The Palestine Chronology

U.S. extends invitations for second round, bilateral peace negotiations to convene 12/4 in Washington. Neither Israel nor Palestinians immediately accept, Israel because it favors holding talks in the Middle East and is angered that U.S. has pressed ahead with holding them in Washington, Palestinians because certain persons associated with their delegation might not be granted U.S. visas. Syria and Lebanon did not respond; Jordan immediately accepts. Invitations include U.S. suggestions on overcoming differences, an indication that U.S. intends to continue playing an active role in the peace making process. (NYT 11/23, 11/26; LAT 11/25)

Chief Palestinian negotiator Haydar 'Abd al-Shafi joins Faisal Husseini and PLO exec. comm. mbrs. Yasir 'Abd Rabbuh and Mahmud Abbas in Moscow for talks with FM Shevardnadze. Palestinians will push USSR to insist on direct PLO participation in multilateral discussions. (MM 11/22)

Israeli attorney general announces Israel will not prosecute Hanan Ashrawi on charges she met with PLO officials. (MM 11/22)

Prime Min. Shamir indicates he will head Israeli delegation to the peace conference, not FM David Levy. Invitations sent to the parties by the U.S., USSR had called for talks at the "ministerial level," a diplomatic phrase usually interpreted to mean participation by officials holding rank of foreign minister or below. Arab foreign ministers representing Syria, Egypt, Jordan, along with representative of Lebanon's foreign ministry and head of PLO political department meet in Damascus to discuss strategies for peace conference. They were later joined by foreign ministers of Saudi Arabia, representing the Gulf states, and Morocco, representing North African states (except Libya). (MEM 10/23)

Strike called for 10/22 by three groups in o.t. partially observed in E. Jerusalem, elsewhere in West Bank, but not in Nablus, Jenin. Residents of Gaza city observe strike, but not those in the refugee camps. (MEM 10/25)

Members of the Jewish Ateret Cohanim seminary move into a house in the Muslim quarter of E. Jerusalem. Group claims the house was owned by Jews driven out by Palestinian rioting in 1929. Settlers occupying a building in Silwan seized 10/9 from Palestinian residents petition Israeli high court of justice to allow them to remain. Group also seeks permission to move into four other buildings from which they had been evicted by police. (MEM 10/24)

European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. (MEM 10/24)

Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)

In Jerusalem, Secy. of State Baker and Soviet FM Boris Pankin jointly announce that their governments have extended invitations to attend a Middle East peace conference to be held 30 October in Madrid. Israel, Egypt, Lebanon, Jordan, Syria, and Palestinian negotiators will attend the meeting, scheduled to be opened by Pres. Bush and Pres. Gorbachev. First stage of process will be a three-day opening conference, followed by face-to-face negotiations among the parties. A third stage of talks, dealing with regional issues, would include other Middle Eastern countries. Announcement comes in wake of Baker's meetings with PM Shamir and with Palestinian negotiators, who provide Baker with a partialist of Palestinian delegates who will participate in a joint Palestinian-Jordanian delegation after PLO Central Committee approved Palestinian participation in joint delegation. But Israeli officials delay giving Baker a final answeregarding Israel's participation because they were not shown the list of Palestinians. Earlier in the day, Pankin and Israeli FM Levy announced that Israel, USSR are restoring full diplomatic relations. The move culminates four years of improved relations, which began with the establishment of consulates in 1987 and the emigration of over 300,000 Soviet Jews to Israel. (MEM 10/18; WP 10/19)

Iraq's deputy P.M. Ramadan says Iraq prefers war to capitulation and that any decision to pull out of Kuwait must be linked to Israeli withdrawal from O.T. [WP 10/5].

Arab World: Radio Monte Carlo broadcasts that Yasir Arafat has notified Jordan that Amman-based Fateh military officer Abu Za'im has been relieved of his duties and that Jordan should suspend all contact with him [JP 4/18].

Other Countries: Israeli and U.S. officials state some Arab nations, including Jordan and Egypt, have recently urged the Soviet Union to restore diplomatic ties with Israel as a way to help promote peace talks [NYT 10/31]. Occupied Palestine/Israel: P. M. Shimon Peres denounces Arafat's offer of "land for peace," characterizes the PLO as "talking peace in Jordan [while] killing people in Israel" [JP 9/9]. Soldiers fire rubber bullets and tear gas on a group called An End to Occupation as they demonstrate in Ramallah to protest Israeli deportation and administrative detention practices; 21 protesters are detained. Army declares the area a closed military zone [GU 9/18]. Ariel Sharon begins suit against Time magazine in a Tel Aviv court. Under Israeli law, Sharon need not prove malice to substantiate his claim [JP 9/9]. Charges have been filed against Israeli joumalist Amnon Kapeliouk for visiting Jordan in March and April. Under the 1948 Emergency Defense Regulations, Kapeliouk could receive up to a year in prison for entering acountry in a state of war with Israel [JP 9/8].

Other Countries: New York Times reports the Soviet Union has begun a new campaign to encourage Palestinians to reject American-sponsored efforts at Arab-Israeli peace talks. In recent weeks George Habash, Nayef Hawatmeh, Khaled al-Fahoum, and close Arafat aide Salah Khalaf (Abu lyad) have visited Moscow. Soviet leaders have expressed "total opposition" to the 11 February accord between Arafat and King Hussein [NYT 9/8].

Arab World: Fighting continues for the 6th straight day between 2,500 Palestinian fighters inside Burj al-Barajinah refugee camp and Amal militiamen outside [NYT 9/9]. Lebanese officials meet with Syrian Vice Pres. 'Abd al-Halim Khaddam in Damascus to ask for Syrian military intervention to stop the fighting [LT 9/9].

Occupied Palestine/Israel: Israeli army announces it has arrested Yusuf Muhammad Abu Armanah, 22, and Sa'id Fakhri Ibrahim Afanah, 23, both from Rafah, who have allegedly confessed to the 9/5 stabbing of an Israeli truck driver in Gaza. Their families' tar-paper residences have been destroyed [LAT 9/7; FJ 9/13]. MK Meir Kahane's Kach movement forms new group "Hatzala" (Parents for their Children) to oppose Min. of Education's plans to sponsor meetings between Israeli and Palestinian children. Chief Rabbi Ovadia Yosef strongly opposed the Ed. Min.'s plan last week, saying he would urge religious parents to remove their children from the national religious school network if it is implemented [JWP 9/6].

Arab World: Jerusalem Post reports 6 kidnapped members of the Lebanese Jewish community are being held by the Hizballah group [JP 9/61.

Other Countries: Congressional sources say administration has tentatively decided not to propose selling advanced F-15 fighter planes to Saudi Arabia. U.S. Sec. of State George Shultz announces U.S. is releasing the first $750 million of $1.5 billion in special economic aid approved last month by Congress for Israel. $250 million is going to Egypt, $53 million to Jordan, and $3 million is planned for aid to Palestinians in the occupied territories [WP 9/7]. Jewish Press reports the National Jewish Community Relations Advisory Council (NJCRAC) in the U.S. called on major Jewish groups and federations to condemn MK Meir Kahane during his upcoming visit to the U.S. and is putting pressure on the National Press Club in Washington, D.C. and television shows to cancel their invitations to Kahane to speak while here [JWP 9/6].

Arab World: Palestinian and Shi'ite gunmen battle for the 4th straight day around Burj al-Barajinah camp in south Beirut; 23 killed and 70 wounded ovemight. Shi'ite militia is backed by Soviet T-54 tanks. The DFLP issues a statement from Damascus accusing Amal militia of executing 17 Palestinian civilians in the street. The Druze and Murabitun militias have joined forces with the Palestinians against Amal militia [NYT, DT, WP, LT 9/7].
