Israeli forces carry out the punitive demolition of the Hebron-area home of a Palestinian prisoner accused of participating in the shooting of an Israeli settler rabbi on 7/1, sparking minor clashes; there are no injuries. Elsewhere in the West Bank, IDF troops conduct late-night raids and house searches in Nablus and patrol nr. Nablus, Tubas, and Hebron. An Israeli settler turns his dog loose on an elderly Palestinian nr. Nablus, causing moderate injuries. In East Jerusalem, Israeli forces return the body of a Palestinian withheld since being killed in a confrontation with them in 10/2015. He is buried in a cemetery outside the Old City while a large number of Israeli police keep watch. Along Gaza’s border, IDF troops discover and dismantle a suspected explosive device nr. Khan Yunis. Off the coast nr. Khan Yunis, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In East Jerusalem, small groups of Jewish settlers tour Haram al-Sharif in the morning. Islamic Waqf guards remove a rabbi and his grandson from the sanctuary when they attempt to begin prayers. In the West Bank, Israeli authorities return the body of a Palestinian shot and killed on 6/21 and close down several checkpoints nr. Nablus after a suspected rock-throwing incident in the area. The Israeli crackdown on the oPt amid the ongoing wave of violence continues. IDF troops clash with stone-throwing Palestinians outside a settlement nr. Ramallah and along Gaza’s border e. of Khan Yunis, injuring 4. Meanwhile, the IDF patrols in 1 village each nr. Jerusalem and Jenin, sparking clashes with stone-throwers (2 Palestinians are injured with live ammunition); conducts raids around Jenin and patrols across the West Bank. Masked assailants assault Palestinian Legislative Council mbr. Mustafa Barghouti in Ramallah, shouting “let the intifada protect you” and causing minor injuries before fleeing the area. The PA then launches an investigation into the attack. Israeli settlers continue assaults on Palestinians and their property, damaging a Palestinian greenhouse nr. Jenin; setting fire to a car in East Jerusalem and leaving price-tag graffiti nr. the scene. A Palestinian family demolishes its own home in Bayt Hanina, responding to the Israeli police’s 4/2015 order giving them until today to destroy the building or accept a fine of NIS 60,000 (around $15,430). Israeli forces arrest 8 Palestinians on raids in the Old City, al-Tur, al-Suwana, Silwan, Shu‘fat, and Issawiyya. In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. After meeting with PA pres. Abbas and Jordan’s King Abdullah in Amman, U.S. secy. of state Kerry announces that they and Israeli PM Netanyahu have reached a series of understandings, including an Israeli-Jordanian agreement to install cameras at Haram al-Sharif to broadcast live 24 hours a day. Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). The IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; conducts synchronized patrols in 4 villages nr. PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. In Toulouse, France, a gunman on a motor scooter opens fire on a Jewish school, killing a rabbi and 4 students (all dual French-Israeli citizens), wounding another 6 students (1 seriously). Authorities say the shooting appears linked to 2 recent shootings of 3 French soldiers in and nr. Toulouse. In those attacks, an assailant believed to be targeting French soldiers of Arab extraction to punish them as traitors for participating in the French military given its involvement in Afghanistan allegedly lured and shot 3 soldiers; 2 of North African origin were killed, whereas a black soldier was wounded. Israel allows the Rafah crossing to open for the 1st time since 4/19. Gunfire breaks out among the 5,000 Palestinians waiting to enter Egypt, leaving a PA presidential guardsman dead; UN monitors overseeing the passage say Israel’s closures have left the crossing too crowded to operate. IDF troops on the s. Gaza border fire tank shells, heavy machine guns at DFLP mbrs. planning a roadside bomb nr. the border fence, killing 1 DFLP mbr. The IDF completes demolition of 4 bridges linking Bayt Hanun, Gaza City; pulls forces out of Bayt Hanun. Late in the evening, the IDF sends tanks, helicopter gunships into central Gaza City in its deepest incursion into Gaza since the al-Aqsa intifada began, marking a major military escalation just 3 days before Israeli elections. IDF soldiers clash with Palestinians fr. around the area who race to block the incursion, killing 12 Palestinians (3 of them armed, 2 of them children), injuring at least 40, demolishing 3 Palestinian homes and 2 workshops, raiding 10s of buildings and shops. Ha’Aretz reports that “several wks. ago” Sharon met secretly with YESHA rabbis, promised that he would open the Temple Mount to Jewish worshipers soon. One rabbi warned Sharon that he came to power in part because of his 9/00 visit to Temple Mount, that he risks losing power if he does not follow through and reopen the holy site to Jews soon. Sharon says he will “work behind the scenes” to achieve that goal, that he would be interested in joining a growing number of Jewish protesters who circle the Temple Mount once a mo. to protest the ban on Jewish worship at the site. In Gaza, 2 Palestinian children (ages 12, 14) armed with knives infiltrate Netzarim settlement, are shot at and wounded by a settler rabbi, captured by IDF troops. The IDF erects a new checkpoint at the e. entrance to Askar r.c.; fires on Palestinians who throw stones at the new crossing, killing 1 Palestinian, wounding 9. The IDF also fires tear gas at Palestinians crossing the Anata + n. Jerusalem checkpoint, causing 1 pregnant Palestinian woman to miscarry; conducts arrest raids in Hebron (targeting Hamas), Ramallah (targeting the PFLP). An Islamic Jihad mbr. is killed apparently when a grenade he is carrying explodes. The body of a missing Palestinian is found nr. Nablus; the IDF says he was apparently killed by IDF gunfire on 1/1. Fmr. Christian Coalition leader Gary Bauer and Rabbi Daniel Lapin, head of the ultraconservative Jewish-Christian group Toward Tradition, announce the formation of the American Alliance of Jews and Christians (AAJC), which they will co-chair. AAJC aims to "unite Christians in support of Israel and work with American Jews and Christians on behalf of traditional values." Among the mbrs. of the AAJC board are Rev. Jerry Falwell, Rev. Pat Robertson. A similar Christian right lobbying group, Stand for Israel, cofounded by fmr. Christian Coalition exec. dir. Meanwhile, Israeli-Palestinian clashes continue throughout the West Bank and Gaza and inside Israel. The IDF extends the West Bank-Gaza closure indefinitely, cancels all permits issued to Palestinians working in Israel. 100s of Israeli Jews fr. Upper Nazareth rampage through Arab Nazareth, firing automatic weapons and wielding clubs, injuring 50 Israeli Arabs, damaging homes and shops.
