Hanna Siniora, editor of Al-Fajr, says of U.S. decision to suspend dialogue with PLO that "the whole area is slipping toward a bottomless pit of hatred and suspicion." Editorials say suspension of dialogue has "put the whole region on a powder keg" and amount to reward for Shamir's intransigence [CSM 6/25].

King Hussein calls on U.S. to reassess its Middle East policy and open door for Soviet Jews who wish to settle in U.S. rather than Israel [WSJ 6/25]

Egyptian F.M. Esmat Abdel Meguid flies to Washington hoping to avert crisis in U.S.-Arab relations and reassert Egypt's role in peace process [LAT 6/25].

Hadashot reports since Arye Bibi, commander of Jerusalem district police, assumed his post, 5 Arabs have been killed by police or border guard fire in the district. Occupied Palestine/Israel: 67-year-old Palestinian-American dies from heart attack after Israeli troops order him to remove graffiti from neighborhood school and refuse to allow him to take heart medicine [WP 8/3]. In Jabalya demonstrations break out as Israelis lift curfew for an hour and a half; 28 Palestinians are injured [FJ 8/7]. In Khan Yunis 8 people are shot, 30 injured by tear gas [FJ 8/7]. Other Countries: New York Times reports Reagan administration officials have met with members of Congress and leaders of American-Jewish organizations to work out deal allowing Kuwait to buy U.S. arms [NYT 7/31]. In Peru authorities arrest 3 Palestinians, charge them with trying to make contact with Peruvian guerrillas [WP 7/31].

Arab World: Sec. of State Shultz and King Hussein meet in Amman to discuss U.S. Middle East peace plan. Hussein wants assurances that settlement will be based on "land for peace" formula [WP 6/5].

Occupied Palestine/Israel: In village of 'Anabta near Tulkarm, stone-throwing Palestinians attack army bus, settlers' cars, and police vehicle after blockading road. Israeli fires on demonstrators, killing 2, wounding 1. Officials are uncertain whether shots were fired by soldiers or settlers. Army patrol later disperses crowd with live ammunition, wounding 2 more. Settlers attack village during curfew, vandalizing houses, cars [WP 2/2; FJ 2/7]. Crowds throw rocks, bottles and block roads in cities, villages, and camps throughout W. Bank; 3 Palestinians are wounded in Jenin, and 2 are injured by army gunfire in Hebron-region village of Bani Na'im; village is placed under curfew. Violent disturbances are also reported in E. Arab World: Palestinian forces seize Christian village of Maghdushah [F) 11/28]. 14 are killed, 39 wounded in fighting between Palestinians and Amal militiamen throughout Beirut and S. Lebanon [BS 11/24].

Occupied Palestine/Israel: Israeli Cabinet hears report from Hebrew U. Prof. Roberto Bacchi on falling birth rate among world's Jewish population, predictions that there will be more Palestinians than Israelis living in Israel and the occupied territories by early next century [LT 5/13; JTA 5/14; BG 5/15]. Deputy Agriculture Minister Avraham Katz-Oz stated over the weekend Israel has been overpumping from its water reserves for the past decade by over 1,000 cubic meters; he stated water quotas would be cut this year by 10% from a high of 2 billion cubic meters [JP 5/11].

Arab World: Israel bombs PLO headquarters in Tunis, claiming retaliation for Lamaca killings and W. Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals. Israel-backed militia chief in S. Lebanon, Abu Saleh, quits to renew loyalty to Amal militia. 1983 to date, 71 Druze quit Israeli military for religious reasons (compares with 19 in 1982).

Military Action:

4 hours of artillery and rocket barrages between Phalange and Druze militias over 20 mile arc from Chouf to Junieh, Beirut suburbs worst hit since last summer; helicopter carrying US Marine commander fired on, no injuries; artillery and rocket battles in Tripoli between pro- and anti-Syrian militias; Gemayel orders Lebanese Army and Air Force to attack and silence any positions firing on Beirut; IDF officers in Bekaa say Syrian military activity in the area is defensive, no signs of preparation for attack.
