New York Times reports of emergence of "tent towns" in Israel; mass immigration has driven up rent prices and housing is in such short supply that rents are beyond reach of young Israeli families, who are forced to live in tents. Survey of 1,006 Israelis conducted for Israel-Diaspora Institute shows more than half believe army, when investigating Palestinian activities, should be allowed to use tactics that would be illegal if used against Jews. Examination of E. Jerusalem newspapers Al-Sha'b and Al-Bayadir Al-Siyasi by Israeli human rights group B'Tselem reveals Israeli military censor has partially or fully banned more than 1/3 of items presented [HAA 3/7 in FBIS 3/8].

Washington Post reports recent stands by Bush admin., in particular Baker's 3/1 statement tying U.S. loans with Israel stopping O.T. settlement, having increased Washington's standing with Palestinians. Unnamed PLO advisor is quoted as saying PLO has "really felt the sincerity of the U.S. position" [WP 3/8].

Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Other Countries: P.M. Peres meets in Paris with French Pres. Francois Mitterrand and P.M. Jacques Chirac for talks on terrorism and Peres' proposal for a M. E. Marshall Plan [JP 4/22]. U.S. Justice Dept. notifies Congress it does not plan to seek prosecution of Yasir Arafat for the murders of 2 U.S. diplomats on 5/2/73 [WP, BG 4/22]. U.S. State Dept. has appealed ruling by U.S. district judge allowing PLO Permanent Observer to the UN Zuhdi Tarzi to travel to Cambridge, Mass. for a debate despite State's travel ban on Tarzi, on grounds it would lend legitimacy to the PLO [BG 4/22].

Occupied Palestine/Israel: Israeli Cabinet holds 6-hour debate on P.M. Peres' recent overtures to Jordan; unity govt. appears in no danger, but Likud members charge Peres violated basic agreement in formation of unity govt. whereby peace efforts were to adhere to the 1979 Camp David framework [NYT, LAT 10/28]. Washington Post reports W. Bank Palestinians oppose Peres' proposals because they attempt to exclude the PLO [WP 10/27]. The Observer reports P.M. Shimon Peres met secretly earlier in the month with King Hussein in Paris, urged Hussein to come out publicly in favor of direct talks with Israel [OB 10/27].

Arab World: Jordanian Min. of Info. Muhammad Khatib states bilateral talks with Israel outside international conference and without the PLO are unacceptable to Jordan [WP 10/28].

Other Countries: Red Cross officials state Israeli and SLA troops have prevented them from seeing scores of prisoners being held in S. Lebanon since June. Over 100 families await word of missing relatives who have disappeared inside the security zone [TS 10/28]. French Pres. Francois Mitterrand supports Shimon Peres' offer to negotiate directly with Jordan, pledges French assistance in the process [JTA 10/28].

Military Action

Arab World: Israeli planes raid alleged guerrilla bases in Lebanon's Biqa' Valley, the 13th such raid this year. Planes are said to have made direct hits on PFLP-GC bases. Christian radio station Voice of Lebanon reports base belonging to proSyrian al-Sa'iqa faction is also hit. No casualties are reported; tanks and ammunition dumps are reportedly hit [NYT, TS 10/28].

Occupied Palestine/Israel: Israeli squatters pitch tents on Abu Dis village land (6 km S. of Jerusalem) secretly declared closed; local landowners present written protest to authorities. Beit Sahour Arab Women's Union issues statement negating recent meeting with "civil admin." representative, and pledges to abide by boycott of "civil admin." Jerusalem police arrest Waqf official for allowing funeral with coffin draped with Palestinian flag.

Arab World: Beirut protesters end 4-day blockade of West Beirut and Beirut Airport after Pres. Gemayel promises to place issue of prisoners at top of cabinet agenda. French Pres. Mitterrand in Amman endorses King Hussein's call for UN-sponsored peace negotiations, including 15 members of Security Council and confronting Middle East states.
