In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 minor, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. It was reported that no consensus was reached on the issue. The ministers also discussed the Palestinian issue. (AJ 4/14; AP, HA, MEE, WAFA 4/15; REU 4/16)

The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Israeli forces also leveled agricultural land near Bethlehem. 13 Palestinians were arrested during late-night raids in and around Shufa, Dheisheh refugee camp, al-Khader, Beit Fajjar, ‘Anata, and Dura. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. Overnight, the Democratic Front for the Liberation of Palestine (DFLP) fires a manufactured C5K (S-5) rocket fr. Gaza toward an IDF base inside Israel, causing no damage or injuries. In the West Bank, the IDF rearrests Hamas-affiliated Palestinian Council (PC) mbr. Azzam Salhab; conducts an unusually high number of patrols in and around Tulkarm, in al-Bireh, and in villages nr. Jenin, Qalqilya, Ramallah, and Salfit in the morning; conducts more patrols in villages nr. Qalqilya and Tulkarm in the evening and inside Jericho late at night. Jewish settlers fr. Halamish settlement nr. Ramallah block the road leading to nearby Nabi Salih village, stone passing Palestinian vehicles. Hamas-affiliated police force a bank to cash some $500,000 in stolen checks drawn against the Palestine Investment Fund (PIF) account, even though the account does not have enough money in it. Hamas’s Interior Min. confirms the incident, saying police were ordered to seize the money after PIF governors transferred funds out of Gaza to accounts in the West Bank (see Quarterly Update for details). In Bahrain, Shi‘i and Sunni groups clash in the town of Hamad in the 1st serious display of sectarian violence. Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with at least 5 air strikes on Hamas and Islamic Jihad targets in Khan Yunis and Rafah, wounding 4 Palestinian civilians (including a baby); in 1 instance, Israeli intelligence units phone the targeted site to warn residents to evacuate, calling a 2d time before the strike to make sure the house is clear (no one is injured in that strike). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1 Palestinian. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

Overnight, IDF troops on the n. Gaza border fire on and shell a group of Palestinians nr. the n. Gaza border fence, killing 3 Palestinians; Palestinians say the 3 were unarmed men attempting to sneak into Israel to find work, but the IDF claims they were armed men preparing to lay explosive devices along the border. In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. In Gaza, a Palestinian teenager shot by the IDF during its 5/7 Abasan raid dies. In the West Bank, the IDF conducts latenight arrest raids, house searches in Hebron. As has occurred on numerous occasions since Israel’s 2005 disengagement, 100s of Jewish settlers temporarily set up tents at the site of the evacuated Homesh settlement in the c. West Bank, vowing to rebuild the settlement and challenge any government efforts to remove additional settlements; the IDF closes off Palestinian traffic to the area and observes but does not intervene. Hizballah leader Hasan Nasrallah makes a speech accusing Lebanese PM Fuad Siniora’s government of launching a war against Hizballah, warning of increased conflict if the 5/6 decisions are not reversed. Soon after, Hizballah sends more gunmen into Beirut’s streets and clashes intensify, especially in the mixed Sunni-Shi‘i neighborhoods of Mazra‘a and Ras al-Naba’a, and include machine gun and RPG fire, leaving 6 Lebanese dead, 8 wounded. Thousands flee Kufr Rumman, S. Lebanon, after Israeli troops order them to evacuate the area, which has come under recent heavy Israeli artillery fire. South Lebanon Army radio broadcast also orders 100,000 residents of some 100 villages near the Israeli "security zone" to flee. Israel denies it officially ordered the evacuation, claims order came from a local Israeli commander or from SLA acting on its own authority. Israeli police question Faisal Husseini, Hanan Ashrawi about alleged meeting with PLO officials in Algiers. Both stated they had not violated any laws, and asserted their right to refuse to answer further questions. Security forces do not confiscate their passports, but require each to post a bond of 5,000 shekels to ensure that they will report for questioning at any time in the future. On the first anniversary ofthe violence at the Haram al-Sharif, tens of thousands of Palestinians who commute from o.t. to jobs in Israel observe a general strike called by the Unified National Command of the Uprising and refuse to travel to work. Israeli daily newspaper Yedi'ot Aharonot publishes report taken from the Russian weekly Rossiya, associated with reformist president of the Russian republic Boris Yeltsin, which claims that the Israeli New Communist List (Raqah) has been receiving a $600,000 per annum subsidy from the Soviet KGB. Rossiya obtained the figure from a 1987 document recently seized from the headquarters of the Soviet communist party in Moscow which listed the amount of money given by the KGB to communist parties around the world. Islamic resistance in S. Lebanon claims it exploded aroadside bomb as an Israeli patrol passed on the Rummana-Safi road. Israeli artillery shells several villages, including Haris, Haddatha, suburbs of Nabatiyya. South Lebanon Army announces it will attack any person moving in or near villages of Ayta Zut and Haddatha, Shi'ite villages lying north of "security zone." (MEM 10/9)

Secy. of State Baker modifies 5/22 statement concerning Israeli settlement-building as an obstacle to peace, notes that "other obstacles" present equal difficulties. Baker was criticized by American Jewish organizations, some U.S. senators, for singling out Israel in his remarks. Pres. Bush backs Baker's criticism of Israeli settlement building. (NYT, WP 5/24)

Israel begins airlifting remaining 16,000 Ethiopian Jews in Ethiopia to Israel in "Operation Solomon" following secret talks with the collapsing government of Ethiopia. 5/22 letter from Pres. Bush to acting Ethiopian Pres. Lt.-Gen. Tesfaye Gebre-Kidan promising U.S. mediation efforts in Ethiopian civil war in return for unrestricted Jewish emigration paved way for airlift. Bush had earlier written Ethiopian Pres. Mengistu Haile Mariam in April urging release of the Jews. Unnamed U.S. official states Bush asked Israeli Prime Min. Yitzhak Shamir not to settle the Ethiopians in the occupied territories. Aide to Shamir confirmed Israel told U.S. it had "no intention" of settling immigrants on what he termed "occupied land." Simha Dinitz, Israel'senior immigration official, confirmed that none would be placed in occupied territories. Western relief workers complained that valuable resources expended on operation could have been used to aid Ethiopian famine victims remaining in Ethiopia. Airlift comes as Israel is struggling to absorb nearly 250,000 Soviet Jewish immigrants who arrived in past 20 months. 12,000 Ethiopian Jews were airlifted to Israel in "Operation Moses" in 1984 before Arab criticism prompted Ethiopian government to halt exodus. 8,000 others came to Israel after emigration resumed on small scale in 1989. Israeli Def. Min. Spokesman Danny Naveh states that Israel will release all Lebanese prisoners held by Israel, including alleged Hizballah spiritual leader Shaykh 'Abd al-Karim 'Ubayd, in exchange for Israeli prisoners held in Lebanon. Hizballah spokesman added that Israel must release Lebanese and Palestinian prisoners, that Hizballah could only release those Israelis it holds and not those held by other groups. A total of seven Israelis were captured or reported missing in Lebanon since 1982 Israeli invasion, of whom only two are believed to be alive. Hizballah admits to holding two Israelis. Hizballah is seeking release of Shi'ites held both by Israel and Israeli-backed South Lebanon Army. Agreement came in wake of statement earlier in the week by Shaykh 'Abbas al-Musawi, new leader of Hizballah, that Hizballah would release the two Israelis if Israel freed Lebanese and Palestinian prisoners it held.
