Bir Zeit University (near Ramallah, W. Bank) holds student council elections. Pro-Fateh faction "shelved their differences" over the peace talks with a pro-PFLP faction and a pro-DFLP (Hawatima wing) faction, to form a united pro-PLO front, which defeated the pro-Hamas candidates by 66% to 33% of the vote. In winner-take-all election, 5 seats go to Fateh, 3 to PFLP, 1 to DFLP. (WP 11/12)

PLO Central Council concludes meeting in Tunis after heated discussions over whether Palestinians should continue participating in peace process. Council eventually issues resolution expressing support for continuing participation but linking participation in multilaterals with progress in bilateral negotiations. Council also decides that Palestinians will reevaluate participation in the peace process in October 1992. In wake of criticism of PLO leadership, Council also creates committee to study internal PLO structures. Arab World: Spokespersons for Yasir Arafat's Fateh, the DFLP, and the PFLP denounce Jordanian regime for secret contacts with Israeli government officials [FJ 5/2]. Abu Nidal's Fateh Revolutionary Council claims responsibility for 4/27 shooting of British tourist in East Jerusalem, states it was in reprisal for U.S. air raid on Libyand British "collusion" in the attack, states Briton shot was an intelligence agent [WP, PI 4/29].
