Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. PA president Mahmoud Abbas and chairman of the Hamas politburo Ismail Haniyeh spoke via phone. According to WAFA, Haniyeh expressed Hamas’s support for a collective Palestinian movement. (WAFA 8/13)

Turkish president Recep Tayyip Erdoğan said that Turkey is considering suspending its diplomatic ties with the UAE in light of the UAE’s decision to establish ties with Israel. Oman called the UAE’s decision “historic.” (HA, REU, WAFA 8/14; AJ 8/15)

U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. Russia called for a world summit to avoid further “confrontation and escalation.” (AJ, HA 8/14; AJ, HA 8/15; AJ 8/17)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Along Gaza’s border, IDF troops violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Gaza City; 7 Palestinians are injured. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate. Late at night, Israeli settlers vandalize 28 Palestinian-owned cars and spray-paint racist graffiti on nearby walls in Shu‘fat. Israeli forces arrest 1 Palestinian during a late-night raid in Silwan. In the West Bank, IDF troops arrest 9 Palestinians during late-night raids near Tulkarm, Jenin, Hebron, and Nablus; and patrol near Hebron and Tulkarm. In the West Bank, Israeli settlers attack Palestinian farmers harvesting olives near Nablus, causing no serious injuries. IDF troops arrest 1 Palestinian student after questioning a group in Zayta village near Tulkarm and another during a late-night raid near Ramallah. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, unidentified parties open fire on an IDF patrol, causing no injuries or damage. IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Israeli police remove 1 Jewish settler from the sanctuary after he starts to pray. The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no damage or injuries. In Israel, thousands of Palestinians participate in the “March of Return” at the site of the depopulated al-Kabri village in the Galilee to highlight the rights of Palestinian refugees and commemorate the Nakba. A former Palestinian prisoner dies of kidney failure at a hospital nr. Ramallah. He developed kidney issues as a result of medical negligence while he was in Israeli prison, according to the head of the PA’s prisoners’ affairs comm., Issa Qaraqe. (MNA, TOI, WAFA 5/2)

A West Bank Palestinian stabs and injures 4 people in Tel Aviv before the Israeli police arrest him. Hours after the attack, COGAT suspends single-day work permits granted to various organizations and groups to allow Palestinians to enter Israel and begins an investigation into the matter. The alleged attacker hailed from Nablus and obtained one such permit from a group called Natural Peace Tours, which facilitates relationships between individual Israelis and Palestinians. In the West Bank, the IDF shuts down the main entrance to a group of villages nr. Ramallah. It’s unclear what prompted the closure. IDF troops shoot and injure 3 Palestinians during clashes sparked by reports of stone throwing in Kafr Malik village nr. Ramallah; establish mobile checkpoints outside Bayt Umar, sparking further clashes (there are no serious injuries). Meanwhile, IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian and issue 1 arrest summons during raids in Silwan. An Israeli settler driver allegedly rams and injures 2 Palestinian youths s. of the city, sparking minor clashes between Israeli forces and Palestinians in the area; there are no serious injuries. The International Comm. of the Red Cross (ICRC) announces that it may consider the Palestinian prisoners’ demand for increased family visits, which they made in the context of the Dignity Strike. The ICRC used to coordinate 2 family visits per prisoner per mo. In 5/2016, however, the organization reduced the monthly visits to 1 due to an increased number of “no-shows” on the part of the families, according to an ICRC spokesperson. Meanwhile, IDF troops violently disperse Palestinians marching from c. Ramallah to the Beit El checkpoint in solidarity with the prisoners; 3 Palestinians are injured. (TOI 4/23)

Israeli forces launch an air strike on a proSyrian govt. militia group nr. Qunaytra in the Golan Heights, killing 3 soldiers, according to a statement from the group. The IDF does not comment on the strike. (HA, JP, TOI 4/23)

Israeli police shoot and kill a Palestinian youth outside the Old City of Jerusalem after he allegedly stabs and injures 2 of them. Israeli forces then raid the alleged attacker’s home in Jabal Mukabir, sparking minor clashes with residents of the area; 5 Palestinians are arrested. Elsewhere in East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Silwan. In the West Bank, hundreds of Palestinians gather in Ramallah to protest the PASF’s violent assault on protesters on 3/12, and to call for PA pres. Abbas to end security coordination with Israel and resign. Meanwhile, IDF troops arrest 13 Palestinians during raids nr. Jenin, Hebron, Nablus, and Bethlehem; and patrol nr. Hebron and Ramallah. The Popular Front for the Liberation of Palestine (PFLP) announces that it will not be participating in the municipal elections set for 5/13 in protest of the PA’s repression of demonstrations against security coordination on 3/12. Meanwhile, a PA spokesperson announces that Ramallah’s chief of police Abd al-Latif al-Qaddumi has resigned, but denies that his resignation is coming as a result of the 3/12 protests against PA security coordination with Israel, which were held outside a court in Ramallah and violently dispersed by PA security forces. Jason Greenblatt, U.S. pres. Trump’s special representative for international negotiations, meets with Israeli PM Netanyahu in Jerusalem for 5 hours. According to a joint statement, they discussed settlements “in the hope of working out an approach that is consistent with the goal of advancing peace and security.” Later, Greenblatt meets with senior Palestinian officials in Ramallah, who tell him they are interested in the Trump admin. presenting its own plan for a peace deal. Around 400 Jewish settlers tour Haram al-Sharif in commemoration of Tisha B’av, the Jewish day of mourning. Israeli settlers assault and moderately injure a Palestinian child selling bread in Silwan. In the West Bank, IDF troops arrest a Palestinian youth after she allegedly stabs and lightly injures an Israeli soldier outside a settlement nr. Jenin. An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. They arrest 2 Palestinians during raids in Ras al-Amud, the Old City, and Silwan. In Gaza, 8 Palestinians are injured when a tunnel collapses in e. Gaza City. In Israel, dozens of Palestinian protesters gather outside the Barzilai Medical Center in Ashqelon in solidarity with hunger-striking prisoner Bilal Kayed. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. In the West Bank, Israeli soldiers shoot and seriously injure a Palestinian youth outside the Ariel settlement after she allegedly attempts to stab a soldier. IDF troops conduct raids in a village nr. Ramallah, causing a Palestinian man to suffer a nonfatal heart attack and sparking minor clashes with stone-throwing youths (there are no serious injuries). As the IDF’s general closure of the Hebron district continues, Israeli military activity continues to focus on the area. Israeli soldiers conduct major raids in Bani Na‘im village nr. Hebron, threatening to punitively demolish the home of a family mbr. of the Palestinian who killed an Israeli settler on 6/30. Israeli soldiers also patrol in 4 villages nr. Hebron during the day and maintain many restrictions on Palestinian movement in Hebron and the surrounding district, including the closure of Bani Na‘im. The Israeli police say that non-Muslims will be allowed to visit Haram al-Sharif again after Eid al-Fitr next week. They banned non-Muslims on 6/28 after 3 days of violence at the sanctuary. (JP 7/5)

An Israeli is stabbed and injured in the Old City. Israeli police later arrest a Palestinian youth who allegedly admits to carrying out the attack (they will arrest another Palestinian in connection to the attack later that night), and temporarily close all entrances to the Old City. Elsewhere in East Jerusalem, the Israeli authorities announce that they will be reopening a gate along the separation wall for the 1st time in 7 years, allowing Palestinian residents of al-Ram village access to the city. A Palestinian family demolishes their own 3 stores in Silwan, to avoid paying for the Jerusalem Municipality’s demolition crew. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Gaza City; open fire on Palestinian farmers working in the area. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. In the West Bank, Israeli forces demolish an agricultural structure nr. Qalqilya. In the West Bank, Israeli forces demolish 5 bedouin Palestinian residential structures in the E1 area nr. Jerusalem, displacing 26 bedouins; begin leveling land s. of Bethlehem in preparation for the construction of a military tower. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families.
