Kiryat Arba and the Ibrahimi Mosque/Tomb of the Patriarchs, imposes a curfew, conducts arrest raids, detaining 40 Palestinians. Right-wing MK Benny Elon holds a prayer rally of Jewish settlers at the site of the ambush; afterward Jewish settlers briefly rampage through Palestinian areas (vandalizing homes with spray-painted messages such as “vengeance” and “every Arab killed —for me it’s a holiday”) until IDF soldiers stop them. The IDF also fatally shoots a Palestinian in Hebron; fires on Palestinians in Jenin, killing 1 Palestinian; shells, fires on residential areas of Nablus, killing 1 Palestinian; bulldozes 2 dunams (4 dunams = 1 acre) of Palestinian land, an electricity generator in al-Mughraqa; shells a workshop in Khan Yunis, destroying it; detains, searches a Palestinian Red Crescent Society (PRCS) ambulance for 5 hrs., holding the driver for failure to pay a parking ticket. In Ramallah, the IDF continues demolition work at the PA compound, setting fire to storehouses, bulldozing the Ramallah governate building; says it now seeks the extradition of 50 Palestinians inside Arafat's offices; warns those inside the remaining building to evacuate or risk being harmed when the IDF blows it up, prompting 1,000s of Palestinians to take to the street in protest, despite the curfew. The IDF fires stun grenades, live ammunition at the crowds, killing 2 Palestinians (including a journalist with Voice of Palestine). The IDF raids Qalqilya, killing (possibly assassinating) local PFLP leader Ra'id Nazil, detaining 16 Palestinians. The IDF also conducts arrest raids into Jenin and Nablus, arresting 26 Palestinians. In Bethlehem, IDF snipers again fire on the Church of the Nativity, seriously injuring 2 Palestinians, who are evacuated for treatment; 4 PSF officers surrender to the IDF. In Ramallah, 100s of Palestinians demonstrate outside the PA compound against Arafat's confinement, clash with the IDF, leaving 11 injured. In Gaza, 15,000 Palestinians attend a Hamas rally calling fo the continuation of the armed intifada. Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. In Gaza and Nablus, 1,000s of Palestinians angry over the PSF's excessive use of force against protesters on 10/8 defy the PA's ban on demonstrations, conduct protest marches, and clash with police again, setting 1 PSF office on fire in Nussayrat camp. Meanwhile, the IDF directs shells, gunfire at residential areas of Gaza City; bulldozes 100 dunams of Palestinian land in al-Qarara, damaging 1 home, destroying 3 tents, plus water and electricity systems. After Israel announces it is ending its "policy of restraint," Israeli-Palestinian clashes intensify sharply, leaving 6 Palestinians dead, 136 wounded. The IDF directs shells, heavy machine gun fire at PA-controlled areas in Hebron, in the heaviest barrage there since the beginning of the al-Aqsa intifada. Serious clashes are also reported in Gaza and in Nablus, where 10,000 Palestinians rallying to mark Land Day clash with IDF troops, who shoot dead 5 Palestinians. The IDF also directs shelling, heavy machine gun fire at residential areas of al-Bireh, Jinin, Rafah, Tulkarm; confiscates 100 dunams of land nr. Qalqilya for a new settlement bypass road. Frustrated with Israeli security checks, Palestinian workers at Erez industrial zone riot, prompting Israel to close the zone--an unprecedented move since the purpose of the zone is make Palestinians who work there and the businesses that employ them (60% of which are Israeli-owned) immune to closures. In Sakhnin, Israel, 10,000 Israeli Arabs participate in a peaceful Land Day rally--the 1st major protest since the 10/00 demonstrations, which were violently suppressed by Israeli police, who, this time, are ordered to intervene only if protesters block major roads. Israeli-Palestinian clashes continue at the same level as in recent days, leaving at least 87 Palestinians injured (almost half by live ammunition). In Hebron, where Palestinians have been under 24 hr. curfew since 10/1, the IDF refuses to allow a Palestinian family to transfer their ill newborn to the hospital, allowing her to die. In Tel Aviv, 50,000 Israelis attend a rally marking the 5th anniversary of the assassination of PM Yitzhak Rabin. In comparison to previous yrs., fewer people attend and the event is less a peace rally and more a memorial. (NYT, WP 11/5; MM 11/8; WJW 11/9; JP 11/10)

In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. 200 Palestinian protesters storm PA jail in Jericho, demanding release of 5 Islamists held there without charge. The 5 are among the 48 political prisoners who have been on hunger strike since 1/24. In keeping with its 1/30 decision, the UN creates a panel to review Iraq's disarmament record, recommend ways of ensuring Iraq fulfills agmt. to abandon unconventional weapons. 20-mbr. panel contains 12 UNSCOM mbrs., including the ranking American UNSCOM inspector but not chmn. Unnamed Western, Arab diplomats report that Syria is concentrating 3-4 army divisions at strategic points nr. In Nablus, 30,000 Palestinians angered by distribution of anti-Muslim posters in Hebron stage protest, clash with IDF. In Ba'albeck, 10,000 Lebanese join the unauthorized "Revolution of the Hungry" demonstration called by fmr. Hizballah chief Shaykh Subhi Tufayli (who split with Hizballah Secy. Gen. Hassan Nasrallah in protest over Hizballah's decision to participate in the 1992, 1996 elections) to protest the government's economic policies, neglect of the Biqa` region. Lebanese army sends many troops, military police to monitor protesters. No clashes are reported. PLO Central Council meeting ends in Tunis, issues statement giving "green light" to peace delegates. Unity prevailed as opposition figures either did not attend, or did not voice proposals made earlier in public. Only the DFLP (Hawatima wing) rejected the majority recommendations, and withdrew from the final sessions. The PFLP voiced reservations but signed the final statement.
