Lebanon says on Israel TV that he and 2 other Syrian deserters were recruited and paid by Fateh to infiltrate Israel, take hostages at Kibbutz Manara, take the French ambassador to Israel hostage, and demand safe passage out of the country to Jordan, Egypt, or Tunisia; he states Fateh has many Syrian, Pakistani, and Iraqi recruits for similar missions [JP 4/29].

Arab World: Spokespersons for Yasir Arafat's Fateh, the DFLP, and the PFLP denounce Jordanian regime for secret contacts with Israeli government officials [FJ 5/2]. Abu Nidal's Fateh Revolutionary Council claims responsibility for 4/27 shooting of British tourist in East Jerusalem, states it was in reprisal for U.S. air raid on Libyand British "collusion" in the attack, states Briton shot was an intelligence agent [WP, PI 4/29]. Egypt, which supplies Israel with one quarter of its oil, has reduced prices by approximately 25%, saving Israeli Treasury over $50 million a year [JTA 4/29].

Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Other Countries: P.M. Peres meets in Paris with French Pres. Francois Mitterrand and P.M. Jacques Chirac for talks on terrorism and Peres' proposal for a M. E. Marshall Plan [JP 4/22]. U.S. Justice Dept. notifies Congress it does not plan to seek prosecution of Yasir Arafat for the murders of 2 U.S. diplomats on 5/2/73 [WP, BG 4/22]. U.S. State Dept. has appealed ruling by U.S. district judge allowing PLO Permanent Observer to the UN Zuhdi Tarzi to travel to Cambridge, Mass. for a debate despite State's travel ban on Tarzi, on grounds it would lend legitimacy to the PLO [BG 4/22].

Occupied Palestine/Israel: Labor party approves moderate foreign policy program which emphasizes necessity of interim arrangements in the occupied territories, Labor party's willingness to meet with all representatives of the territories, but rejects the prospect of a Palestinian state [JP 4/11]. Two thousand people mark 40th day after death of former Nablus Mayor Zafir al-Masri, stage a pro-PLO demonstration [JP 4/11].

Arab World: Salah Khalaf tells Kuwaiti newspaper that Yasir Arafat's Fateh faction has decided to dismiss 7 of its Jordan-based members, including Abu Za'im, formerly a member of the Fateh Central Committee, after they formed asplinter group [JP, FJ 4/11]. Algeria offers to host a conference of all Palestinian factions to settle differences and reunite leadersip; PFLP and DFLP welcome the offer; PLO spokesman in Tunis states the welcome which the PLO representative inAlgeria gave to the offer does not necessarily represent the view of the organization [JP 4/11]

Occupied Palestine/Israel: Some 50 Palestinians held in detention for suspected antiIsrael activities have been released because of overcrowding; some 200 Palestinians were arrested following assassination of Zafir al-Masri; 20 are still being held on suspicion of links with the PFLP. Over 60 Golan Heights Druze have been arrested following P.M. Peres' visit to the area [LT 3/10]. Five leading black American university officials visit Israel in pilot project aimed at creating an academic bond between their institutions in the American south and Hebrew University in Jerusalem [JTA 3/11]. Violence breaks out between participants at Herut party convention over struggle for chairmanship of the party [BG 3/11].

Arab World: An Iraqi deputy foreign minister reportedly recently met with Israeli Ambassador to the UN Binyamin Netanyahu, on Iraq's initiative, to seek advice on Iranian army's capabilities and intentions; Israeli Foreign Ministry officials deny the reports [JP 3/10].

Occupied Palestine/Israel: Palestinian resident of Balata refugee camp is shot and killed after he refused to stop and identify himself, military spokesman says [LAT 3/11; LT 3/12].

Occupied Palestine/Israel: An Israeli army intelligence report dated 6/30/48 has recently surfaced which states more than 70 percent of the Palestinian exodus from Palestine by June 1948 was caused by Jewish military attacks [JP 3/2]. In last 3 days, Israeli security forces have freed 32 Palestinians held under administrative detention orders because 6-month detention period had ended; freed detainees were asked to sign document sating they would not commit future offenses; some refused to sign [JP 3/3]. Israel has agreed to allow Golan Heights Druze to export apples to Syria, possibly through Jordan or directly; P.M. Peres also favors renewing family reunions between Golan and Syrian Druze, which were stopped by Syrians several years ago [JP 3/2].

Occupied Palestine/Israel: Israeli-appointed Palestinian mayor of Nablus, Zafir alMasri, is shot dead by a single, unidentified assailant. In Damascus, the PFLP claims responsibility; in Beirut, a telephone caller claims responsibility on behalf of Fateh Revolutionary Council (Abu Nidal group) [NYT, PI, CT 3/3]. Nablus city council appoints Deputy Mayor Hafiz Tuqan mayor [CSM 3/3].

Arab World: Israeli army patrol north of the S. Lebanon "security zone" intercepts guerrilla squad, kills 1 [JP, JTA 3/3].

Occupied Palestine/Israel: Israel deports 3 more Palestinians to Jordan: Mahmud Fa'anun, from the West Bank; and Hasan Muhammad Ahmad al-'Amudi and Jalal Hafiz Hashim 'Azizi, both from the Gaza Strip. Military sources state they were affiliated to the PFLP [JP 2/6; FJ 2/7]. The 3 refused to appeal to the High Court, believing they would not get a fair trial [FJ 2/7]. Deputy head of the Red Cross delegation in Israel, jean Jacques Fresard, sharply criticizes Israeli govt. for deporting Palestinians from the occupied territories to Jordan, termsuch actions "completely illegal" [JP 2/6].

Arab World: King Hussein and Yasir Arafat begin new round of talks in Amman [BG 2/6]. Arafat reportedly gives Hussein 3- point plan whereby PLO would accept UN resolution 242 in return for firm measures calling for Palestinian state; PLO was in return given countersuggestion that originated with U.S. officials [JP 2/11]. Egypt, Israel begin 2 days of talks on Taba border dispute [BG 2/6]. Ahmad Jibril, head of PFLP-GC, states passengers on U.S., Israeli commercial airliners may become targets for reprisals for Israel's interception of Libyan jet [TS 2/6].

(Baransi received his last town arrest order in 9/83, which was lifted so he could receive medical treatment) [FJ 1/17]. Israeli authorities announce Jordan has approved negotiations between a few West Bank families and Israel over establishing a lending bank in West Bank; approval falls short of Palestinian request for full-service commercial bank [JP 1/13, 17].

Arab World: PFLP and Abu Musa faction of Fateh both claim responsibility for 1/12 shooting of border policeman in Nablus [PI 1/13].

Occupied Palestine/Israel: P.M. Peres survives no-confidence motion and wins Knesset approval for 7-point peace plan recently offered at the UN; vote is 68-10 in support of Peres' initiative to Jordan [NYT, WP 10/29]. Israeli military issues deportation orders against 4 Palestinians for alleged "subversive political activity": 'Ali Abu Hilal, from Abu Dis, and Dr. 'Azmi Shu'aybi, from al-Bireh, both charged with membership in the DFLP; and Hasan Faraje, from Dheisheh camp, and Zaki Abu Stita, from Jabalya camp in the Gaza Strip, both charged with membership in the PFLP [LT 10/29]. The 4 will appear before an advisory board this week, where they can appeal the orders [JP 10/29].

Occupied Palestine/Israel: Israeli authorities arrest 4 al-Najah U. students without charges, jail them under administrative detention orders. Army claims they are local leaders of Fateh, PFLP, and DFLP [FJ 8/9]. Nine Palestinian ex-prisoners released in the 5/20 prisoner exchange are served with deportation notices. Army states they can be deported because they cannot prove residency before original detentions. The 9 are from a group of 31 (out of the 1,150 ex-prisoners released 5/20) who do not have West Bank or Gaza IDs. They had all been told upon release they must leave when their residency permits expire this week. Some have nowhere to go. The Red Cross is looking into their cases [CT 8/7].) The High Court orders a delay in the deportation of one of the ex-prisoners, 'Abd al-Mujid Rudad, who argued that his whole family lives in Tulkarm and that during his 17 years of detention he repeatedly expressed regret for his political activities [WP 8/7]. The defense minister and the military govemor of the Tulkarm area have 45 days to explain why they should not prevent his deportation [JP 8/7]. Defense Min. Yitzhak Rabin justifies recent security measures; says Israel will use "whatever means are effective" tomaintain order [LAT 8/7]. Israeli govemment inaugurates new settlement, Adura, near Hebron, first since Peres took office [PI 8/7]. Arab World: Seventeen representatives of Arab League member states assemble in Casablanca for Arab summit meeting [NYT 8/7]. Half the states attending are not represented by their heads of state [FT 8/7]. Fifteen pro-Syrian Muslim, Druze opposition leaders, and Greek Orthodox figures meet in Shtawra under Syrian sponsorship; proclaim National Unity Front to demand changes in Lebanon's system of political representation, now favoring the Maronites; call for a "democratic and secular" state with wide-ranging constitutional and electoral reforms [WP 8/7].

Other Countries: U.S. Senators Edward Kennedy (D-Mass.) and John Heinz (R-Penn.) introduce nonbinding resolution (with 69 backers) opposing arms sales to Jordan until Jordan opens direct negotiations with Israel. Reagan administration calls measure "a serious mistake." U.S. wants to provide Jordan with $300 million in military credits to allow it to buy 54 F-20 fighter planes and two advanced anti-aircraft defense systems. Agreement was made in 1981.
