Arab World: In Algiers PNC proclaims Palestinian state with Jerusalem as capital, accepts UN Resolution 242, and calls for "peaceful coexistence with all people for a durable and lasting peace" and for the convening of international peace conference [WP 11/16]. Several Arab countries recognize the State of Palestine - Algeria, Saudi Arabia, Tunisia, Iraq, Jordan, Kuwait, Bahrain, North Yemen, South Yemen, Mauritania [NYT 11/16].

Occupied Palestine/Israel: The West Bank Data Base Project releases 2 reports: One charges there is a double standard in the justice system of the occupied territories; the other argues the population of the occupied territoriess 1.7 million instead of the official Israeli figure of 1.4 million and that Palestinians in the occupied territories are worse off in terms of economic and social development than they were at the beginning of the occupation [WP, CSM 10/19]. Israel's Supreme Court rules that Kach cannot compete in upcoming Israeli elections, that the Progressive List for Peace can run. Kach leader Meir Kahane calls for Kach supporters to boycott the upcoming election [WP, NYT 10/19]. Report in Christian Science Monitor says that Palestinians living in the occupied territories and earning the equivalent of $16,000 per year are taxed at 55 percent, while Israeli settlers earning about $30,000 per year are taxed at 48 percent [CSM 10/ 19]. Police order Dar al-Tifl school in East Jerusalem closed for 10 days [FJ 10/23].

UN officials charge Jerusalem police and border guards conducted 2 extensive raids in Shu'fat 2/20 and 2/21, beating residents and damaging property [WP 2/22]. Police reinforcements are deployed in Jerusalem in preparation for Sec. of State Shultz's visit [LAT 2/22]. Palestinian youth from Galilee is fined IS 1,500 and sentenced to 3 months imprisonment for raising Palestinian flag and participating in illegal demonstration 12/21 [FJ 2/28].

Arab World: According to diplomats in Cairo, PLO has withdrawn threat to abandon Cairo declaration (promising not to attack Israelis outside of Israel and the occupied territories) [NYT 2/22].

Other Countries: Palestinian journalist Hanna Siniora travels to Rome to meet with PLO officials about lifting ban on talks with Shultz [NYT 2/22].

Occupied Palestine/Israel: In Dayr 'Ammar refugee camp near Ramallah, Palestinian is shot, killed; army says shots may have been fired by settlers [LAT 2/22]. Israeli soldiers shoot, wound Palestinian during apparent knife attack on Israeli patrol in Nablus; youth also allegedly involved in attack is killed and 4 others wounded. Army drops tear gas from helicopters to break up crowds at funeral [FJ 2/28]. At least 6 Palestinians are wounded by live ammunition during clashes in Jenin-area town of Qabatiyyah and Gaza's Khan Yunis camp [WP, LAT 2/22]. Khan Yunis is ordered under curfew. Shin Bet agent is charged with causing death of 'Awad Hamdan while in Jenin prison [LAT 2/19]. Israel imposes new economic restrictions on Palestinians in occupied territories: Palestinians will be required to prove they have paid their taxes before traveling abroad or importing or exporting goods, and transactions of $1,000 or more must be registered [LAT 2/19]. Arab World: Egypt requests death sentence in absentia for Khalid 'Abd al-Nasir, son of late Pres. Gamal 'Abd al-Nasir and accused leader of Egypt's Revolution, in connection with 1984-86 attacks on Israeli and U.S. diplomats. Nasir is believed to be in Yugoslavia [WP 2/18].

Other Countries: At UN, Arab representatives formally request emergency session of Gen. Assembly to discuss U.S. plan to close PLO observer mission [NYT 2/19].

Occupied Palestine/Israel: Soldiers break windows and fire tear gas during raid of Shu'fat camp. Clashes are reported in Duhayshah camp, Nablus, Jenin, and Gaza City. In village of Jabal al-Mukabir, soldiers close off 2 roads after stone throwers attack Jewish houses.
