In the West Bank, Israeli settlers vandalized 40 olive trees in Yasuf. Israeli settlers also razed a plot of land in Khirbet al-Farisiyya. Israeli forces shot and killed a Palestinian after he allegedly opened fire at a settler vehicle driving near Huwwara, causing no injuries to the settlers. Prior to the incident Israeli forces had closed several businesses in the town. Israeli forces also shot and killed 2 Palestinians, claiming they opened fire at an Israeli settler vehicle near Shufa. Elsewhere, Israeli forces shot, injured, and arrested a Palestinian during a raid in Tulkarm refugee camp; 5 Israeli soldiers were injured by an explosive thrown at them during the raid. Israeli forces also violently dispersed Palestinians protesting an incursion at Joseph’s Tomb in Nablus, injuring 3 with live ammunition, 1 with a tear-gas canister to his head, and 120 with tear gas. Meanwhile, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Balata refugee camp. Israeli forces also fired tear gas near a school in as-Samu, injuring students and staff. Separately, Israeli forces seized money from a money exchange shop in al-Bireh and detained the manager. Palestinians forcefully removed Israeli settlers occupying a Palestinian-owned home in al-Dilba near Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Israeli military court at Ofer Prison rejected an appeal to release Palestinian prisoner Kayed al-Fasfous, who has been hunger striking for 64 days in protest against his administrative detention. (WAFA 10/5)

Israel said it had begun demolishing a concrete structure set up near the Blue Line near Shtula on what it claims to be its territory in coordination with UNFIL. The Lebanese army later removed the structure. (HA 10/5)

Unidentified perpetrators killed at least 80 Syrian soldiers and civilians attending the graduation ceremony for military officers in Homs in a drone attack; 240 were reportedly injured. A group of 15 European media outlets published a global investigation, "The Predator Files,” into the Israeli spyware company Intellexa, revealing that it sold spyware to Egypt that has been used to spy on critics of the Egyptian regime. The company pitched their spyware packages to several countries, including Saudi Arabia, Germany, Malaysia, Cameroon, Mauritius, and Sierra Leone, in some cases with help from former Israeli prime minister Ehud Olmert. Intellexa has been blacklisted by the U.S. since July. (HA, HA 10/5)

In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

In Syria, 6 rockets were fired from Syria at the Israeli-occupied Golan Heights; no damage was reported. Israel subsequently fired artillery and used drones to attack areas in Syria, causing damage. (HA 4/8; AJ, AJ, AP, BBC, REU, REU 4/9; AJ 4/10)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. Mikati also said that the Lebanese military’s investigation into the firing of rockets from Lebanon concluded that it was not carried out by a particular organization. (WAFA 4/8; HA 4/9)

A leaked memo from the U.S. Defense Department claimed that the Mossad had advocated for its officials and other Israelis to protest against the Israeli government’s judicial reforms. The Israeli government denied the reports. (NYT 4/8; AJ, HA, REU 4/9; HA 4/10; AX 4/11)

During the day in Gaza, the IDF fires on Jabaliya r.c., seriously wounding a Palestinian woman inside her home. In the evening, Olmert convenes his security cabinet, which authorized the IDF to step up attacks on Hamas, Islamic Jihad. Soon after, the IDF makes an air strike targeting IQB cmdr. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. Separately, a car bomb explodes nr. a shopping mall in the Christian neighborhood of Achrifiyya in Beirut, killing 1 Lebanese woman, wounding 12; no group claims responsibility. In Cairo, Egyptian FM Musa holds talks on the peace process with EU special envoy Moratinos, who says that the EU expects Israeli PM-elect Barak to restore confidence btwn. the parties to the peace process by freezing settlement activity, urges him to restart talks with Syria. Sources in Israeli PM Rabin's office quoted by JP say Rabin told Secy. of State Christopher Israel will withdraw fr. southern Lebanon 6 to 9 mos. after an agreement with Lebanon is signed and implemented. Rabin tells Knesset comm. Israeli conditions include integration of SLA into Lebanese army, security arrangements to be reached by bilateral comm., and disarming of Hizballah. Rabin also asserts that Israel will withdraw on, but not fr., the Golan to reach accord with Syria. Israeli police and border guards raid offices of Islamic court in E. Jerusalem, reportedly seizing hundreds of documents in search of "subversive" literature. Documents allegedly include court records documenting Palestinian land and property rights, some of which date from 12th century. (MM 11/19, 11/20)

Palestinian sources claim families of 350 Palestinians detained at Ansar-3 detention camp will be allowed to visit their relatives today, first time Israel has allowed such visits since Ansar-3 was established in March 1988. Visits will be coordinated by the Red Cross. (MM 11/18)

70-year-old Shaykh Radi Anis Bustami, imam of Jabal al-Shimali area mosque in Nablus, dies of wounds suffered 11/15 when Israeli troops fired on worshippers leaving the mosque. (MM 11/19)

Occupation authorities announce plan to encourage Palestinians inside o.t. and abroad to invest in development projects in o.t. The plan, which includes tax relief for new industries established and infrastructural development at government expense, will begin 1/1/92. (MM 11/19)

At economic summit in Britain, Group of Seven leaders (U.S., Canada, France, Italy, Britain, Japan, and Germany) endorse U.S.-led peace efforts, call for end to both Arab boycott of Israel and Israeli settlement-building. Hizballah fighters ambush Israeli troops in Kufr Huna, north of Israel's "security zone" in S. Lebanon. Three Israelis killed, including two officers; four others were wounded. One Hizballah fighter died. Clash was most lethal for Israeli troopsince Nov. 1990. Israel has recently begun dispatching patrols north of the "security zone" to engage anti-Israeli forces before their arrival in zone. (WP, MEM 7/18)

Lebanese Def. Min. Michel al-Murr accuses PLO of hiding medium and heavy weapons in refugee camps near Tyre, vows continued blockade of camps until weapons are surrendered. PLO denies it holds such weapons. Issue centers on definition of "medium" weapon: Lebanese army considers rocket-propelled grenades (RPGs) as medium weapons; PLO does not. Lebanese army now has some 10,000 troops deployed in S. Lebanon. (MEM 7/16, 7/18)

PLO committee meeting in Tunis agrees to convene Palestine National Council (PNC) within three months, urges PLO executive committee to seek rapprochement with Hamas, Palestinian National Salvation Front groups, which boycotted the meeting after PLO invited only those PNSF groups which had membership in the Palestine National Council before 1983 to participate. PNSF, Islamic Jihad, Fateh-Revolutionary Council (Abu Nidal) later call on committee to "reconsider" call for convening PNC in order to preserve "unity of Palestinian ranks." Committee also urged greaterepresentation from occupied territories within PNC. PNC currently has 637 seats, including 186 allocated to representatives from the occupied territories. PNC meeting would be first since August 1988, when it declared existence of independent Palestinian state, accepted U.N. Security Council resolution 242. (MEM 7/18, 7/26)

Military Action

Arab World: Heavy fighting between rival Christian militias in East Beirut; Syrian-backed Muslim and Christian militiamen under Ilyas Hubayqa cross green line from West Beirut (first time in civil war that armed forces have crossed from west Beirut to east) and attack Lebanese forces under Samir Ja'ja'. Fighting is brought under control by Lebanese army (NYT 9/28); 62 dead, 198 wounded by one account (WP 9/29). 52 dead, 200 wounded by another (NYT 9/29). New York Times quotes local sources saying fighting resulted from coup attempt against President Jumayyil.
