IDF troops clash with residents of a village n. of Jerusalem and 1 nr. Ramallah, injuring 9 with rubber-coated metal bullets and arresting 4; violently disperse Palestinian students demonstrating outside Ofer Prison in Ramallah, injuring 7 with rubber-coated metal bullets and arresting 1; 2 Israeli soldiers are lightly injured in the ensuing clashes. The IDF also conducts house searches and raids in 1 village each nr. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In the Israeli-occupied Golan Heights, an IDF officeris lightly injured from gunfire emanating from Syria nr. Qunaytra. Meanwhile, senior United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) official Pierre Krähenbühl accompanies a convoy of aid into Yarmouk r.c. in Syria, the 1st shipment of assistance to the camp’s 18,000 occupants in 3 mos. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. In the Gaza Strip, IDF troops e. of Khan Yunis detain 3 Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces conduct house searches and arrest raids nr. Ramallah and Jenin; patrol nr. Hebron and Salfit; demolish 30 dunams (around 7.4 acres) of wheat fields nr. Bethlehem; and deliver eviction orders to several Palestinian bedouin families in a village nr. Jericho. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC. Diplomats from 5 Arab countries will form a joint comm. to organize the resubmission, and PA Pres. Abbas agrees to respect the comm.’s decisions regarding timing. In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. Late at night, Palestinian and Israeli negotiators confirm that the ceasefire will be extended an additional 24 hours, at the request of the Egyptian mediators. (AFP, AJ, HA, JTA, MNA 8/18)

The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

In the Gaza Strip, the Israeli troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, an Israeli settler is killed and his wife wounded, when they are attacked by a Palestinian outside their home in the n. Jordan Valley. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village nr. Jenin in the afternoon, and in 3 villages nr. Hebron, and 1 village each nr. Jenin, Ramallah and Tulkarm at night. Jewish settlers torch 3 Palestinian cars in Burqa village nr. Ramallah and leave racist graffiti on the wall of the mosque. The meeting focuses on developments regarding Iran, negotiations with the Palestinians, and the need to strengthen economic ties with the latter. (YA 10/11)

Speaking at a press conference in Kuala Lumpur, Malaysia, U.S. Secy. of State John Kerry says that the cuts in aid to Egypt will not have much impact in the country, that it is not a “withdrawal” from relations with Cairo, and that the aid could be restored should “credible progress” be made in restoring an inclusive govt. Egyptian military spokesperson Col. Ahmed Mohammed Ali declines to comment, but the Foreign Ministry calls the decision “flawed . . . in terms of content and timing.” Meanwhile, a suicide attack on a military checkpoint nr. al-Arish kills 4 soldiers and wounds 5 others. Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Meanwhile, an anonymous PA official tells Agence France-Presse that PA security forces have arrested more than 25 Hamas mbrs. over the past 48 hours. Earlier in the week, IDF forces arrested another 25 Hamas mbrs. in the West Bank, including 3 mbrs. of the PC from the Hamas-affiliated Reform and Change party. (AFP, MNA 2/7)

Islamic Jihad politburo mbr. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Azzan says PNC elections are necessary, particularly as the council represents Palestinians in Palestine and in the diaspora. (MNA 2/7)

In the West Bank, the IDF patrols in 3 villages nr. Jenin and 1 village each nr. Jericho and Ramallah, 1 village nr. Jenin in the afternoon, and in 2 villages each nr. Jenin and Tulkarm, 1 village nr. Jericho at night; conducts house searches and arrest raids in Jenin in the morning. (PCHR 2/14)

Ireland upgrades the status of the Palestinian representation in Dublin from a “delegation” to a “mission” and grants the mission head ambassador status. It does not recognize Palestine as a state or give the mission greater diplomatic privileges or immunities. Israel expresses its “regret.” (HA, YA 1/25; WJW 1/27)

OCHA reports that Israel has barred the import of industrial fuel for Gaza’s electricity plant for 2 weeks and is now internally discussing disconnecting Gaza fr. Israel’s electricity and water grid. (Gaza authorities have been able to keep electricity generation at 30% of demand by increasing the amount of fuel smuggling through tunnels fr. Egypt.) UNRWA reports that it has suspended 23 approved building projects in Gaza because of Israeli restrictions on gravel imports. Meanwhile, IDF troops make 2 brief incursion into Gaza e. of Gaza Valley village and e. of al-Maghazi r.c. to level land and clear lines of sight. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. OCHA reports that since 1/19, 3 Palestinians have been injured in tunnelrelated accidents (2 crushed transporting construction materials, 1 electrocuted). (JP 1/25; PCHR 1/27; OCHA 1/28)

Some 150,000 Egyptians of all socioeconomic backgrounds inspired by events in Tunisia answer a week of calls to attend a “day of revolution” antigovernment rally in Cairo’s Tahrir Square today (a national holiday to honor police), bringing blankets, food, and water and vowing to continue protests until Mubarak steps down, his government is dissolved, and parliament is disbanded. (The Muslim Brotherhood does not participate to allow the voice of the people to stay at the fore.) The government cuts cell phone and Internet service to limit international coverage and mobilization efforts via social networking sites. Late at night, government security forces raided the square firing tear gas and water cannons, beating some demonstrators, and arresting others in an unsuccessful effort to drive them out. After a paroxysm of retaliatory violence that kills 1 police officer and some looting in the National Museum on the square, protesters disengage and mobilize to call for nonviolence, notably creating a cordon around the museum to protect it. Parallel protests are held in Alexandria, Suez (where violent clashes kill 2 demonstrators), and several smaller towns, with larger protests called for Friday 1/28. By this date, there have also been several days of protests in Yemen calling for Pres. Saleh’s removal, citing economic ills, corruption, and rumors Saleh plans to install his son as his successor. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). In other Israeli-Palestinian violence, the IDF fires tear gas, percussion grenades, rubber-coated steel bullets to disperse Palestinians demonstrating against OCL in the East Jerusalem suburbs of Anata, Issawiyya, Shu‘fat r.c. An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. International mediation efforts continue, with UN Secy.-Gen. Annan, Russian FM Ivanov, EU foreign policy dir. Javier Solana each meeting separately with Arafat, Barak. Egypt's Musa flies to Damascus to confer with Syrian pres. Asad, who phones Arafat to express Syrian support. Mubarak also phones Arafat and rejects Clinton's proposal (10/8) for a summit in Egypt, saying Israel must 1st agree to pull its troops back fr. PA areas, stop threatening Lebanon and Syria (see 10/8), bar official Israeli visits to the Haram al-Sharif/Temple Mount, agree to an international inquiry. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. In Cairo, Egyptian FM Musa receives Amb. of Palestine to the UN Naseer al-Kidwa for talks on the peace process. Kidwa says that Israel should be allowed to join the UN Asian states regional group, rather than the Western European group, but only if it refrains fr. violating UN resolutions and makes peace with its neighbors.
