Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) PLO Central Council concludes meeting in Tunis after heated discussions over whether Palestinians should continue participating in peace process. Council eventually issues resolution expressing support for continuing participation but linking participation in multilaterals with progress in bilateral negotiations. Council also decides that Palestinians will reevaluate participation in the peace process in October 1992. In wake of criticism of PLO leadership, Council also creates committee to study internal PLO structures. Nayif Hawatima, head of one faction of DFLP and who had been pushing for reevaluation of PLO policy toward peace talks and for reforms within PLO, expresses dissatisfaction with results of meeting [DFLP-Hawatima faction, PFLP, Arab Liberation Front voted against the resolution]. Syrian FM Faruq al-Sharaa confirms Syria will attend peace conference but will not participate in subsequent talks on regional issues unless Israel displays willingness to withdraw from occupied Arab territories [see 9/26]. Secy. of State Baker travels to Jerusalem, holds discussions with PM Shamir, Palestinian negotiators. Talks with Palestinians centered on Palestinian delegation to peace conference. Two sides continue to disagree over Israeli demand that such a delegation not include Palestinians from East Jerusalem, a demand which Baker has urged Palestinian negotiators to accede to in order that the Palestinians not be left out of the peace process. PLO delegation in Amman reportedly reaches agreement with Jordanian government over composition of joint Palestinian-Jordanian delegation under joint leadership of King Hussein and Chmn. Arafat. But Jordanian government states it has discussed the issue not with the PLO but "people from the occupied territories" in effort to stem Israeli objections to PLO role in choosing Palestinian delegates. Clandestine al-Quds Palestinian Arab Radio reports statement has been issued in o.t. by PFLP-GC, Hamas, Fateh-Revolutionary Council [Abu Nidal], Islamic Jihad, Mujahid Islamic Trend, and Fateh-Uprising [Abu Musa] rejecting "conference of humiliation." Israeli military court sentences Shaykh Aimad Yasin, founder of the Islamic Resistance Movement (Hamas), to life imprisonment for ordering the deaths of several alleged Palestinian collaborators. Yasin was arrested in May 1989. (NYT 10/17)

PLO Chmn. Arafat asserts his right to choose Palestinian delegates to peace conference, again rejects Israeli veto over delegation's composition. Arafat also indicates that Palestine National Council will convene in Algeria next month to discuss peace initiative. (NYT 8/7)

In statement to U.S. press, King Hussein states not every city in occupied territories need be represented at peace conference, in reference to PLO insistence that E. Jerusalem Palestinians be allowed to participate in peace conference. (MEM 8/6)

As Secy. of State Baker prepares to leave Amman for Jerusalem, King Hussein announces Jordan will participate in peace conference, support end to Arab League boycott in return for halt in settlement-building. Hussein states he has contacted Palestinians about joint Palestinian-Jordanian delegation. Action brings together Egypt, Syria, Lebanon, Saudi Arabia, and Jordan in support of U.S.-led efforts to convene Middle East peace conference. Baker meets with Palestinian delegation (Faisal Husseini, Hanan Ashrawi, and Zakariya al-Agha) in E. Jerusalem concerning formation of joint Palestinian-Jordanian delegation to peace talks. Baker tells them PLO can have no direct relationship with Palestinian delegation to peace talks, nor can Palestinians from E. Jerusalem participate in initial stages of talks because of categorical Israeli refusal to accede to any gesture which might suggest that sovereignty of Jerusalem negotiable. Baker reaffirmed U.S. belief that E. Jerusalem is part of occupied territories, and that Palestinians alone have right to choose their own representatives. (NYT, WP, 7/22; MEM 7/23)

Baker next begins talks with Prime Min. Shamir in Jerusalem on peace talks in wake of numerous Arab commitments to agree to U.S.-proposed terms for such negotiations. Baker states that Arab assent to attend conference means willingness to engage in face-to-face negotiations with Israel. Pres. Bush again calls on Israel to curb settlement building, urges Israel to accept Arab offer to end economic boycott in return for settlement freeze. Seven Arab nations have now agreed to such linkage. In interview with Egyptian press, British Prime Min. John Major calls Israeli settlements "illegal," "damaging" to peace process, including those in E. Jerusalem. (MEM 7/22)

Arab World: King Hussein meets with Pres. Mubarak in 'Amman to discuss Peres' proposals for direct talks. Hussein states at press conference that U.S. Congress will not force him to negotiate directly with Israel by delaying arms sales to Jordan [NYT, CSM 10/25]. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist. (Move follows Arafat's recent cancellation of trip to 'Amman, reported failure of Arafat's deputy Khaled al-Hasan to reach understanding during recent talks with King Hussein on breakdown in talks with British For. Reports indicate Bishop Iliyas Khuri, PLO Executive Committee member, has signaled his wish to resign over embarrassment due to recent cancellation of talks with British Foreign Ministry [JP 10/25].

Other Countries: State Dept. announces Asst. Sec. of State Richard Murphy made unpublicized trip to Jordan this week to give King Hussein private assurances from P.M.
