In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. The U.S. strongly condemns Israel's recent incursions into Palestinian towns, calls for Israel's immediate withdrawal. The EU, Russia, UN, and U.S. send a delegation of senior envoys to meet with Arafat to urge him to "address Israel's security concerns," to make "absolutely certain" that the PA arrests those responsible for the Ze'evi assassination. In East Jerusalem, a Palestinian opens fire on Jewish settlers in Talpiot settlement, wounding 4 before being shot dead by the IDF. In an apparent assassination, wanted Izzeddine al-Qassam mbr. Ayman Abu Halawih is killed, his 3 passengers are injured when his car explodes in Nablus. A 3d Palestinian is fatally shot by IDF troops nr. Tulkarm. A 4th Palestinian dies of injuries received on 10/21. A Palestinian woman in labor is denied passage through an IDF checkpoint to a Bethlehem hospital; she gives birth at the crossing, the baby dies. A Palestinian, detained since 10/18, dies in PA General Intelligence custody; the PA claims he committed suicide. The IDF bulldozes land in Rafah, demolishing 4 Palestinian homes, at least 9 stores. In Gaza, a Hamas mbr. is killed when a bomb in his house explodes in what may be an Israeli assassination. The IDF eases 1 roadblock on the Ramallah-Jerusalem road but tightens others around Badu, Bayt Hanina, Khan Yunis, al-Qarara, Tulkarm; sets up a new roadblock at the entrance to Qafin village; flies warplanes over Tulkarm. Israeli police issue evacuation orders to Palestinian families living on 18 dunams of land in the East Jerusalem neighborhood of Shaykh Jarrah, where Jewish settlers want to establish a new enclave. Sharon says he would accept the creation of a Palestinian state, but it would have to be demilitarized, and Israel would have to control all borders, all of Jerusalem, security zones in the West Bank and Gaza. (MA 10/16 in WNC 10/17; HA, WP 10/17)

The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. The IDF also maintains closures on most West Bank, Gaza areas; surrounds, seals Bayt Umar; conducts arrest raids in Dayr Istya; begins building a bridge to link the Gaza settlements of Gush Katif, Kissufim, confiscating 150 dunams of Palestinian land; hands eviction orders to 250 tradesmen at a market area nr. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." Senior Hamas mbr. Mustafa Rawajba is found dead in the West Bank. The IDF issues a statement that Rawajba was "killed . . . while trying to plant an explosive charge," raising speculation that he was assassinated. In a briefing on the strikes on Afghanistan, Bush reiterates his support for creation of a Palestinian state, the boundaries of which would be negotiated, as long as it would recognize the right of Israel to exist; says he would meet with Arafat if he believed it would further the peace process; says "the world ought to applaud" Arafat for cracking down on "radical elements" as he did on 10/8. In Gaza City, the PSF clashes with some 2,000 Palestinian students protesting the U.S.-led strikes on Afghanistan, opening fire on the crowd with tear gas, rubber bullets, live ammunition. Anti-PA riots last into the night, with outraged Palestinians setting fire to PSF offices and vandalizing Palestinian Airlines offices, cars, stores. In total, 2 Palestinians are killed; 1 Palestinian, 1 PSF officer are left brain dead; 200 Palestinians, 20 PSF officers are injured; 120 Palestinians are arrested. The PA convenes an emergency mtg. with the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC), representing all Palestinian factions. Participants issue a joint statement calling for national unity, appealing to the public for calm. The U.S., with the assistance of commando units fr. Britain and France, begins air strikes on al-Qa`ida, Taliban positions in Afghanistan aimed at disabling their air defense capability. Bin Laden releases a statement vowing that "America will not live in peace until peace reigns in Palestine" and "not before all the infidel armies leave the land of Muhammad." Barak formally suspends the peace process. Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. Israel-Palestinian clashes escalate to the highest point in 2 wks., leaving 10 Palestinians dead, some 400 wounded. Israel again restricts Palestinian access to Friday prayers at al-Aqsa Mosque. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. Meanwhile, Israeli-Palestinian clashes continue throughout the West Bank and Gaza and inside Israel. The IDF extends the West Bank-Gaza closure indefinitely, cancels all permits issued to Palestinians working in Israel. 100s of Israeli Jews fr. Upper Nazareth rampage through Arab Nazareth, firing automatic weapons and wielding clubs, injuring 50 Israeli Arabs, damaging homes and shops. Israeli police break up the ensuing riot, firing tear gas and rubber bullets. 2 Israeli Arabs are shot dead with live ammunition either by Jews or the police. In Tel Aviv, 500 Israeli Jews attack Arab apartment buildings, set Arab-owned stores on fire. In Jaffa, Israeli Jews set fire to 2 mosques, a number of Palestinian homes.
