PLO Central Council concludes meeting in Tunis after heated discussions over whether Palestinians should continue participating in peace process. Council eventually issues resolution expressing support for continuing participation but linking participation in multilaterals with progress in bilateral negotiations. Council also decides that Palestinians will reevaluate participation in the peace process in October 1992. In wake of criticism of PLO leadership, Council also creates committee to study internal PLO structures. Nayif Hawatima, head of one faction of DFLP and who had been pushing for reevaluation of PLO policy toward peace talks and for reforms within PLO, expresses dissatisfaction with results of meeting [DFLP-Hawatima faction, PFLP, Arab Liberation Front voted against the resolution]. Occupied Palestine/Israel: In village of 'Anabta near Tulkarm, stone-throwing Palestinians attack army bus, settlers' cars, and police vehicle after blockading road. Israeli fires on demonstrators, killing 2, wounding 1. Officials are uncertain whether shots were fired by soldiers or settlers. Army patrol later disperses crowd with live ammunition, wounding 2 more. Settlers attack village during curfew, vandalizing houses, cars [WP 2/2; FJ 2/7]. Crowds throw rocks, bottles and block roads in cities, villages, and camps throughout W. Bank; 3 Palestinians are wounded in Jenin, and 2 are injured by army gunfire in Hebron-region village of Bani Na'im; village is placed under curfew. Violent disturbances are also reported in E. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist.
