Israeli Mayor of Jerusalem Teddy Kollek defeated in mayoral election by Likud's Ehud Olmert by 60%-34% vote. Kollek had served for 28 years. Likud also wins Tel Aviv mayoralty with Ronni Milo defeating Avigdor Kahalani. Israeli local elections were seen in part as referendum on 9/13 PLO-Israel accord. Israeli PM Rabin comments, "I think what happened, especially in Jerusalem, has a negative aspect for us. I neither deny it nor hide it. It's a reality, and it's a very unpleasant one." Multilateral talks on refugees open in Ottawa with Palestinians asserting that solution for Palestinian refugees should be made through implementation of UN Gen. Assembly Res. 194, which calls for repatriation of refugees or compensation. Israel boycotts talks. (MM 5/12)

Responding to 5/12 U.S. statement regarding right of Palestinian refugees to return, PM Shamir states "There is only a Jewish 'right of return' to the Land of Israel." State Dept. clarifies 5/12 statement, reaffirming U.S. support for Res. 194 and Sec. Council Res. 237 (adopted 14 June 1967) regarding return of Palestinian refugees but adding that this remains a matter to be negotiated between Palestinians and Israel. (NYT, MM 5/14)

In Jerusalem, Jordanian-controlled Higher Islamic Council warns against intervention by "foreign or international bodies" in repair work to Islamic holy sites in E. Jerusalem, an apparent reference to Saudi attempts to finance repairs of shrines in coordination with UNESCO [Jordan has traditionally been responsible for shrines' maintenance] [see 4/29, 5/5, 5/11, 5/12]. Shaykh Ishaq Idris Sakhouta, head of Cairo-based and Saudi-financed World Islamic League, begins visit to Israel and o.t. After praying at al-Aqsa mosque in E. Ateret Cohanim seminary announces housing ministry, headed by Ariel Sharon, has given it land to build some 200 homes in Muslim Quarter of E. Jerusalem. Housing project would represent the largest block of Jewish housing in the Muslim Quarter. Spokeswoman for Jerusalem Mayor Teddy Kollek states Kollek opposes the proposed move. (MM 3/30)

Multilateral talks end in Moscow. Participants establish five working groups to discuss various topics in April and May in several venues. Groups and venues are: economic development, in Belgium; environment, in Japan; arms control and security, in Washington; refugees, in Canada; water resources, in either Turkey or Austria. Jerusalem mayor Teddy Kollek suggests Jerusalem could be divided into boroughs to accommodate Palestinian desire for increased self-rule. However, Kollek stresses that such a plan would not provide for full autonomy. (MM 1/30)

German navy intercepts German ship transporting 16 Czech-made, Soviet-designed T-72 tanks to Syria near Strait of Gibraltar, forces it to return to Germany, where investigation will be launched to determine whether or not German laws governing shipment of military materiel were violated. Syria and Czechoslovakia finalized deal involving 320 tanks in September 1991; U.S. and Israel later pressured Czechoslovakia to cancel the deal, but it refused. (WP, MM 1/31)

New York judge sentences Egyptian-born al-Sayyid Nusayr to 7 1/2 to 22 years in prison. Nusayr was acquitted 12/21 of murdering Rabbi Meir Kahane in New York, but convicted of several lesser charges. (WP 1/30)

Hundreds of settlers converge on seven sites, attempt to establish settlements. U.S. is urging Britain to tone down resolution it plans to introduce in UN Sec. Council that would require Iraq to pay compensation for damage resulting from invasion of Kuwait.
