In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. Rockets were fired at Israel; no new injuries were recorded. In South Lebanon, Israeli forces attacked Ayta al-Shaab. The Gaza Ministry of Health said at least 7,028 Palestinians have been killed, including at least 4,000 women and children, and 18,482 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,600 people, including 900 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Gaza Ministry of Health published the names and ID numbers of more than 7,000 Palestinians killed, including 2,665 children, in Israeli attacks since 10/7. The publication of the names comes 1 day after U.S. president Joe Biden questioned the reliability of the ministry’s data. (AJ, NYT 10/26)

PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. This announcement comes after a week of rising tensions between Hamas and Fatah, sparking rumors that the postponement had more to do with the Russians no longer seeing an opportunity to break the impasse. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. German navy intercepts German ship transporting 16 Czech-made, Soviet-designed T-72 tanks to Syria near Strait of Gibraltar, forces it to return to Germany, where investigation will be launched to determine whether or not German laws governing shipment of military materiel were violated. Secy. of State Baker and Russian FM Andrei Kozyrev open third stage, multilateral peace talks at the FM level in Moscow. Israeli police question Faisal Husseini, Hanan Ashrawi about alleged meeting with PLO officials in Algiers. Both stated they had not violated any laws, and asserted their right to refuse to answer further questions. Security forces do not confiscate their passports, but require each to post a bond of 5,000 shekels to ensure that they will report for questioning at any time in the future. U.S. state department had earlier requested that Israel not prosecute the two for fear it would complicate Secy. of State Baker's peace mission. On the first anniversary ofthe violence at the Haram al-Sharif, tens of thousands of Palestinians who commute from o.t. to jobs in Israel observe a general strike called by the Unified National Command of the Uprising and refuse to travel to work. Israeli daily newspaper Yedi'ot Aharonot publishes report taken from the Russian weekly Rossiya, associated with reformist president of the Russian republic Boris Yeltsin, which claims that the Israeli New Communist List (Raqah) has been receiving a $600,000 per annum subsidy from the Soviet KGB. Rossiya obtained the figure from a 1987 document recently seized from the headquarters of the Soviet communist party in Moscow which listed the amount of money given by the KGB to communist parties around the world. Islamic resistance in S. Lebanon claims it exploded aroadside bomb as an Israeli patrol passed on the Rummana-Safi road. Israeli artillery shells several villages, including Haris, Haddatha, suburbs of Nabatiyya. South Lebanon Army announces it will attack any person moving in or near villages of Ayta Zut and Haddatha, Shi'ite villages lying north of "security zone." (MEM 10/9)

PLO Executive Committee begins open-ended meetings in Tunis, awaiting response from U.S.-Soviet summit in Moscow to demands put forward in letter to Soviet Pres. Mikhail Gorbachev. Demands include: guarantees that peace conference will result in Israeli withdrawal from occupied territories, including Jerusalem, and granting of Palestinian self-determination; halt to Israeli settlement activity; and composition of Palestinian delegation by representatives chosen by PLO, including Jerusalem residents.
