In the West Bank, Israeli forces prevented activists from visiting Ein al-Rashash, declaring the village a closed military zone. Israeli forces also seized 1 tractor in Kafr ad-Dik. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 2 with live ammunition near the Karni crossing. In Lebanon, Israeli forces fired smoke grenades at Lebanese forces using a bulldozer to remove an earthen berm erected by Israeli forces at the Blue Line near Kfar Chouba in the Bastra area. The Lebanese forces responded by firing tear gas at the Israel forces. (AJ, AP, REU 9/23)

In the West Bank, Israeli settlers threw stones at Palestinians at a market in Hebron City, injuring 1 and causing damage to a ceramic store; Israeli forces dispersed Palestinians with tear gas who attempted to fend off the settlers. Israeli settlers also attacked Palestinian herders with clubs in the Masafer Yatta area, causing injuries. 20 Palestinians were arrested during raids in Bethlehem, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli forces demolished 1 house in al-Tur, displacing 20 Palestinians; 9 Palestinians were injured by Israeli forces while protesting the demolition. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. 2 Palestinians were arrested while trying to enter Israel via the Gaza fence. Israel said it had sentenced an Israeli soldier who uploaded a video of himself firing shots into Gaza from Israel with 10 days in prison. The soldier uploaded the video to the social media platform TikTok. (MEMO 1/25)

Unidentified perpetrators attacked a UNIFIL patrol in Ramyah, injuring 1 UNIFIL soldier and damaging 2 vehicles. Lebanese forces intervened on behalf of the UNIFIL soldiers. (MEMO 1/26)

A bipartisan group of 42 members of the U.S. house of representatives wrote to secretary of state Antony Blinken urging him to lobby against the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. The group, led by Josh Gottheimer (D-NJ) and Vicky Hartzler (R-MO), argued that the inquiry has a “disproportionate focus on Israel,” calling it “outrageous and unjust.” (HA 1/27; MEE 1/28)

It was reported that the U.S.-based venture capital firm Integrity Partners are in talks with the NSO Group to acquire the company in 2022–23. NSO Group is an Israeli spyware company responsible for the hacking of the accounts of rights activists and politicians around the world with its Pegasus spyware. Integrity Partners says they will restructure the company to only allow the governments of New Zealand, the U.S., Australia, the UK, and Canada to use its spyware. In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. Elsewhere, Israeli forces seized and demolished structures used for agricultural and residential purposes in the Bedouin community of Qabbon. 17 Palestinians were arrested during late-night raids in Beit Kahel, Beit ‘Anin, Biddu, Beit Sahour, and al-Arroub refugee camp. In East Jerusalem, 3 were arrested during house raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza. The PA wrote a letter to the African Union’s Executive Council urging it to revoke Israel’s observer status, which it was given on 7/22 to the dismay of many of the Union’s members. (ALM, MEE, MEMO, WAFA 10/14)

In Lebanon, 6 protesters were killed and dozens injured in clashes during a demonstration against the judge presiding over the probe into the blast that killed more than 200 people on 8/7/2020. The demonstration was supported by Hezbollah; Amal movement supporters clashed with the Christian Lebanese Forces after being shot at during the protest. The Christian Lebanese Forces said Hezbollah had incited the violence. Videos showed heavily armed people in civilian clothes firing weapons and 1 man in civilian clothes firing an RPG. The U.S. subsequently offered the Lebanese army $67 million in military aid. Israel’s defense minister Benny Gantz called on the Israeli military to “systematically, aggressively and uncompromisingly” act against settlers who are violent toward Palestinians or Israeli forces, as an uptick in Israeli settler violence had been recorded. (AP 10/15; AJ 10/17)

The U.S. Biden administration formally rejoined the UN Human Rights Council after the Trump administration left the council in 2018, citing anti-Israel bias. U.S. state department spokesperson Ned Price said that the U.S. would “vigorously oppose the council’s disproportionate attention on Israel.” (NYT 10/14; WAFA 10/16)

In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. In the West Bank, Israeli forces violently dispersed protest in Kafr Qaddum; 2 Palestinians were shot with rubber-coated bullets. In Gaza, Israeli forces opened fire on agricultural lands east of Abasan and Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within the allowed fishing zone; no injuries were reported. 6 Palestinians succumbed to the COVID-19 virus in East Jerusalem and the West Bank, bringing the comprehensive death toll stemming from COVID-19 in Gaza and the West Bank, including East Jerusalem, to 104. (WAFA 8/8)

A Hamas official told Haaretz that incendiary balloons sent to Israel in recent days were meant to signal to Israel that Hamas is frustrated with stalled negotiations with Israel. (HA 8/8)

In the West Bank, Israeli settlers attacked 2 Palestinians in 2 separate incidents in Hebron. In the 1st incident, 1 Palestinian man was hospitalized after 4 settlers attacked him while Israeli soldiers chose not to intervene. In the 2d incident, a larger group of settlers attacked 1 Palestinian man; when an Israeli soldier intervened, the settlers attacked him as well. Israeli settlers also vandalized several vehicles in Hebron. South of Hebron, in Susiya, Israeli settlers raided the village and attacked Palestinian-owned homes. Elsewhere, in Kafr Haris, Israeli settlers attacked 1 Islamic shrine and 1 Palestinian-owned home. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 5 Palestinians with rubber-coated bullets, including 3 journalists, and damaged 1 ambulance. Israeli forces also violently dispersed protests in Zubaydat and Ni‘lin, leading to tear-gas related injuries. 3 Palestinians were arrested during late-night raids in and around Burqa and Tulkarm. In East Jerusalem, 1 Palestinian family started demolishing their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. In Lebanon, protesters rallied against the Lebanese government for the 2d day in a row after Lebanese currency lost 60 percent of its value in recent weeks. At least 33 people, including 2 soldiers, were injured in clashes between protesters and Lebanese forces. (REU 6/12; AJ, AJ 6/13)

The EU informed BADIL Resource Center for Palestinian Residency and Refugee Rights that it had canceled its funding for a project called Mobilizing for Justice in East Jerusalem, totaling $1.9 million. BADIL had refused to sign what was called the anti-terrorism clause, which made the EU pull its funding. In a press release, BADIL said that it had proposed different language for the clause and that the EU’s proposed language “criminalizes the Palestinian struggle against oppression . . . the article violates both Palestinian and international law, as well as the declared obligations of the EU itself.” (BADIL 6/16; TOI 6/17)
