Along Gaza’s border fence, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Rafah; 2 Palestinians are killed and at least 2 others are injured (1 of the injured minors is arrested). The IDF claims that the young men were armed and attempting to cross into Israel to set a sniper post on fire. Earlier in the day, Israeli forces conduct a limited incursion into Gaza to level land along the border fence near Khan Yunis. In the West Bank, Israeli forces confiscate a tent in Battir village near Bethlehem. In the second such incident in as many days, IDF troops assault and arrest a Palestinian in Dahaysha refugee camp, sparking clashes with stone-throwing residents of the camp; 1 Palestinian is injured. They also arrest 5 Palestinians during late-night raids near Ramallah, Bethlehem, and Tulkarm; and patrol near Hebron and Nablus. (HA, JP, MNA, WAFA 7/2; PCHR 7/5)

Israel’s Knesset passes into law a new bill deducting from the tax revenues Israel collects on behalf of the PA an amount equal to that which the PA pays in stipends to Palestinians imprisoned or injured in connection with serious crimes committed against Israelis and the families of Palestinians killed while committing such crimes. Specifically, the Israeli DM will submit an annual report documenting the PA’s stipends over the previous calendar year. The sum total will be divided by 12 and deducted from the monthly transfers over the subsequent year. In contrast to previous drafts of the bill, Israel’s security cabinet is not permitted to waive the deductions. (ALM, JP 7/2; HA, JP, MNA, NYT, TOI, WAFA, YA 7/3)

Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Israeli PM Netanyahu says that his govt. is taking “legal action” against the High Court’s 7/26 demolition order for the 2 residences in the Beit El settlement. His comments follow 2 days of minor clashes between settlers and Israeli troops in and around Beit El. (HA, JP, TOI 7/28)

Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Secy. of State Kerry reiterates that Pollard’s release is not connected to the tension surrounding the nuclear deal reached by the P5+1 and Iran on 7/14. (EI, HA, MNA 7/28; HA 7/29)

In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; 1 Palestinian is injured. (MNA, WAFA 7/18; PCHR 7/30)

In Saudi Arabia, Hamas leader Mishal meets with Saudi king Salman bin Abdulaziz, and they discuss “Palestinian unity and the political situation in the region,” according to a Hamas source. (NYT, REU, TOI 7/17; MNA 7/18; JP 7/19)

In the West Bank, Israeli soldiers shoot and kill a Palestinian man in Dura village nr. Hebron in response to stone-throwing at an IDF patrol. The IDF conducts house searches and arrest raids in 2 villages nr. Jenin, 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in 1 village nr. Jenin at night. In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis to level land alongside the border fence. (MNA, REU 7/2; PCHR 7/4)

Palestinian pres. Mahmud Abbas says he is “optimistic” about U.S. Secy. of State John Kerry’s shuttle diplomacy, in comments he makes to reporters at a Ramallah press conference with Italian PM Enrico Letta. Meanwhile, U.S. State Dept. spokesperson Jen Psaki says in a press conference that no details of the peace talks will be divulged for the time being. In another development, Israel and the PA agree to form a biweekly committee on economic matters, a decision made in a meeting between Palestinian FM Shukri Bishara and Israeli FM Yair Lapid. Issues of concern for the committee will include crossings, fuel, and tax. (JP 7/2; MNA 7/3)

Egyptian pres. Mohamed Morsi rejects the military’s ultimatum to relinquish power, insisting on his democratic legitimacy and warning that any attempt to remove him and his govt. by force will plunge the country into chaos. Both Morsi and the military leadership say they will not back down from a violent confrontation. Violent clashes between supporters and opponents of Morsi in different neighborhoods of Cairo result in an estimated 7–11 deaths. Meanwhile, the Israeli army issues a statement revealing that the Egyptian military has moved several dozen armored vehicles into the border area nr. the Gaza Strip in coordination with Israel, part of efforts to combat security threats in the Sinai. U.S. Secy. of State John Kerry meets with Russian FM Sergey Lavrov on the sidelines of a security conference in Brunei and tells reporters afterward that a proposed peace conference on Syria will not happen until at least 9/2013. Lavrov also says that Kerry had recognized that “consolidating” the various Syrian opposition forces was the most important task ahead of any possible peace conference. (WP 7/2)

An IDF aircraft fires 2 missiles at a well in Bayt Hanun, destroying it. Around 40 Jewish settlers fr. Tal Yam outpost in Gaza (see 6/27) chanting “Death to Arabs” occupy 2 Palestinian homes in al-Mawasi, throw stones at Palestinians and IDF soldiers nearby, severely beat 1 Palestinian in what observers describe as a near lynching (the incident, caught on video by an Israeli cameraman, is described by Sharon on 6/30 as “a barbaric, wild, and heartless act”); an Israeli reporter pulls the critically injured Palestinian to safety; the IDF arrests the settlers, evicts them fr. the area. The IDF fires on residential areas of Khan Yunis, wounding 2 Palestinians; raids, occupies 2 Palestinian homes in al-Til as observation posts; conducts arrest raids, house searches in Aida r.c. and nr. Arab World: The United Arab Emirates is second state to confirm attendence at upcoming Arab summit meeting. Syria, Lebanon, and South Yemen will not attend [FT 7/30, LT 8/2]. Kuwait, Bahrain, Saudi Arabia, Iraq, and Egypt back the summit call [JP 7/30, FT 7/31].

Occupied Palestine/Israel: Israeli army announces arrest of 3 West Bankers in alleged kidnap-slaying of two Afula teachers. The three, aged 17-19, are arrested at their homes in the village of Arabbuna, near Jenin. Homes of their families are demolished. Arabbuna is placed under curfew [WP 7/29]. Kach movement members along with Temple Mount Faithful group attempt to enter al-Aqsa Mosque compound to pray. Police refuse to allow Kach members in, allow Temple Mount Faithful in on condition they not pray. One man prays near the Dome of the Rock and is forcibly expelled [FJ 8/2]. Israeli newspaper Ha'Aretz finds 70 percent of Israelis favor death penalty for those convicted of politically motivated killings. Minister without Portfolio Moshe Arens, Foreign Minister Shamir, and Deputy Prime Minister David Levy also favor death penalty for such killings [LAT 7/29]. Two Afula teachers are buried; 1,000 extra police and border guards are mobilized to keep the peace. Three police are injured by angry protesters at the funeral [LAT 7/29].

Arab World: Walid Jumblatt and Nabih Birri announce new pact of cooperation called the "National Front," ending 3- month feud; vow to support each other if fighting erupts with pro-Arafat Palestinian factions [CT, MG 7/29]. Artillery and sniper fire break out between East and West Beirut. Car bomb explodes in Shi'ite suburb of Beirut, injuring three [MG 7/29]. King Hussein is first Arab leader to confirm attendence at the upcoming Arab summit meeting in Casablanca [CT 7/29]. A high-level Palestinian delegation led by Faruq al-Qaddumis reported to have arrived in Tripoli, Libya [JP 7/29].

Arab World: Lebanese military investigator says he has referred 4 suspects in the 1983 bombing of the U.S. embassy in Lebanon to military court for trial; has recommended the death penalty if they are convicted. The 4 include 2 Lebanese, a Palestinian, and an Egyptian. Two are also charged with bombing the Iraqi embassy in Lebanon in 1981 [NYT 7/25].

Other Countries: UN Decade for Women Conference founders on the final day; consensus cannot be reached on key paragraphs of final document which call for economic sanctions against South Africa, condemn Zionism as an obstacle to development, and detail the plight of Palestinian women and children. Kiryat Arba's new nine-member local council - pledged to firing its Arab employees, pressing private businesses to do likewise, and to preventing economic ventures with Arab investors - is formally installed; dozens of secular residents enter building to protest [JP 7/25]. Israeli civil administration governing the occupied territories announces high school matriculation exam results improved on West Bank this year; schools were closed less than in the past; 64 percent of West Bank students passed their exams this year, compared with 54 percent last year [JP 7/25].

Other Countries: Reagan administration presents Middle East arms transfer study to special closed session of the House Foreign Affairs Subcommittee as basis for request to sell new arms to Jordan and Saudi Arabia. Kiryat Arba local council concludes agreement to fire town's Palestinian employees, press institutions to hire only Jewish laborers, and work for total Sabbath observance. Other Countries: Bomb explodes, wrecking house and car of the PLO's acting chief representative in Cyprus, Malath 'Abdu; no injuries reported [WP 7/18]. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador. Suspects allegedly belong to Fateh's Force 17; police discovered TNT, arms, ammunition, a detonator, and a time fuse when they raided a flat in connection with the arrests [MG 7/19].

Israeli military government extends Employment Service Law and the National Insurance Institute Law to occupied territories; settlers are now eligible for unemployment compensation and income benefits [JP 7/9]. Israeli military authorities issue new military order requiring all local Palestinian newspapers to publish official ads from military governorate without alterations. Arab newspaper owners reject order and decide to confront it [FJ 7/12].

Arab World: Amal leader Nabih Birri and Druze leader Walid Jumblatt, meeting in Damascus with Syrian government and Lebanese religious leaders, discuss a new security plan for Lebanon with Syrian-backed Palestine National Salvation Front. Plan requires all militias to disarm [MG 10/7].

Other Countries: Forum '85, nine-day NGO conference preceding official UN conference concluding Decade for Women, begins in Nairobi; 10,000 women participate in 1,800 workshops, seminars, and films.
