Pres. al-Asad and Lebanese Pres. Ilyas al-Hirawi sign a "Treaty of Brotherhood, Cooperation and Coordination" in Damascus. (See JPS 80, doc. B9). Treaty establishes joint Syrian-Lebanese institutions for coordinating defense, security, foreign and economy policy, under authority of higher council comprising the two country's presidents, prime ministers and parliamentary speakers. Treaty transforms Syrian influence in Lebanon into formal role.

Treaty calls for Syria to redeploy its 40,000 troops in Lebanon in Biqa' valley. Syrian troops currently effectively control two-thirds of Lebanon.

Lebanese Maronite Catholic Patriarch Nasr Allah Sufayr opposes accord, stating that it would lead to Syrian domination of Lebanon. Israel voiced opposition to the accord as well. (NYT, WP, LAT 5/23)

Israeli def. ministry confirms that Polish Pres. Walesa promised Def. Min. Moshe Arens that Poland will not sell tanks to Syria out of deference to Israel. (LAT 5/22)

Knesset erupts into shouting match when Knesset Speaker Dov Shilansky (Likud) calls on Israeli peace activist Abie Nathan to halt his 25-day fast. Nathan began fast 3/25 to protest Israeli law forbidding Israelis to meet with members of PLO. Shilansky's statement came in wake of failed motion to abolish law. Nathan has publicly met Yasir Arafat several times since law was passed, serving 122 days in prison in 1990 as result. (NYT 5/23; MEM 7/15)

Los Angeles Times reports that Coca-Cola Company was removed last month from list of companies boycotted by Arab League for their dealings with Israel. Japanese car manufacturer Toyota also reported last month that it will begin selling cars in Israel in 1992, a departure from its policy of dealing solely with Arab countries. (LAT 5/22)

Occupied Palestine/Israel: In 3d consecutive day of violence in Gaza Strip, Israeli troops use live ammunition to disperse stonethrowing demonstrators at Gaza's Islamic University, injuring at least 3 students. Arab World: Hospitals near Sidon report 7 are killed, 10 wounded in daylong battles between Amal and Palestinian forces around 'Ayn al-Hilwah [WP 10/12]. Occupied Palestine/Israel: Israeli Cabinet holds 6-hour debate on P.M. Peres' recent overtures to Jordan; unity govt. appears in no danger, but Likud members charge Peres violated basic agreement in formation of unity govt. whereby peace efforts were to adhere to the 1979 Camp David framework [NYT, LAT 10/28]. Washington Post reports W. Bank Palestinians oppose Peres' proposals because they attempt to exclude the PLO [WP 10/27]. The Observer reports P.M. Shimon Peres met secretly earlier in the month with King Hussein in Paris, urged Hussein to come out publicly in favor of direct talks with Israel [OB 10/27].

Arab World: Jordanian Min. of Info. Muhammad Khatib states bilateral talks with Israel outside international conference and without the PLO are unacceptable to Jordan [WP 10/28].

Other Countries: Red Cross officials state Israeli and SLA troops have prevented them from seeing scores of prisoners being held in S. Lebanon since June. Over 100 families await word of missing relatives who have disappeared inside the security zone [TS 10/28]. French Pres. Francois Mitterrand supports Shimon Peres' offer to negotiate directly with Jordan, pledges French assistance in the process [JTA 10/28].

Military Action

Arab World: Israeli planes raid alleged guerrilla bases in Lebanon's Biqa' Valley, the 13th such raid this year. Planes are said to have made direct hits on PFLP-GC bases. Christian radio station Voice of Lebanon reports base belonging to proSyrian al-Sa'iqa faction is also hit. No casualties are reported; tanks and ammunition dumps are reportedly hit [NYT, TS 10/28].

Occupied Palestine/Israel: Israeli army evicts 7 MKs from apartment in Hebron, declares area "a closed military zone." The 7 leave but promise to appeal legality of eviction to the High Court [NYT 8/21]. Inspector General David Kraus, Plia Albek, a senior Justice Ministry official responsible for land registration, ad Bank of Israel Governor Moshe Mandlebaum appear before Knesset State Comptroller Committee for largescale investigation into land fraud cases begun by police after upsurge in complaints following arrest of several West Bank judges early in summer on bribery charges [JP 8/21]. Ahmad Odeh, wealthy West Banker, was arrested last week on charges of involvement in illegal land sales. Al-Fajr reported he contributed $30,000 to the Likud election campaign last year [JP 8/20].

Occupied Palestine/Israel: Booby-trapped car is detonated minutes before it explodes at central bus station in Netanya. Police round up 100 Palestinians in the vicinity. A telephone caller claims responsibility for Fateh's Force 17 [FJ 8/23].

Arab World: Israeli diplomat Albert Atrakchi, 30, an administrative attache, is killed and 2 embassy employees wounded when 3 men spray their car with kalashnikov assault rifles in Cairo. "Egypt's Revolution" takes responsibility, threatens attacks until all "Israeli colonialists" leave Egypt [NYT, WP, JP 8/21]. Amal militia and the sixth brigade of the Lebanese army attack Burj al-Barajinah and Shatila with heavy bombardments; 24 refugees are injured [FJ 8/25]. Unidentified jets raid Hazerta village in the Biqa' Valley. Israel denies responsibility [JP 8/21]. Car bomb explodes in Tripoli, killing 44 and wounding 90. Caller claims responsibility on behalf of the Revolutionary Christians of the Cedars [NYT 8/21].
