PM Rabin addresses new Knesset, offering to travel to Arab capitals, inviting Palestinian delegation and Arab country leaders to Jerusalem, and calling for Palestinian acceptance of autonomy. Yitzhak Shamir addresses Knesset, offers praise for old admin., warnings and criticism for the new. Knesset approves new cabinet by a vote of 67 to 53, 17 new cabinet mbrs. sworn in. Pres. Faisal Husseini, not considered part of the Palestinian negotiating team by PM Rabin because he is from Jerusalem, and therefore not among Rabin's 7/13 "invitees," offers counter-invitation fr Rabin to call him at home in Jerusalem. Husseini's position is seen as direct challenge to Syria, which sees Rabin as "carbon copy" of Shamir. (MM 7/14)

Fateh and Hamas sign new, more elaborate agreement to end violence in Gaza Strip as a result of NRC mediation (see 7/8, 10). Eightteen committees have been set up to enforce the agreement. (Qol Yisra'el 7/14 in FBIS 7/14)

Israeli undercover unit disguised as Arabs infiltrate, join 20 Hamas marchers in Gaza city. Hamas activist attacks 1 soldier, IDF opens fire; in ensuing confusion, 1 Hamas activist dies (from IDF bullets) as Hamas reportedly believes undercover IDF are Fateh activists. Occupied Palestine/Israel: Israel's Rabbi Baruch Abu-Hatzera, Sephardim Jewish leader, tells tens of thousands of followers that Israel should negotiate with the PLO to bring about peace. Speech angers Shamir [NYT 1/30; JP 2/3].

IDF reports an increase in the number of suicides among soldiers; 25 in the last 6 months, compared with 11 over the same period in 1988-89 [FBIS 1/29].

Arab World: Georges Saadeh, president of Lebanon's Phalangist Party, resigns from the Syrian-backed cabinet of Hrawi [NYT, WP 1/30; MET 2/6].

PLO Executive Committee holds emergency meeting in Baghdad to discuss Soviet Jewish emigration to Israel [FBIS 1/31].

Occupied Palestine/Israel: IDF demolishes 5 Palestinian homes in Hebron-area village of al-Samoa [FJ 2/5].

B'Tselem reports that 38 Palestinian homes have been demolished or sealed for security reasons this month, more than in any previous month, except for June 1989 [FBIS 1/29].

8 Palestinians are wounded in clash with IDF forces in Ramallah; 9 are reported wounded in Gaza clashes; 2 Israelis autos are torched in Jerusalem [FBIS 1/31]

Occupied Palestine/Israel: In Israel, transfer of power is postponed indefinitely. Knesset passes vote of confidence in Shamir (NYT 10/16). One person killed, 70 injured in Jerusalem as three grenades are thrown at group of IDF soldiers in swearing-in ceremony at Western Wall; area is sealed off as police search for suspects (NYT, WP 10/16). Responsibility for attack is claimed by PLO, DFLP, and Abu Nidal group (NYT 10/17). Twenty-nine Palestinians, including six children under 11, are detained (FJ 10/17).

Other Countries: At UN, representatives of nine countries involved in UNIFIL meet to discuss new protective measures. UN Secretary General Perez de Cuellar proposes spending an extra $10.5 million on 30 armored vehicles, reinforcement of UNIFIL positions, creation of three new positions, and shifting of headquarters (JP 10/6).

Military Action:

US Marines begin carrying loaded weapons after intelligence reports warn of attacks; IDF construction of airport near Damour reportedly completed; gunmen wearing uniforms of Haddad's force stop Norwegian UNIFIL patrol, wound one, steal rifles and jeep.

Casualties:

Bomb destroys administrative offices of PLO production branch (Samed) in West Beirut.

Israel/ Occupied Territories: Foreign Minister Shamir calls Reagan statement on F-16s regrettable, says US knew Israel entered Lebanon not to capture or occupy territory but to disperse and destroy PLO; Jerusalem Post public opinion survey on Kahan Commission, conducted among Israeli Jews, shows that 51.7% think conclusions too harsh, 31.4% just, 2.7% too lenient; Village League leader in Farhah, north of Jerusalem, found dead of bullet and stab wounds, the third Village League leader killed in 18 months; Israeliled local councils in Golan raise taxes by 200% following request from Interior Ministry.

Palestinians/ Lebanese: Foreign Minister Salem says progress made in joint talks, other officials say gap has narrowed over extent of Israeli military involvement in South Lebanon after troop withdrawal.

2 French soldiers wounded by gunfire from passing car; official IDF casualty figures to date for Lebanon war are 466 killed, 2567 wounded, from all causes; report on Ansar detention camp shows it has received 9200 detainees since out-break of war, with 5412 Palestinians and Lebanese still held, at a cost of IS lm. a day; 293 Syrian prisoners of war, of whom 24 are officers, also held at Ansar.

6 IDF soldiers wounded in Aley ambush; 5 killed, 15 wounded in Tripoli factional fighting; UNRWA begins clearing debris from South Lebanon camps to prepare for winter; (UNRWA plans tents for 60,000 homeless, Israel estimates only 30,000); Western diplomatic sources in Beirut accuse IDF of looting during occupation.

Lebanese radio reports 40 people killed, wounded in IDF air raids on Bwarej, Saad Nayel, Chtaura, Taalabaya, Mureijat, Hazarta, Tarshish in Bekaa.
