In the West Bank, Israeli settlers shot and killed 4 Palestinians and injured 9 others in Qusra. Israeli settlers also raided Shaab Forsa in the Masafer Yatta area, destroying solar panels and water tanks and uprooting fruit trees. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces attacked the home of Izzeddin al-Qassam commander Mohammed Deif killing several of his relatives, including his children, and assassinated Islamic Jihad commander Mousa Nasser in Beit Lahiya. Hundreds of Palestinians were killed in Israeli airstrikes, including at least 4 Palestinian medics. Israeli airstrikes also destroyed the Islamic University’s engineering school and the headquarters of the Palestinian Red Crescent Society. Rockets were fired from Gaza into Israel. In Lebanon, Hezbollah said it had fired precision missiles at Israel in response to Israel killing members of the organization. Israeli airstrikes hit southern Lebanon. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

German foreign minister Boris Pistorius said Germany had allowed Israel to use 2 of its Heron combat drones and that Israel had requested ammunition from Germany, which was under review. (AJ 10/11; AP 10/12)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. In the West Bank, IDF troops violently disperse protesters at numerous demonstrations marking the 1967 war and the beginning of military occupation. Hundreds of Palestinians attend protests at Hebron, Qalandia checkpoint nr. Ramallah, where 4 are injured by rubbercoated metal bullets, and other locations around the West Bank. Israeli PM Netanyahu unfreezes plans for 1,800 settlement housing units and Housing Minister Uri Ariel publishes tenders for a separate 1,500 housing units in East Jerusalem and the West Bank. Ariel describes the move as an “appropriate Zionist response to the Palestinian terror govt.” Palestinian chief negotiator Saeb Erekat warns of Israeli efforts to annex areas of the West Bank and calls on the international community to boycott settlement products and hold Israel accountable. PLO official Ashrawi says the Palestinians will address the latest settlement expansion at the UNSC. Press reports indicate recent Arab League meeting decided to end Arab boycott of companies dealing with Israel if such companies establish industries in Arab countries on same technical level as those they maintain in Israel. Decision stipulated companies wishing to comply must submit detailed plans of proposed project, must not support Zionism, and cannot have factories in Israel producing goods related to Israeli military. David Kimche states in press briefing that Israeli intelligence has "absolute, complete and irrefutable proof' that Yasir Arafat "knew about this [the Achille Lauro] operation before it was to begin" [WP, LAT 10/11]. Jerusalem Post reports arrest of members of alleged Fateh cell said to be responsible for recent spate of bombings in and around Jerusalem [JP 10/10]. Jerusalem Post cites report in al-Mithaq stating some Palestinian ex-prisoners released in the 5/20 prisoner exchange are asking for special consideration in their applications to West Bank universities; Najah U. has agreed to admit some despite low grades, while other universities have agreed to give them special entrance exams [JP 10/11]. Jerusalem shops close in general strike to protest "iron fist" policy in occupied territories which since its imposition in August has resulted in over 6 deaths, 21 deportations, over 80 administrative detentions without trial. Similar strike in Ramallah is forcibly ended by Israeli troops. Students at Birzeit and Bethlehem U. also strike [FJ 10/11].

Other Countries: Pres. Reagan tells reporters it would be "all right" for the PLO to try the 4 hijackers if Arafat has "kind of a national court set up, like a nation that they can bring them to justice." Later in the day, Nat. Sec. Adv. Robert McFarlane tells reporters Reagan "meant that he wants the PLO to tum these hijackers over to competent authorities for trial" [WP 10/11]. Sec. of St. George Shultz appeals to Senate Foreign Relations Committee to approve the proposed $1.9 billion arms sale to Jordan, calling it an "absolute necessity" for success in the M.E. peace process [CT, TS 10/1 1].

Other Countries: U.S. Navy F-14 fighter jets intercept Egyptian plane carrying 4 hijackers and force it to land in Sicily; Italian authorities arrest the 4. White House spokesman Larry Speakes says the Egyptian plane was destined for Tunisia, but Tunisia had denied it landing rights. Speakes "categorically denies any deal" between the U.S. and Egypt on the interception. Speakes says the hijackers are in Italian custody but the U.S. will seek extradition [NYT, LAT 10/11]. Bodies of 2 men believed to be missing Israeli soldiers are found in Barcelona, Spain. Anonymous caller to Westem news agency claims the 2 were "Zionist sailors from the Zionist ship California" and that Fateh's Force 17 executed them on 10/5 [NYT 10/11].

Occupied Palestine/Israel: Police find the bodies of 2 Afula schoolteachers missing since 7/21-Yosef Eliahu, 35, and Lea Elmakais, 19-in a cave in northern Israel; Eliahu had been shot. Police say deaths do not appear to be politically motivated. An anti-Arab rampage breaks out in Afula. A number of Palestinians are hospitalized. Cars are stoned and property is damaged. Twenty rioters are arrested [NYT 7/27]. Hakawati Theater in East Jerusalem is closed for 3 days. Authorities state women's group which rented the theater is connected,to a PLO faction. Fifty women hold sit-in strike outside the theater [JP 7/28, FJ 8/2]. Al-Fajr English weekly reports many would-be pilgrims to Mecca were prevented from leaving by new Israeli restrictions. Muslims under 35 were not allowed to make the pilgrimage; 150 applicants were tumed down. [FJ 7/26].

Arab World: King Hussein calls on Arab governments to form working group to address critical problems confronting the region; stresses Jordan and the PLO will not submit additional names of Palestinian delegates if U.S. rejects first list. U.S. administration officialsay 3 names are acceptable, do not specify which ones [NYT 7/27].

Other Countries: After 5 hours of negotiations, compromise isreached on the wording of the final document of the UN Decade for Women Conference; "Zionism" is replaced by "and all other forms of racism." The nonbinding document will be referred to UN General Assembly for approval [NYT, WP 7/27]. House-Senate committee passes worldwide U.S. foreign aid bill, including amendment requiring President Reagan, in proposing any sale of advanced arms to Jordan, to certify Jordan has made "a public commitment to the recognition of Israel" [JP 7/28].

Arab World: Four Palestinians loyal to Arafat are found murdered outside Mieh Mieh refugee camp near Sidon. Bodies show signs of torture. Notes pinned to them call them Israeli collaborators. Patrols are stepped up around camps following the murders [PI 7/27, WP 7/28].

Occupied Palestine/Israel: Jewish Agency, World Zionist Org. Settlement Dept. announce 3 new settlements to be established in N. Galilee [JP 3/26]. More than 300 relatives of striking Palestinian political prisoners at Ashkelon prison demonstrate in front of Intl. Red Cross offices in E. Jerusalem [FJ 3/29].

Arab World: In Amman, Fateh Deputy-incommand Khalil al-Wazir (Abu Jihad) states PLO forces loyal to Chmn. Arafat have moved back into S. Lebanon and that over 60 have been killed fighting the IDF in past 5 mos. [JP 3/26]. In Damascus, "Palestine National Salvation Front" is created to obstruct 2/11 Arafat-Hussein accord, to work for greater "strategic alliance" with Syria; front includes PFLP, PFLP-GC, Sa'iqa, Popular Struggle Front, Palestinian National Front, and Abu Musa's Fateh dissidents [WP 3/26].

Arab World: Action in S. Lebanon: IDF summon mukhtars from villages SE of Tyre to meeting in Bint Jbeil; are told 500 IDF advisors will remain in security zone subsequent to IDF withdrawal [LT 3/30].

Occupied Palestine/Israel: Bethlehem U. resumes classes after closure by Israeli military (11/2/83) during folklore festival there. Over 200 anti-Zionist Orthodox Jews protest corner-stone-laying ceremony at Emmanuel religious settlement; block 16 buses of Agudat Israel Party supporters planning to attend. In address to Israeli Federation of Contractors and Builders convention in Jerusalem, Shamir urges private builders to develop West Bank. Knesset Foreign Affairs and Defense Com. report new ultra-rightwing underground, stockpiling arms and planning to take over part of territories. Arab World: PLO Political Dep't. head Qaddoumi refuses proposal by some PLO Executive Com. members to replace Arafat. Mubarak warns new "strategic cooperation" will spell disaster for American friends in Arab world; other official Arab sources concur.

Other Countries: UK Labor Party dep. sec. Hattersley says his party admires Israel as "one of the greatest events of the 20th century," adding Labor's recent pro-PLO resolutions were only attempts to introduce "realism into the romantic."
