Shaman Subuh, Mustafa Baqash in Jenin; demolishes 8 Palestinian homes, 3 brick factories, a dairy farm and damages 18 other homes in Rafah; demolishes 1 home, 3 blacksmith shops in Hebron; fires on residential areas of Khan Yunis; bulldozes part of the Silwan Sports Club in East Jerusalem; makes arrest raids in Anabta, Nablus. Israel lifts the curfew on Bethlehem for Christmas, says it will provide free public transportation to any Christian Arabs in Israel or the territories who want to visit the city in the next few days. The Israeli Housing Min. issues tenders to construct 232 new housing units in the ultra-Orthodox West Bank settlement of Emmanuel, even though the settlement is losing residents at the rate of 5% a year. Housing Min. figures show that 1,688 (75%) of the 2,178 tenders for public construction issued between 1/02 and 9/02 were for housing in the territories. Tenders for 28 units in Beitar Ilit, 102 units in Efrat's Givat Hazayit, 76 new units in Ariel, all in the West Bank, were also issued recently. (HA 12/24)

Nablus and Jenin, Tulkarm; bulldozes 5 dunams of olive trees nr. Arrabe; conducts arrest raids in Arrabe, Bethlehem, Jenin, Ramallah. Israel announces that Palestinians may resume bus service btwn. West Bank towns for the first time since the start of the al-Aqsa intifada. Israel also assassinates AMB Jenin leader Ala’ Ahmad Sabbagh and Izzeddin al-Qassam Brigades Jenin cmdr. Late in the evening, the IDF sends 10s of tanks, armored person-nel carriers (APCs) into Qalqilya, imposes a curfew, raids Waqf offices, conducts arrest raids targeting Popular Front for the Lib-eration of Palestine (PFLP) mbrs. The Labor party elects Haifa mayor Amram Mitzna as its candidate for PM in the 1/28/03 elections. Mitzna takes 54% of the vote over fmr. Israeli DM Benjamin Ben-Eliezer’s 38% and Labor mbr. Haim Ramon’s 7%. Mitzna says he will run on a platform calling for immediate, unconditional resumption of peace talks with the Palestinians, withdrawal of settlers from all of Gaza and some of the West Bank, and unilateral withdrawal fr. the West Bank if peace talks fail; says he would withdraw fr. Gaza by the end of 2003 if elected. Before dawn, in retaliation for the 11/10 AMB kibbutz attack, the IDF sends 150 tanks, APCs into Nablus and its surrounding r.c.’s (Askar r.c., `Ayn Bayt al-Ma’ r.c., Balata r.c.), conducts house-to-house searches, occupies schools and buldings as outposts, surrounds Nablus’s Old City, fires on residential areas of adjacent Balata r.c. In another predawn attack, IDF helicopters fire missiles at the same car repair shop targetted on 11/11, destroying it, killing a 2-yr.-old Palestinian child, damaging several surrounding homes. The IDF also arrests 30 Hamas mbrs. across the West Bank, 11 of them in Nablus, some in Birzeit; fires on residential areas of Tal al-Sultan. Israeli atty. gen. Eliyakim Rubinstein announces that the government intends to press charges against Greek Orthodox spiritual head Father Theodosis Atallah Hanna for “unauthorized contact with the enemy,” meeting with “terrorists,” inciting violence for recent travels to Lebanon, Syria to visit Greek Orthodox communities there. Father Theodosis notes that the atty. gen. has not charged rabbis who visit Jewish comunities in Iraq, Syria, or Yemen. (Father Theodosis press release 11/13)

A Hamas gunman opens fire in Gush Katif settlement in Gaza, killing 2 Jewish settlers, injuring 1 before being shot dead. The IDF conducts arrest raids, house-to-house searches in Dayr al-Balah, Silat al-Dahir. 2 junior IDF cmdrs. are sentenced to 28 days in jail for authorizing the use of Palestinians as human shields. Protesting the verdict, another IDF officer says that similar events have taken place in the past “and now soldiers are being tried for what once was permissible.” (HA, LAW, PCHR 11/6; JP, MM, NYT, WP 11/7)

The Israeli FMin. reports that Jewish settlers received $27.6 m. in income tax benefits in 2001. The government’s tax discount for settlers in the West Bank was 7%, in Gaza 10%. The average tax benefit per settler was $1,369 in the West Bank, $1,895 in Gaza. (HA 11/7; PR 11/13)

The IDF arrests 2 Palestinians with explosives at an IDF checkpoint in the West Bank, apparently averting a suicide bombing; conducts arrest raids in Jenin; blows up a “suspicious looking” Palestinian car in al-Khadir; invades Mighraqa, destroying a number of electricity towers, cutting power to the village, bulldozing the roads inside the village, digging trenches across the main road, damaging the water network; conducts arrest raids in al-Qarara; shells residential areas of Khan Yunis. A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. IDF tanks fire shells at 2 Palestinians “moving suspiciously” near Brakha settlement, killing them. The IDF raids a Palestinian radio station in Nablus, confiscating all equipment; demolishes a Palestinian house in Rafah without warning, while its residents are sleeping (6 are injured before they manage to flee); fires on residential areas of Ramallah; raids, demolishes an Islamic charitable society orphanage in Bayt Awla nr. Hebron that houses 300 children under 12. Jewish settlers seize a Palestinian house in East Jerusalem, nr. Jabal Mukabir, claiming they own the structure, which will be the basis of a new enclave. The Israeli High Court rules that the government can banish to Gaza the West Bank relatives of Palestinians accused of staging attacks on Israelis only in "extreme cases" where "that person, by his own deeds, constitutes a danger to the security of the state." The ruling argues that such forced transfer constitutes "assigned residence" under Articles 41 + n43 of the Fourth Geneva Convention, is there for legal under international law. The court thus upholds an 8/12 military court order to expel to Gaza for 2 yrs. the brother, sister of senior AMB mbr. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries.
