In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the Gaza Strip, dozens of Palestinian students gather in Gaza City to protest the killing of 3 U.S. Muslims in North Carolina on 2/11. In the West Bank, Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis after the IDF demolished and evacuated it for the 5th time on 2/10. Another group of Palestinian activists tears down an iron gate at the entrance of a village nr. Bethlehem that was installed by the IDF in 2001. The IDF conducts house searches and arrest raids in Nur Shams r.c.; patrols nr. Qalqilya and Hebron. IDF troops disperse Palestinian activists holding a sit-in protest at a checkpoint nr. Ramallah, detaining dozens. Israeli forces level land outside a village nr. Qalqilya, clearing the area for settlement expansion. Israel’s CEC votes 27–6 to disqualify MK Zoabi (Balad) from the upcoming election on 3/17, responding to a petition alleging that Zoabi supports armed conflict against Israel. The petition was delivered to the CEC by the Yisrael Beytenu party on 1/29 with the support of the Likud, Shas, and Jewish Home parties. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, and 1 village each nr. Nablus and Qalqilya at night; patrols in 3 villages nr. Ramallah in the morning, and in 3 villages and al-‘Arub r.c. nr. Hebron, 2 villages nr. Jericho, Nablus and 1 village and Balata r.c. nearby, and 1 village each nr. Jericho and Qalqilya at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Palestine becomes a formal party to 5 international conventions, banning torture, racial discrimination, promoting women’s rights, children’s rights, and the rights of the disabled. In response, Israel withdraws the VIP passes of 4 senior Fatah officials— Nabil Shaath, Tawfik Tirawi, Abbas Zaki and Jibril Rajub—thereby restricting their status at checkpoints and border crossings to the level of other Palestinian citizens. In 4 separate instances, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 5. In the West Bank, IDF troops and intelligence units raid the homes of 3 local Islamic Jihad leaders in Jenin to “discuss the current political situation” and to question them on their recent detention by PA security forces (PASF); also raid and search the Dura home of elected Palestinian Council (PC) mbr. Shaykh Nayif Mahmud al-Rajub; conducts late-night house searches nr. Bethlehem. The IDF also demolishes a printing press in Issawiyya nr. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. The IDF raids a Tulkarm school where Fatah primaries are being held, searches voters, leaves; arrests al-Jazeera West Bank bureau chief Awad Rajub at his home in Hebron “for security reasons.” Palestinians detonate a roadside bomb nr. an IDF patrol outside Efrat settlement nr. Bethlehem, causing no damage or injuries. A Palestinian gunman fatally shoots another Palestinian in Bayt Hanun, sparking armed clashes btwn. the 2 families that leave 9 wounded. Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr. Ramallah; confiscates 3 ambulances, detains 9 paramedics. PRCS suspends services in Ramallah, noting the IDF now has 15 medical workers in custody. This afternoon, the IDF lifts the Ramallah curfew for 3 hrs. so residents can buy food, bury those killed since 3/29 (bodies have been double-stacked in morgues, with no electricity). In Bethlehem, IDF troops order all men age 14-45 to surrender; fight their way to the doorway of the Church of the Nativity, where some 200 Palestinian gunmen, civilians have now sought refuge; fire on 20 journalists on the balcony of the Star Hotel, injuring 1; fire a warning shot at a clearly marked Reuters car. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. A Palestinian suicide bomber detonates a device at an IDF checkpoint into Jerusalem, killing only himself, causing no injuries. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. IDF soldiers fatally shoot 2 AMB mbrs. reportedly armed with explosives, trying to enter Israel. The IDF raids numerous buildings in Ramallah, in 1 instance wounding, then executing 5 PSF officers, raising the confirmed toll in Ramallah for the past 2 days to 12 Palestinians. At midday, as schools are letting out, the IDF F-16s, helicopters strike a PSF compound in Gaza city, injuring at least 40 Palestinians. After the bombing, 100s of Palestinians race to the jail inside the PSF compound, demanding the release of prisoners, fearing the jail would be hit next. PSF officers fire in the air to disperse the crowd and quickly begin transferring prisoners to detention elsewhere, but several prisoners escape or are freed in the melee. Later, some 300 Palestinians storm the PSF jail in Hebron, freeing 16 Hamas, Islamic Jihad mbrs. During a mtg. with his top aides, Arafat, furious over the storming of the PSF jail in Hebron today, demands to know why PSF West Bank head Jibril Rajub's men had permitted the prisoners' release. According to reports confirmed by unnamed PA officials, Arafat then drew a gun on Rajub, accused him of trying to replace him. Aides separated the pair, defusing the situation. An IDF intelligence officer is fatally shot by his Palestinian informant, who in turn is shot dead by the officer's bodyguard. The Brigade of Shalhavet and Gilad takes responsibility for killing 1 Palestinian, wounding 3 in a 2d drive-by shooting. Jewish settlers also attack Palestinians in Sha'r and Tammun, severely injuring 3. The IDF directs shells and heavy machine gun fire at residential areas of Nablus; confiscates 100s of dunams of land nr. Israeli-Palestinian clashes leave a total of 3 Palestinians, 3 Jewish settlers dead. In Gaza, 2 Palestinians are shot dead in a failed suicide attack on an IDF post that lightly injures 2 soldiers. The IDF shells residential areas of Khan Yunis, Nablus, Rafah; places a closure on Nablus. A group calling itself the Fatah Hawks briefly detains 2 journalists (1 American, 1 British) in Rafah, telling them to warn the UK, U.S. that more kidnappings of their nationals could take place if their pro-Israel bias does not cease. Fatah denies involvement in the incident, noting it disbanded its Fatah Hawks wing in the mid-1990s; the PA vows to arrest the perpetrators.
