In East Jerusalem, ultra-Orthodox Israeli Jews protesting a parking lot that operates on the Sabbath attack a Palestinian cab driver passing by, heavily damaging his taxi and lightly injuring him. (OCHA 9/11)

Unidentified Palestinians fire at least 2 mortars into Israel, causing no reported injuries or damage. Egyptian police discover 1,540 pounds of TNT in an underground stash nr. the Gaza border. In the West Bank, the IDF makes latenight raids, house searches in Jenin town and r.c. and nr. Hebron and Jericho, arresting 9 Palestinians (nearly all teenagers). (PCHR 9/3)

In the West Bank, the IDF demolishes a communal water cistern nr. Hebron; conducts patrols in Dura nr. Hebron (randomly checking Palestinian IDs), Tulkarm town and r.c. (firing on stone-throwing Palestinians who confront the troops); conducts arrest raids, house searches in Nablus, Tulkarm town and r.c. and nr. Jenin. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. In ongoing raids in Egypt (see 2/21), Egyptian security forces discover 1 ton of explosives (mostly TNT recovered from land mines) hidden nr. the border with Gaza that they believe was intended to be smuggled into the Strip; say that they have now arrested 57 Egyptians and Palestinians believed to be part of a network planning bombings in the Sinai targeting Israeli tourists, but also including 3 Palestinians who allegedly confess to being mbrs. of Islamic Jihad and to plotting to carry out suicide attacks in Israel. State Department says chief criterion for deciding to procede with negotiations is "whether it would help promote direct Arab-Israeli negotiations" [WP 7/19]. East Jerusalem newspaper al-Quds publishes list of 7 names for proposed joint delegation: Khaled al-Hasan, head of the PNC's foreign affairs committee; Fayez Abu Rahmeh, ex-head of Gaza Bar Association; Hatim al-Husseini, professor at Shaw University, Raleigh, N.C.; Salah al-Ta'amari, member of the PLO's Supreme Military Council; Nabil Sha'th, PNC member; Hanna Siniora, editor of al-Fajr newspaper; and Muhammad Subayh, PNC member. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador.
