In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. Aloul also said he would not seek to succeed Mahmoud Abbas as Fatah chairperson, saying the party needs someone from the younger generation. (ALM, QDS 6/7; ALM 6/10)

U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. PLO delays resumption of its PCC session on the end of the Oslo interim period, adjourned 4/29 and planned to be reopened in late 6/99, until after the formation of the new Israeli government, which must be completed by 7/9. (NYT 6/22) (see Peace Monitor)

Israel's Housing Min. issues tenders for construction of 22 new homes in Neve Dekalim settlement in Gaza. Peace Now claims there are already 600 empty houses in the settlement. (WT 6/23)

Ireland's DM Michael Smith arrives in Tibnin, s. Lebanon, to review Irish troops serving with the UN Interim Force (UNIFIL); warns that Ireland may end participation in UNIFIL unless Israel provides solid assurances that it will halt indiscriminate shelling of UNIFIL areas of operations. Israeli PM Rabin, Jordan's King Hussein sign "Washington Declaration" ending state of belligerency at White House ceremony with U.S. Pres. Clinton as witness.  Declaration says sides "recognize their right and obligation to live in peace with each other."  Agreement mandates direct telephone connections, linking of electrical grids, and immediate opening of 2 border crossings.  Declaration also recognizes Hussein's "historic role" in safeguarding Muslim holy places in Jerusalem. Mahmud Abbas (Abu Mazen) arrives in Riyadh, Saudi Arabia, to attend acelebration at the Palestinian embassy 1/11, the first official visit to Saudi Arabia by a PLO official since the Gulf crisis. Red Cross reps. visit deportees. Two deported Palestinians are evacuated; 1 for health problems, the other, a 16-year-old who was deported by mistake. Lebanon rejects 12/31 Israeli proposal to allow the 10 mistakenly deported Palestinians to return to Israel through Lebanese-controlled crossing points. Lebanon says they must return the way they came, via Zumayriyya, which has been closed and mined by Israel and the SLA. (AFP 1/1 in FBIS 1/4)

Ha'Aretz reports that the o.t. security service Shin Bet initially gave PM Rabin a list of 6 Hamas leaders to be deported, and came up with 1 more name when asked to expand the list. Israel expels 415 suspected Muslim activists, 251 from the West Bank, 164 from the Gaza Strip to Lebanon. High Court of Justice temporarily blocks the expulsions, then votes 5 to 2 to permit them. UNIFIL forces try to block buses carrying deportees from traveling through their territory. Lebanese army blocks the deportees from entering govt.- controlled territory, leaving them stranded between Israeli and Lebanese checkpoints. Shamir, referring to creation of a Palestinian state, tells annual gathering of Council of Jewish Federations in Baltimore that there is "no room for two states in such a small area." Debate breaks out in Lebanese parliament over UNIFIL's request that Lebanon withdraw army units deployed 11/18 in Tayr Diba, S. Lebanon. Most ministers argue army should remain to reestablish control over country. UNIFIL spokesman insists UNIFIL does not oppose this policy but merely seeks an orderly transfer of power. (MM 11/22)

Islamic Jihad releases British hostage Terry Waite and American hostage Thomas Sutherland in Beirut. Israel states it will not release any more Arab prisoners until it receives word about airman Ron Arad. (NYT 11/19)

Israeli police and border guards raid offices of Islamic court in E. Jerusalem, reportedly seizing hundreds of documents in search of "subversive" literature. Documents allegedly include court records documenting Palestinian land and property rights, some of which date from 12th century. (MM 11/19, 11/20)

Palestinian sources claim families of 350 Palestinians detained at Ansar-3 detention camp will be allowed to visit their relatives today, first time Israel has allowed such visits since Ansar-3 was established in March 1988. Visits will be coordinated by the Red Cross. (MM 11/18)

70-year-old Shaykh Radi Anis Bustami, imam of Jabal al-Shimali area mosque in Nablus, dies of wounds suffered 11/15 when Israeli troops fired on worshippers leaving the mosque. (MM 11/19)

Occupation authorities announce plan to encourage Palestinians inside o.t. and abroad to invest in development projects in o.t. The plan, which includes tax relief for new industries established and infrastructural development at government expense, will begin 1/1/92. (MM 11/19)

PLO exec. comm. mbrs. Mahmud Abbas, Yasir 'Abd Rabbuh, Sulayman al-Najab arrive in Amman for talks with Jordanian officials. Lebanese army deploys in village of Tayr Diba, S. Lebanon, to intervene inclashes between Amal, Hizballah fighters; first time in a decade Lebanese army has taken up positions within an area patrolled by UNIFIL troops. (MM 11/22)

Activists in Gaza City announce formation of municipal council for first time in 11 years and that negotiations among factions are underway concerning composition of the 17-mbr. council. Council will reportedly be headed by Fayiz Abu Rahma and funded by Saudi Arabia, Jordan, Islamic countries, and European Community. In advance of human rights report to be issued 2/21, U.S. State Dep't. says Israeli soldiers continue to violate Palestinian human rights, causing "avoidable deaths and injuries." Occupied Palestine/Israel: Israel lifts curfew on part of Gaza Strip, refuses to allow Gazans to reporto work inside green line. Palestinians report that Israeli authorities have ordered them to stop exporting citrus from Gaza. Tel Aviv mayor Shlomo Lahat says that the city will no longer employ Palestinians for street cleaning, garbage collecting, sanitation work: "I don't want to discriminate and make them take only this kind of job, which has been the case up until now" [NYT 5/19]. Arab World: Israeli fighter bombers fly deep into Jordanian territory at dawn; no attacks reported [NYT 10/15]. Syria states a shoulder-held missile was recently fired at an Israeli jet near the Golan Heights but missed its target. Syria sent a formal apology to Israel for the attack, saying it was ordered by a junior-level commander and did not reflect a change in Syria's adherence to the cease-fire.
