerusalem, Israeli forces assault and detain a Palestinian at Haram al-Sharif after the man is pushed by a right-wing Jewish activist; 1 other Palestinian is arrested after the confrontation. They also arrest 1 Palestinian on a late-night raid in Qalandia r.c. In Israel, around 100 PCI gather outside the Barzilai Medical Center to protest the proposed force-feeding of Palestinian prisoner Allan, and they clash with around 50 Jewish Israeli counterprotesters, who threw stones and bottles. Hamas leader Mishal leads a delegation to Turkey and meets with Turkish pres. Recep Tayyip Erdoğan and PM Ahmet Davutoğlu about “activating the Palestinian cause on the regional and international levels,” according to Hamas sources. Meanwhile, Palestinians and Arab media outlets report that Mishal recently met with former Quartet envoy Blair for the 2d time in 6 weeks to discuss the prospects for Israel and Hamas reaching a long-term cease-fire. In the West Bank, a Palestinian infant faints while his family waits in line at the Allenby border crossing. He is taken by helicopter to a Jerusalem hospital. In the West Bank, IDF troops demolish a mosque and 3 houses nr. Nablus on the basis that they had been built without a permit, leaving 30 people homeless. The IDF shoots and injures 1 Palestinian with live ammunition during clashes prompted by a routine patrol in Nablus. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, 1 village nr. Bethlehem, and Jenin r.c. at night; patrols in 4 villages nr. Hebron and 1 village nr. Jenin at night. PA Pres. Abbas tells a conference in Ramallah that an extension of negotiations with Israel would require the borders of a future Palestinian state to be defined. Meanwhile, Israel’s Economics and Trade Minister Naftali Bennett says that Israel would gradually annex Area C of the West Bank in light of the failure of negotiations, and declares that the “Oslo era is over,” in remarks made to reporters during a visit to the Gush Etzion settlement bloc s. of Jerusalem. Turkish PM Recep Tayyip Erdogan says in an interview on U.S. television network CBS that Turkey and Israel could move toward reconciliation within days or weeks, and claims that an agreement has been reached regarding compensation (without specifying exactly what this entails). The Israeli PM’s office refuses to comment. (JP 4/29)

Jenin and in Qalqilya and 1 nearby village at night. Separately, Israeli forces notify Bedouin families nr. Bethlehem that they must evacuate their homes before military exercises are conducted. Israel opens Kerem Shalom crossing with Gaza to allow for entry of fuel and goods, and exit for 7 truckloads of strawberries and flowers bound for Europe. Israel also allows cement and gravel for UN projects to enter. (WAFA 12/16)

The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. U.S. State Dept. spokesperson Victoria Nuland says that Secy. of State John Kerry, appointed on 2/1, is working to try to free up almost $700 m. in aid for the PA held up in Congress. Separate from that figure is an additional $100 m., which has been released but can only be used on anti-narcotics and law enforcement. (AFP 2/11)

Hamas says that the Egyptian army is flooding tunnels between the Gaza Strip and Sinai used for smuggling, and that there is a reinforced troop presence on the border. Meanwhile, Turkish media reports that Israel has agreed to allow Turkish trucks to bring building materials into Gaza for the construction of a hospital that will be opened by PM Recep Tayyip Erdogan. Two Israeli companies sign an agreement to acquire a 30% stake in exploration rights for gas and oil off Cyprus’s s. shore to be carried out by U.S. company Noble Energy. Cypriot commerce min. Neoclis Sylikiotis says the deal marks a ‘‘new era of Cyprus-Israeli strategic cooperation.’’ (AFP 2/11)

Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. The deal includes the resumption of work by 1/30/13 of the Central Elections Commission, Public Freedoms Comm., and Social Reconciliation Comm. (MNA 1/17)

Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10). Abbas emphasizes that the government has a monopoly on the use of force. In the evening, 10 gunmen from Balata r.c. hand themselves in to PA security forces in Nablus in what Nablus governor Jibrin al-Bakri described as a ‘‘deal,’’ but without giving details. Israel’s dep. FM Danny Ayalon tells a Turkish newspaper that Israel is ready to send a letter of apology to Ankara for the killing of 9 Turkish activists on the Mavi Marmara on 5/31/10, similar to the one the U.S. government sent to Islamabad over the killing of Pakistani soldiers. (JP 1/17)

The IDF’s attacks on the Gaza Strip continue, with reports indicating nearly 20 more Palestinians killed and as many as 300 Israeli air strikes during the day. As the Palestinian death toll approaches 50, with scores more wounded, Gaza’s hospitals feel the strain. IDF targets include the private homes of Hamas officials, police buildings, government buildings, and smuggling tunnels. Israel’s interior min. Eli Yishai says that the goal of the operation is to ‘‘send Gaza back to the Middle Ages.’’ Palestinian armed groups fire over 70 rockets into Israel, with Israel’s Iron Dome defense system intercepting 57 rockets, bringing the total of intercepted projectiles since the start of Operation Pillar of Defense to over 250. Tunisian FM Rafik Abdesslem makes a solidarity visit to the Gaza Strip, vowing that his government will take steps in the Arab League and UN to stop Israeli aggression. Most of the diplomatic focus is on tentative Egyptian efforts to mediate a cease-fire. In Cairo, Egyptian pres. Morsi holds talks with Turkish PM Recep Tayyip Erdogan, Qatar’s Emir Shaykh Hamad Bin-Khalifa al-Thani, Hamas leader Khalid Mishal, and Islamic Jihad leader Ramadan ‘Abdallah Shalah. Dep. head of Hamas’s politbureau Musa Abu Marzuq says despite efforts to secure a temporary cease-fire, Israel and Hamas are both far from reaching an agreement. In a meeting with Russian FM Sergey Lavrov, PA pres. Abbas says that the bid for non-member status at the UN will go ahead. Israeli PM Netanyahu convenes his inner cabinet to discuss measures against the PA in response to the UN bid. Israel publishes tenders for over 1,200 new homes in settlements in occupied East Jerusalem. The housing units are set for Pisgat Ze’ev and Ramot, with another 72 units re-offered in Ariel settlement in the n. of the West Bank. A Palestinian is killed and another is injured when they are crushed by construction materials being moved through a smuggling tunnel on the Rafah border. Israel’s state comptroller Micah Lindenstrauss issues a long-awaited report faulting PM Netanyahu for ‘‘poor decision-making’’ in the lead-up to the 2010 Gaza aid flotilla incident that left 9 Turkish activists dead aboard the Mavi Marmara, concluding that Netanyahu did not listen to IDF warnings that the boarding of the flotilla could lead to violence and had not consulted adequately. U.S. pres. Obama presents Israeli pres. Shimon Peres with the Congressional Medal of Freedom, the highest civilian award in the U.S. During their one-on-one meeting at the White House, Peres gives Obama a petition signed by 75,000 Israelis seeking the release of Israeli spy Jonathan Pollard. Casino magnate and major proIsrael political donor Sheldon Adelson gives $10 m. to a pro-Romney political action committee (PAC). This election marks the first time that unlimited corporate donations have been allowed under super PACs, which were deemed legal by a 2010 U.S. Supreme Court ruling. (WP 6/14)

Israeli-Palestinian clashes continue for the 13th straight day, leaving 3 Palestinians dead, 185 injured. The most severe exchanges are outside Nablus, where a mosque is torched, allegedly by Jewish settlers, and Palestinians throw stones a funeral procession for a Jewish settler. IDF troops and helicopters escorting the funeral procession respond with gunfire, call in extra attack helicopters, tanks. The riot degenerates into a gunfight btwn. the PA police and IDF and armed Jewish settlers. The IDF also deploys attack helicopters against Palestinian gunmen nr. Bethlehem.
