In Ramallah, Arafat meets with senior PA officials, heads of the nationalist and Islamist groups to urge them to halt attacks targeting Israeli civilians. (Islamic Jihad does not attend.) In response to the Salahadin Brigades attack on 2/14, IDF F-16s twice bomb the PSF headquarters in Jabaliya, killing 1 PSF officer, wounding 30 Palestinians. IDF commandos raid Saida, killing 1 Islamic Jihad mbr., arresting 4 others, razing Palestinian agricultural land, bulldozing 1 Palestinian home; during the demolition, a wall of the home collapses on a senior IDF undercover officer, killing him. Nr. Ramallah, AMB mbrs. fire on an IDF post, killing 1 soldier. 1,000s of Palestinians in Gaza City, 100s of Palestinians in Ramallah march in support of Arafat, protesting his confinement in Ramallah. The DFLP says it will resume attacks on Israeli targets. IDF troops fire on Palestinians who throw stones at a tank that gets stuck in a narrow Ramallah street; 1 IDF soldier, 12 Palestinians are injured. The PA continues to close Hamas offices, says it has arrested over 180 Palestinians since 12/2. Israel says it is not enough; more senior mbrs. of Hamas, Islamic Jihad and individuals on Israel's most-wanted list must be apprehended. The Democratic Front for the Liberation of Palestine (DFLP) says it will not adhere to Arafat's cease-fire call. Palestinians toss a grenade at an IDF post on the Gaza-Egypt border, causing no injuries; the IDF directs heavy machine gun fire at residential areas of Rafah in response. The IDF announces that it is establishing an 18-mi.-long "closed military area," or buffer zone, along the Green Line btwn. Jinin and Tulkarm. Arafat and Barak agree to resume security coordination during a 3-way phone conversation arranged by Russian pres. Vladimir Putin. Arafat, who is in Moscow on a 1-day visit to meet with Putin, suggests Russia convene a Madrid-style international conference on the peace process, but Barak rejects the idea. At Rachel's Tomb in Bethlehem, an IDF soldier fatally shoots a Palestinian man. Officially, the IDF says the man came at the soldier with a knife, but a number of Palestinian witnesses claim that the solider's gun went off accidentally, and, after leading the distraught soldier away, other IDF troops planted the knife. The incident prompts demonstrations by 100s of Palestinians who throw stones, bottles at the troops, who respond by firing rubber bullets and tear gas, injuring 15.
