In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. Aloul also said he would not seek to succeed Mahmoud Abbas as Fatah chairperson, saying the party needs someone from the younger generation. (ALM, QDS 6/7; ALM 6/10)

U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. Israeli PM Netanyahu says that since the 11/24 Abbas-Mishal meeting seemed more symbolic than substantive and the PLO/PA has not made moves since the 11/1/11 UNESCO vote to gain membership in other UN organizations, he is considering releasing VAT taxes. (NYT 11/29) (see 11/23/11)

Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, detaining and confiscating the boat, arresting 1 fisherman, and returning another fisherman to Gaza through the Erez crossing. Late at night, IDF troops on the n. Gaza border responding to 2 loud explosions inside Gaza in an open area n. of Bayt Lahiya fire into Gaza for 20 mins., causing no reported damage or injuries. In the 1st Lebanese-Israeli crossborder attack since 10/2009, unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel, damaging 2 buildings in the western Galilee, but causing no injuries. Israel responds with artillery fire, causing no reported damage or injuries. Israeli police restrict Palestinian access to Jerusalem on last Friday in Ramadan. Only 20,000 attend Friday prayers at al-Aqsa mosque. Jewish extremists announce demonstration at Western Wall, but only 250 show up. Police force settlers to check their weapons before entering site. Clashes in East Jerusalem btwn. Russian FM Andrei Kozyrev, mtg. in Jerusalem with PM Rabin, FM Peres, proposes international force for o.t., multinational Middle East peace conference, says PLO ready to resume negotiations with Israel. Palestinian delegates finally join Jordanians in leaving for peace talks in Washington after 10-hour delay at Amman airport during which negotiations continued between Palestinians and U.S. officials over whether or not certain PLO officials would be allowed visas to enter U.S. along with delegation. Labor party adopts new party platform at its convention, dropping opposition to negotiations with PLO [see 11/19]. Platform also calls for one-year freeze on settlement building, recognizes Palestinian "national rights." But document states that Labor opposes creation of an independent Palestinian state, affirms that party does not oppose expansion of existing settlements. (MM 11/12; NYT 11/22)

Shamir, referring to creation of a Palestinian state, tells annual gathering of Council of Jewish Federations in Baltimore that there is "no room for two states in such a small area." Poll of Council members indicates 85% disagree with Shamir's policy of not surrendering any territory at all to Arabs as part of peace negotiations. (MM 11/21)

Debate breaks out in Lebanese parliament over UNIFIL's request that Lebanon withdraw army units deployed 11/18 in Tayr Diba, S. Lebanon. Most ministers argue army should remain to reestablish control over country. UNIFIL spokesman insists UNIFIL does not oppose this policy but merely seeks an orderly transfer of power. (MM 11/22)

Islamic Jihad releases British hostage Terry Waite and American hostage Thomas Sutherland in Beirut. Israel states it will not release any more Arab prisoners until it receives word about airman Ron Arad. (NYT 11/19)

Israeli police and border guards raid offices of Islamic court in E. Jerusalem, reportedly seizing hundreds of documents in search of "subversive" literature. Documents allegedly include court records documenting Palestinian land and property rights, some of which date from 12th century. (MM 11/19, 11/20)

Palestinian sources claim families of 350 Palestinians detained at Ansar-3 detention camp will be allowed to visit their relatives today, first time Israel has allowed such visits since Ansar-3 was established in March 1988. Visits will be coordinated by the Red Cross. (MM 11/18)

70-year-old Shaykh Radi Anis Bustami, imam of Jabal al-Shimali area mosque in Nablus, dies of wounds suffered 11/15 when Israeli troops fired on worshippers leaving the mosque. (MM 11/19)

Occupation authorities announce plan to encourage Palestinians inside o.t. and abroad to invest in development projects in o.t. The plan, which includes tax relief for new industries established and infrastructural development at government expense, will begin 1/1/92. (MM 11/19)

PLO exec. comm. mbrs. Mahmud Abbas, Yasir 'Abd Rabbuh, Sulayman al-Najab arrive in Amman for talks with Jordanian officials. Saudi Ambassador to U.S. Prince Bandar bin Sultan meets with some 60 American Jewish leaders in New York in first public meeting between American Jews and a Saudi official. Bandar states that if Israel freezes settlement building, Palestinians will halt intifada, Arab states will lift boycott of Israel. (MM 11/19)

Lebanese army deploys in village of Tayr Diba, S. Lebanon, to intervene inclashes between Amal, Hizballah fighters; first time in a decade Lebanese army has taken up positions within an area patrolled by UNIFIL troops. (MM 11/22)

Occupied Palestine/Israel: Israeli military reports arrest on W. Bank of Fateh armed cell affiliated with Islamic Jihad [FJ 8/30]. Israeli Minister of Construction and Housing David Levy announces plan to establish 2 new settlements on W. Bank and to make Hadar Bitar settlement a settlement city [FJ 8/30]. Israeli crews, protected by soldiers and police, demolish 3 houses in Jenin area [FJ 8/30].

Arab World: Abu 'Ali Shahin, PLO representative in Lebanon, is injured in assassination attempt outside 'Ayn al-Hilwah refugee camp in Sidon [CSM 8/27; FJ 8/30].

Other Countries: U.S. Commerce Dept. levies $381,000 fine against NCR Corp. for participation by 9 subsidiaries in Arab boycott of Israel [WP 8/26].

Arab World: In S. Lebanon security zone, 6 Israeli soldiers are wounded in mine explosion. Sources report mines were planted by SLA [CSM. 8/26]. Unidentified fighters attack UNIFIL patrol near Yatir, killing 1 Nepalese soldier, wounding 3 others [CSM 8/26].

Arab World: Arafat deputy Salah Khalaf (Abu Iyad) states Cairo Declaration means PLO retains right to use violence in all territories occupied by Israel, including Israel proper [FT 11/12].

Occupied Palestine/Israel: Palestinian is killed when bomb he is making explodes in his hands; military refuse to release name of victim, from Nakhlin village near Bethlehem [NYT 11/12]. Palestinian student, 17, is shot and wounded in confrontation with Israeli settler after students stone his car in Nablus; Israeli military close Qadri Tuqan school in Nablus and arrest 17 Palestinian students [NYT 11/12; JTA 11/13].

Other Countries: Newsweek reports combined unit of Israeli and SLA troops last week forced their way through Norwegian UNIFIL roadblock, exchanged gunfire and seized a jeep and machine gun. Norway filed an official protest with Israeli ambassador in Oslo, sent fact-finding team to Israel to investigate [NWK 11/11].
