The Palestine Chronology

A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. In East Jerusalem, Israeli security guards shoot and injure a Palestinian man at a Light Rail station nr. the French Hill settlement, after reportedly mistaking his belt buckle for a knife. Israel’s High Court of Justice approves COGAT’s request to demolish a number of tents and homes in a Palestinian village nr. Hebron. Approximately 450 Palestinians will be displaced. (MNA 5/4; JP 5/5)

Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

In Gaza, IDF troops on the s. Gaza border e. of al-Qarara exchange cross-border fire with armed Palestinians, causing no reported injuries; Israeli naval vessels then shell the area, injuring 3 armed Palestinians, damaging a mosque. IDF troops in observation towers on the Gaza border e. of Jabaliya fire on Palestinian farmers working land 400 m fr. the border (outside Israel’s no-go zone), forcing them to leave. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. Late in the evening, IDF troops on the n. Gaza border fire at Palestinian homes in Bayt Hanun for 40 mins., causing no injuries. In the West Bank, the IDF opens fire on a Palestinian vehicle driving nr. Husan village w. of Bethlehem, wounding 3 Palestinians (ages 17–21), claiming they fired on an IDF patrol; fires tear gas, stun grenades at Palestinians attempting to reach their agricultural land inside a closed military zone nr. Hebron, injuring an 8-yr.-old Palestinian boy; raids and seals (until 2/28) 2 Palestinian organizations in Sur Bahir nr. Jerusalem; imposes a late-night curfew on, conducts house searches in al-Zubaydat village nr. Jericho. Jewish settlers fr. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. In Gaza, the IDF withdraws fr. al-Shuka, ending a 3-day arrest and bulldozing operation, having wounded 2 Palestinians, demolished 2 Palestinian homes; fires a tank shell at Palestinians collecting scrap metal nr. the n. Gaza border, wounding 6; makes 2 air strikes on suspected rocket-launching sites nr. Bayt Hanun, damaging an UNRWA school; sends bulldozers and tanks to uproot trees and level land to clear lines of sight nr. the Erez crossing, firing on residential areas of nearby Bayt Hanun, causing no reported injuries; conducts similar bulldozing operations along the border e. of Jabaliya r.c. and Rafah; demolishes 7 smuggling tunnels on the Gaza-Egypt border. Palestinians fire 9 rockets fr. Gaza into Israel, causing light damage but no injuries; the IDF responds with air strikes, heavy machine gun, tank, surface-to-surface missile fire on launch sites across Gaza, wounding 10 Palestinians. In the West Bank, the IDF makes an overnight incursion into ‘Azun nr. Qalqilya, imposing a curfew, firing on residential areas, wounding 2 Palestinian children (ages 13, 14) before withdrawing late in the morning; raids, searches, occupies 3 Palestinian homes in Hebron, citing the need to protect local settlers; conducts arrest raids, house searches in and around Nablus. In the West Bank, the IDF sends undercover units into Azun in a car with Palestinian license plates, surrounds a home, arrests 1 PSF mbr. who surrenders; conducts random ID checks in, fires on residential areas of Kafr Dan nr. Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. Tulkarm (see 8/5). In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Beirut (including 47 killed, 70 wounded in the Christian-Shi‘i suburb of al-Shiyah, where Shi‘a are pro-Amal), the Biqa‘ Valley (including Baalbek, Masnaa), in and around Nabatiyya (including 7 civilians killed in air strikes on cars traveling in Qasmiyya; 15 killed, 20 wounded in an air strike on an apartment building in Ghaziyya), and across s. Lebanon (including demolishing a 4-building apartment complex in Tyre), killing at least 69 Lebanese civilians; continues ground operations across s. By morning, the IDF imposes a general curfew across the West Bank, sealing all Palestinian-controlled areas (including the northern villages of Alar, Qabatya, Sa‘ida, al-Til, Yabad, which are considered Islamic Jihad strongholds), cutting off the n. West Bank from the rest of the West Bank, barring all Palestinian private vehicles in the n. West Bank; recommends that Palestinians leave the n. Gaza border area nr. Bayt Hanun; reshuts the Erez, Qarni crossings (opened 10/26). Overnight IDF air strikes on suspected rocket launching sites in n. Gaza damage a bridge but cause no injuries. During the day, the IDF continues mock air raids, sonic booms over Gaza; sends 35 jeeps, Apache helicopters into Jenin to arrest local Islamic Jihad leader ‘Abd al-Halim Izzeddin (a leading moderate in the group), 3 other Islamic Jihad mbrs.; also arrests the father of the 10/26 bomber, 13 suspected Islamic Jihad mbrs. in raids across the n. West Bank in connection with the Hadera bombing; 3 Hamas mbrs. are also arrested. In addition, the IDF clashes with more than 150 radical settler youths while evacuating 5 unauthorized settlement outposts nr. Shadi Muhanna, Muhanna deputy Muhammad Qandil, 5 others (including at least 3 bystanders), wounding 19 in an air strike on Muhanna’s car as he drives in Jabaliya r.c. just as evening prayers let out; also conducts several F-16 air strikes on open areas in n. The IDF continues operations in Khan Yunis, shelling residential areas, wounding 8 Palestinians; shells residential areas of Jabaliya r.c., killing a 10-yr.-old Palestinian girl. The IDF further tightens restrictions on Palestinian movement in Hebron (see 12/31); imposes a 2-day curfew on Husan. The IDF also raids Tulkarm r.c., occupies the roofs of several houses, shoots and wounds a Palestinian resistance mbr. in what may be an assassination; the wounded man escapes; the IDF raids a medical center, the local hospital in an unsuccessful search for him. The IDF assassinates Islamic Jihad’s military leader Bashir al-Dabash, his bodyguard Ahmad al-Arayir, firing 2 missiles at their car as they drive in Gaza City, also wounding 3 bystanders. In n. Gaza, the IDF fires a missile at a group of AMB mbrs. allegedly preparing an attack on IDF forces in Jabaliya r.c., killing 2 AMB mbrs., wounding 3; shells residential areas of Bayt Lahiya, hitting 3 homes, killing 3 Palestinians (2 may be Islamic Jihad mbrs. targeted for assassination), wounding at least 11 (including 9 children ages 7 mos.–13 yrs.). A Palestinian militant dies of injuries received in Jabaliya on 10/4. In s. Gaza, an IDF platoon leader wounds, then executes a 13-yr.-old Palestinian girl identified by soldiers under his command as a “nonthreat." The IDF also shells residential areas, conducts arrest raids and house searches, bulldozes 9 Palestinian homes and 52 d. in Khan Yunis; fires on residential areas of al-Qarara. In continuing operations in n. Gaza, the IDF kills 5 Palestinians (including at least 2 civilians, one of them a 15-yr.-old girl) in shelling and gunfire in Jabaliya. In retaliation, Palestinians fire an antitank missile at an IDF patrol in n. Gaza, wounding 2 troops; fire 2 Qassam rockets at Sederot, lightly injuring 1 Israeli. Elsewhere in Gaza, the IDF fires warning shots at a group of Palestinians in Khan Yunis, killing a 4-yr.- old Palestinian; fires on residential areas of Khan Yunis, Rafah. In the West Bank, 2 wanted Palestinians and 1 IDF soldier are killed, a 3d wanted Palestinian and 4 bystanders are injured in an exchange of fire during an IDF arrest raid on Ramallah; the IDF says the soldier was killed by friendly fire. The IDF continues operations in n. Gaza, shelling Jabaliya r.c., killing 1 armed and 2 unarmed Palestinians, demolishing 3 Palestinian homes; imposes a curfew on Karabatha al-Musbah nr. Bush phones Sharon to congratulate him on his election victory. Also calling to congratulate Sharon are Egyptian Pres. Husni Mubarak, who invites him to reopen peace talks with the Palestinians in Cairo after his new government is formed, and European Union (EU) pres. A Hamas suicide bomber, prevented fr. getting on a bus nr. Israel’s Bar Ilan Junction, detonates his device nearby, killing 1 Israeli, injuring 16. The IDF sends tanks into Rafah, fatally shoots 2 Palestinians, demolishes 9 Palestinian homes; conducts arrest raids in 20 villages around Ramallah, detaining 55 Palestinians; places a curfew on Hebron after Palestinian gunmen in the area fire on nearby Tal Rumayda settlement, causing no injuries; bulldozes 100 acres of olive groves, 5 wells nr. Jabaliya. 2 Palestinians die of injuries sustained earlier (1 in the IDF shelling of Khan Yunis on 10/7, bringing the toll of that incident to 17). The IDF suddenly reimposes the curfew on Tulkarm, opens fire on a number of Palestinians caught outside on their way home fr. food shopping, causing 1 Palestinian to have a heart attack; bars ambulances fr. reaching him, allowing him to die.
