In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. Aloul also said he would not seek to succeed Mahmoud Abbas as Fatah chairperson, saying the party needs someone from the younger generation. (ALM, QDS 6/7; ALM 6/10)

U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. Israeli PM Netanyahu says that since the 11/24 Abbas-Mishal meeting seemed more symbolic than substantive and the PLO/PA has not made moves since the 11/1/11 UNESCO vote to gain membership in other UN organizations, he is considering releasing VAT taxes. (NYT 11/29) (see 11/23/11)

Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, detaining and confiscating the boat, arresting 1 fisherman, and returning another fisherman to Gaza through the Erez crossing. Late at night, IDF troops on the n. Gaza border responding to 2 loud explosions inside Gaza in an open area n. of Bayt Lahiya fire into Gaza for 20 mins., causing no reported damage or injuries. In the West Bank, the IDF patrols in 3 villages each nr. Qalqilya and Ramallah and 1 nr. Salfit during the day; conducts late-night patrols in Jericho. An Israeli military court convicts a 2d Palestinian teenager fr. Awarta in the murder of 5 Jewish settlers in Itamar on 3/11/11; another Palestinian teen was convicted on 9/13/11. In the 1st Lebanese-Israeli crossborder attack since 10/2009, unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel, damaging 2 buildings in the western Galilee, but causing no injuries. Israel responds with artillery fire, causing no reported damage or injuries. Israel expels 415 suspected Muslim activists, 251 from the West Bank, 164 from the Gaza Strip to Lebanon. High Court of Justice temporarily blocks the expulsions, then votes 5 to 2 to permit them. UNIFIL forces try to block buses carrying deportees from traveling through their territory. Lebanese army blocks the deportees from entering govt.- controlled territory, leaving them stranded between Israeli and Lebanese checkpoints. Hamas denounces the expulsions as "total war"; their legitimate targets, previously limited to soldiers, now include "every Zionist in Palestine." Occupied Palestine/Israel: Israel lifts curfew on part of Gaza Strip, refuses to allow Gazans to reporto work inside green line. Palestinians report that Israeli authorities have ordered them to stop exporting citrus from Gaza. Tel Aviv mayor Shlomo Lahat says that the city will no longer employ Palestinians for street cleaning, garbage collecting, sanitation work: "I don't want to discriminate and make them take only this kind of job, which has been the case up until now" [NYT 5/19]. Israel bans Druze leader from Galilee from entering O.T. for 1 year [FBIS 5/18].

Arab World: Jordan's king Hussein calls Israel's election proposal an attempt to "waste time" [LAT 5/19]. PLO calls on UN to take "practical measures to protect the residents of the West Bank and Gaza" [FBIS 5/19].

Occupied Palestine/Israel: In E. Jerusalem 20-year-old Palestinian from Duhayshah dies from wounds received 2 weeks earlier. In Jamma'in troops open fire, kill Palestinian [FBIS 5/18]. IDF troops shoot, kill Palestinian youth from Nusayrat camp [FBIS 5/19]. At least 3 Palestinians are shot, injured in Tulkarm camp [FBIS 5/18].

Arab World: Soldiers of the Israeli-backed South Lebanese Army (SLA) wound 2 Irish UNIFIL troops in the Israeli-imposed "security zone" [FBIS 5/19].

Occupied Palestine/Israel: Dmonstrations are held throughout West Bank to commemorate anniversary of massacres at Sabra and Shatila (FJ 9/19). Strikes and demonstrations continue through 9/20; shops and businesses stay closed, students and workers remain at home (Fl 9/26). Israel announces it has licensed first Arab bank in West Bank since 1967. Bank, with headquarters in Amman and first branch in Nablus, will be allowed to deal in Israeli, Jordanian, and foreign currencies (FJ 9/19).

Arab World: Thousands of Lebanese in Tyre, Lebanon, led by Amal officials march in support of UNIFIL after 9/16 attack on French UNIFIL forces (for which Hizballah is held responsible). In south Lebanon general strike is held to show resident' support for continued UNIFIL presence. (Speaker of Lebanese Chamber of Deputies Husayn al-Husayni recently returned from Paris where he asked Pres. Mitterand not to recall French contingent) (NYT 9/18).

Other Countries: In Paris, five killed, 60 injured in bomb explosion, bringing to ten number killed in five bombings in last two weeks (WP, NYT 9/18). Peru grants PLO embassy status in Lima (Fl 9/26).

Occupied Palestine/Israel: King Hussein has frozen all West Bank funds in Jordanian banks and has suspended all aid to public institutions in the territories, according to a report in 'Al Hamishmar [JP 4/18]. Inspectors of income tax and VAT departments, assisted by a strong force of police, raid Palestinian villages of Kafr Qasim, Jaljuliyyah, and Kafr Bara to collect debts; they impound TV sets, furniture, and 2 motor vehicles [JP 4/21].

Arab World: Radio Monte Carlo broadcasts that Yasir Arafat has notified Jordan that Amman-based Fateh military officer Abu Za'im has been relieved of his duties and that Jordan should suspend all contact with him [JP 4/18].

Other Countries: A U.S. federal judge rules that PLO Permanent Observer to the UN Zuhdi Tarzi may travel from New York to Cambridge, Mass. for a debate with Harvard law professor Alan Dershowitz, despite State Department travel ban [PI 4/20]. UN Security Council votes to extend UNIFIL mandate in S. Lebanon an additional 3 months; Soviet Union concurs in vote for first time since UNIFIL's creation, states it will begin contributions to UNIFIL budget [NYT 4/19; WP 4/20].

Arab World: Yasir Arafat arrives in Amman for talks with King Hussein [CSM 1/27]. Jordanian govt. sends parliament a new electoral law that would reassert Jordan's responsibility for the West Bank, provide representation for Palestinian refugees in Jordan; parliamentary legal committee is studying the law [NYT 1/26].

Other Countries: UN Undersecretary-General Brian Urquhart states PLO should accept UN resolutions 242, 338, that Israel should not dictate who represents Palestinians at peace talks [JP 1/26]. Interpol issues worldwide wanted notice for Abu Nidal [PI 1/31].
