Occupied Palestine/Israel: Mutilated and decapitated body of Bilal Jamal Najjar, Najah U. student who disappeared (3/11/84), and was last seen in Israeli prison, found near Majdal Fadel village.

Occupied Palestine/Israel: Knesset passes 8th Basic Law (Justice System); Justice Minister Nissim speculates Israel will have a constitution of 11 Basic Laws within next 10 years.

MILITARY ACTION:

Occupied Palestine/Israel: 2 grenades explode in West Jerusalem, injuring 21; in Damascus, PFLP claims responsibility as retaliation for recent raids by Zionist settlers on Muslim shrines.

Occupied Palestine/lsrael: Israeli reservist convicted of stealing money from West Bank residents returning from Jordan. Chrmn. of US Joint Chiefs of Staff arrives from mtg. with Pres. Gemayel for 3-day visit with IDF officials. Zionist General Council convenes in Jerusalem to discuss settlement, immigration, Jewish education, as well as crisis in the Zionist movement. Muhammed Amireh, journalist with al-Quds, placed under town arrest for 6 mos. Palestinian journalist, Raymonda Tawil prevented from leaving West Bank to participate in political debate for West German television. Meir Kahane, after stating to press he would turn himself in only if later released on bail, reports to Jerusalem police station; released on IS25,000 bail and ordered to turn over US passport to authorities.

Arab World: 3 PLO Executive Committee members, Abdul Mohsen Abu Maizar (Ind.), Ahmed al-Yamani (PFLP) and Yasser Abed Rabbo (PDFLP), leave talks in Tunis, return to Damascus. Syrian and Lebanese FMs meet in Riyadh with Saudi counterparts for talks on Lebanon security plan; talks focus on Syrian call for repudiation of May 17 agreement.

Occupied Palestine/Israel: Imam of Katibeh Mosque in Gaza given 18 mos. prison term for "incitement" after denouncing murder of Hebron U. students last July. Arab World: Arafat accepts outline of Saudi-organized ceasefire in Tripoli. After letter from Pres. Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals. Tyre municipality opens special employment office for men released from Ansar prison; appeals to UNRWA to provide jobs.

Other Countries: Meeting in Washington, Pres. Gemayel and Reagan agree to stand by May 17 Lebanese-Israeli agreement. US Sec. of Defense Weinberger tells Jewish leaders of Synagogue Council of America that Arafat is "irrelevant" to future of Middle East. MILITARY ACTION:

Arab World: Palestinian casualties in Lebanon mountain artillery exchanges: 2 PFLP fighters, 1from Struggle Front, 2 from Liberation Army and 1 from al-Saiqa killed; 2 from Struggle Front wounded. Israel-backed militia chief in S. Lebanon, Abu Saleh, quits to renew loyalty to Amal militia. 1983 to date, 71 Druze quit Israeli military for religious reasons (compares with 19 in 1982).

Military Action:

Fighting continues southeast of Beirut between LAF and PSP, and in southern Beirut suburbs between LAF and militiamen; car bomb explodes near Reuter news agency in Beirut; PLO rebels advance within half mile of Arafat's HQ in central Tripoli, cut off loyalist forces still holding ground at Baddawi; Islamic Unification Movement fighters deploy alongside PLO loyalists in Tripoli; 12-hour unilateral cease-fire declared in Tripoli by PLO rebels is broken by exchanges of rocket fire in evening; 3 ships carrying supplies to loyalist PLO forces reportedly captured by Israeli navy off Tripoli.

Casualties:

Israel/ Occupied Territories: Cabinet endorses dismissal of Hebron Mayor Natshe, will not allow formation of settler militias, decides to implement plan to restore old Jewish quarter, placing 500 Jewish families in central Hebron within 3 years.

Palestinians/ Lebanese: PLO mediators say Arafat wants PFLP to appoint head of PLO forces in Lebanon, Fateh rebels propose Abu Musa.

Military Action:

Grenade thrown at IDF convoy near Sidon; IDF reports 4 other attacks on its positions over weekend; Syrian forces maintain encirclement of loyalist PLO positions.

Casualties:

2 IDF soldiers wounded in grenade attack.

Israel/ Occupied Territories: Grand Mufti of Jerusalem issues statement urging PLO rebels to support Arafat, promises martyr status to any Muslim who assassinates Assad; 700 West Bank representatives of student, professional, political and trade union organizations meet at Al-Aqsa mosque, criticize Syrian and Libyan intervention in Palestinian affairs, call on rebels to support present PLO leadership; Habib arrives in Israel for talks with Begin, Shamir, Arens, reportedly will seek to delay IDF redeployment until Begin-Reagan meeting on July 27.

US and Other Countries: Shultz says conditions under which a partial IDF withdrawal takes place would determine whether or not it was a setback; Dutch foreign ministry says its 612-man battalion with UNIFIL cannot do its job under Israeli occupation and will be withdrawn on October 19 if situation remains unchanged.

US and Israeli officials in Beirut agree to demarcate formal boundary between their two forces, using brightly painted barrels; IDF reported using tactic of "reconnaissance by fire," driving along Sidon road and spraying the orchards with machine gun fire; 160 French marines added to French contingent in MNF, another 140 to follow; Syrian Press Agency in West Beirut shattered by bomb.

Israel/ Occupied Territories: 10 new settlements under preparation, 30 awaiting approval; World Zionist Organization predicts population parity between Jews and Arabs in West Bank could be achieved with 1.4 million Jews by year 2010.

Palestinians/ Lebanese: PFLP leader George Habash tells Damascus press conference he will ask forthcoming PNC meeting in Algiers to reject Reagan plan and Arafat/ Hussein talks; Major Haddad tells press conference in Metulla that Lebanese government is too weak to guarantee agreement with Israel.

Arab Governments: Mubarak ends one day visit to France.

US and Other Countries: Reagan Administration reported to favor increased grant to loan ratio in $2.5 billion economic and military aid package for Israel; international commission headed by Sean MacBride announces findings that Israel's invasion of Lebanon violated international law and that Israel was involved in the "planning and preparation" of the Beirut massacres; in London, hearing continues on shooting of Israeli Ambassador Argov, currently hospitalized in Jerusalem suffering near total blindness and paralysis. 

Military Action:

Sharon threatens to withdraw IDF from combat area, leaving Phalangists without IDF support, during secret night visit to Beirut to pressure Lebanese leaders, including President Gemayel, to accept Israeli proposals in negotiations; IDF forming local militias in South, called CAUBI (Civilians Armed and Uniformed by Israel), by pressuring and detaining village leaders until they consent to provide names of youth, according to Habbush village Amal leader Abu Ali Rhumani.

Casualties:

IDF Major with nom de guerre of Abu Tamara, in charge of local militia and civil affairs in South Lebanon, says arms to militia are symbolic act, he emphasizes sewing clubs, auto mechanics courses and soccer fields IDF has set up.

Political Responses:

Palestinians/ Lebanese: PLO Executive Committee concludes 3 days of meetings in Aden, reaffirms Dec. 5 Aden declaration which attacked US policy but did not specifically reject Reagan plan, but PFLP, DFLP, Saiqa and PSF do not attend; Lebanon negotiations held in Kiryat Shemona make progress on ending hostile propaganda, future liaison between governments, but surveillance posts are not discussed.

Arab Governments: President Mubarak meets with Reagan, says withdrawal of Israeli troops from Lebanon is top priority, that he and Reagan agree that continuing Israeli settlement activity is a serious obstacle to peace.

Military Action:

Five minute clash between Lebanese Army and IDF convoy.

Casualties:

2 Lebanese soldiers killed, 1 IDF soldier wounded in clash.

Palestinians/ Lebanese: PFLP leader Habash comes out against Arafat strategy; President Gemayel meets Egyptian Minister of State for Foreign Affairs Butros Ghali and presidential advisor Osama el-Baz in Beirut (first official visit since diplomatic relations were broken in March 1979), message from Mubarak expresses Egyptian willingness to press US and EEC to press Israel for speedy withdrawal from Lebanon, praises Lebanese refusal to hold talks in Jerusalem; Egyptian charge d'affaires and Egyptian newspapers return to Beirut for first time in three years.
