Arab World: Arafat meets with Fateh Central Committee in Sana'a, YAR. Cease-fire called in Beirut; after 3 days fighting, about 60 (mainly Lebanese and Palestinian civilians) killed, 150 wounded. Egyptian foreign affairs advisor says US should open talks with Arafat, calling him "a voice of reason and moderation."

Other Countries: US State Dep't. assails Soviet cut in Jewish emigration as "an unmitigated act of evil."

Military Action:

Heavy artillery, rocket and mortar exchanges continue overnight and throughout the day between LAF, PSP and Amal militias; bazookas, light arms fired at IDF HQ in Sidon, IDF position near Zahrani river; IDF closes Awali bridges for third consecutive day; Marines close off section of Corniche near British embassy in Beirut; at Tripoli, anti-Arafat forces move toward Baddawi camp, pro-Arafat forces attack positions on Mount Torbol.

Casualties:

3 LAF soldiers, 2 civilians killed, 1 LAF soldier injured; 1 IDF soldier wounded near Sidon; 20 killed, 100 wounded in Tripoli; 12 of 35 fuel storage tanks near Baddawi camp burning.

Palestinians/ Lebanese: Lebanese Cabinet meets in emergency session, states that efforts to arrange time and place for national reconciliation talks remain unsuccessful; 45 more LAF officers and soldiers join other "conscientious objectors" at Hammana Barracks, refuse to take part in LAF operations until national agreement on use of LAF is achieved, accuse LAF of giving US-provided weapons, ammunition, and artillery target coordinates to Phalange militia; 23 Fateh military staff officers in Damascus defect to PLO rebels.

Cease-fire holds generally; sniper fire and fighting between LAF and Amal militia in southern suburbs of Beirut; LF and PSP militias exchange artillery fire near Baissour; bomb explodes as IDF vehicle passes near Marjayoun; fighting breaks out in Baddawi refugee camp near Tripoli between Fateh and PFLP-GC factions, Arafat forces exchange artillery fire with Syrian troops.

Israel / Occupied Territories: Cabinet votes 16 to 1 (Sharon) to accept Commission of Inquiry recommendations; Peace Now member killed, 10 others injured by hand grenade at anti-government demonstration; police protection given to 3 Commission members after threats; Ambassador Arens in Washington says he doubts Israeli policy on troop withdrawal or settlement of Palestinian issue will change as a result of Sharon's departure from Cabinet; Justice Minister Nissim says Sharon could take another ministerial position; deputy editor of Israeli Communist party newspaper al-Ittihad tells meeting in Haifa that Israeli Arabs are eager to take part in all matters of Israeli society but that lack of equality is turning them into a time bomb liable to explode in a few years.

US and Other Countries: Wall Street journal reports that Ali Hassan Salameh, head of Fateh's security and intellgience unit assassinated in Beirut in January 1979, had acted with Arafat's consent as information channel between PLO and CIA; State Department refuses to meet village League Chairman Dudeen.

Military Action:

Car bomb explodes outside Fateh military intelligence office in East Lebanon town of Chtoura; car bomb in Beirut's Hamra street.

Casualties:

53 wounded in Chtoura; 5 wounded in Hamra street.
