Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. In Paris, Egyptian pres. Mubarak holds talks on the peace process with Israeli PM Barak, condemns the PM's position on UN Res. 242. (MENA 11/9 in WNC 11/10; AFP 11/11 in WNC 11/12)

With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." In Moscow, Russian FM Igor Ivanov discusses the peace process with EU special envoy Moratinos. Ivanov says Russia is willing to host a multilateral steering comm. mtg. whenever the parties agree that talks should resume. (Interfax, ITAR-TASS 11/9 in WNC 11/10)

In Ramallah, PA, Israeli teams start talks on a framework agmt. on final status. Mtg. focuses on procedures for future talks, which will be held 2-3 times per wk., alternating btwn. Israel's Atomic Energy Commission, which rarely makes public statements, releases a announcement saying "an employee died in a 12-foot fall while preparing scaffolding for a welding job at the nuclear research center [Dimona] in the Negev." The agency may have been seeking to prevent speculation about the cause of death. (NYT 11/9)

Jordan arrests leading Hamas activist `Abd al-Aziz Umary (also known as Izzat Rushuq), the 22d Hamas mbr. to be detained since the government crackdown began in 8/99; 2 other individuals are arrested, released on $5,000 bail each for "harboring" Umary. 64-year-old French tourist is stabbed to death outside restaurant in Bethlehem by unknown assailant. Mayor Elias Freij denounces incident [MEM 4/30; NYT, WP, LAT 5/1; IDF 4/30 in FBIS 4/30].

Despite intensive bombing of Iraq's military sites, Baghdad still has enough weaponsgrade uranium to make 1 nuclear bomb, according to U.S. admin. officials and scientists [NYT 5/1].

State Dep't. reports international terrorism dropped by nearly 15% in 1990; adds that more terrorist attacks occurred in Latin America (162) and Asia (96) than in Middle East (63) [WP, LAT 5/1].

Egyptian media report PLO has not been invited to Socialist International meeting in Cairo because of its pro-Iraq Gulf war stand. A delegation from Israel's leftwing Mapam parry will attend [MEM 4/30].

Israeli Housing Ministry plans the construction of 24,000 more houses in o.t. to accommodate 88,000 Jewish settlers, according to media reports [MEM 5/1].

Occupied Palestine/Israel: In Nablus 50- year-old Palestinian suspected of collaboration is found dead [FBIS 6/21, MET 7/4]. At least 5 Palestinians are shot, injured during clashes in W. Bank. In Gaza Strip soldiers shoot 20 Palestinians during demonstrations [FJ 6/26].

Arab World: Israeli jets bomb PFLP-GC base 15 miles south of Beirut killing 1 Arab, wounding 6 [NYT 6/22].

Social/Economic/Political

Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. In Gaza, soldiers order a man out of his house and then demolished with a bulldozer; army says the man had tried to burn down a local government building [NYT 6/10]. There are reports of protests in Jalazun, Am'ari, Balatah, and Dahayshah refugee camps [FJ 4/12]. Students hold hunger strike at Bethlehem U. in solidarity with Palestinian prisoners [FJ 4/12]. Hebron's Polytechnic Institute is closed for 8 days after army finds "inciting material" at the school [FJ 4/12]. Student demonstration forces U.S. Consul General Morris Draper to suspend his visit to Birzeit University [FJ 4/12].

Other Countries: In Washington, Jordan's P. M. Zayd Rifa'i urges U.S. Sec. of State Shultz to support King Hussein's plan for international Middle East peace conference. Arab World: Tunisian Pres. Habib Bourguiba is reportedly at odds with most of his main advisors over whether to allow the PLO to retain its political headquarters in Tunis; Bourguiba is said to favor having the PLO leave, while his cabinet is arguing for closer relations with the rest of the Arab world [NYT 10/17]. King Hussein cuts short vacation in Northern Scotland and holds talks with British Foreign Office Minister for the M.E. Timothy Reton following failure of British to meet 2 PLO officials. Hussein then returns to 'Amman for talks with the PLO [DT 10/17]. Egyptian pilot of intercepted plane states U.S. jet fighters threated to fire on him if he did not agree to land in Sicily [MG 10/17]. Other Countries: U.S. announces body of man found on Syrian coast has been "positively identified" as that of Leon Klinghoffer [NYT 10/17]. UN General Assembly rejects attempt by 18 Arab states to oust Israel from the assembly. Egypt, Jordan, and Oman do not join in the effort [NYT 10/17]. Italian govt. falls over Achille Lauro affair. Republican party of Defense Minister Giovanni Spadolini withdraws from coalition in protest of decision to let Muhammad 'Abbas go free [NYT 10/17]. Socialist International, meeting in Vienna, lambasts Irael for Tunis air raid; speakers from Labor and Social Democratic parties from 10 countries (including Austria, W. Germany, Italy, and Tunisia) condemn the raid. US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.

Lebanon carries out first state execution since 1972 by public hanging of man convicted of 1979 murder in Beirut; government gives UNRWA authorization to restore refugee camps to pre-June 1982 condition.
