Arab foreign ministers representing Syria, Egypt, Jordan, along with representative of Lebanon's foreign ministry and head of PLO political department meet in Damascus to discuss strategies for peace conference. They were later joined by foreign ministers of Saudi Arabia, representing the Gulf states, and Morocco, representing North African states (except Libya). (MEM 10/23)

Strike called for 10/22 by three groups in o.t. partially observed in E. Jerusalem, elsewhere in West Bank, but not in Nablus, Jenin. Residents of Gaza city observe strike, but not those in the refugee camps. (MEM 10/25)

Members of the Jewish Ateret Cohanim seminary move into a house in the Muslim quarter of E. Jerusalem. Group claims the house was owned by Jews driven out by Palestinian rioting in 1929. European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)

Spokesman states Palestinians confessed to being members of Fateh and to planning attack against targets inside Israel. Def. Min. Yitzhak Rabin states Israeli navy will intercept vessels anywhere in the Mediterranean to prevent attacks on Israeli targets [LT, CT, MG, JP 9/3]. Israeli Chief of Staff Moshe Levy tours Golan Heights and declares 2-kilometer-wide strip along demarcation line a closed military zone. Arab World: Gunmen seriously wound Hussayn al-Hayabi, 50, Palestinian guerrilla official loyal to Arafat, after storming his home in 'Ain al-Hilweh refugee camp. Hayabi is 7th Arafat loyalist attacked since July in 'Ain al-Hilweh, and only one to survive [BG,WP,MG 9/3].

Occupied Palestine/Israel: Police find the bodies of 2 Afula schoolteachers missing since 7/21-Yosef Eliahu, 35, and Lea Elmakais, 19-in a cave in northern Israel; Eliahu had been shot. Police say deaths do not appear to be politically motivated. An anti-Arab rampage breaks out in Afula. A number of Palestinians are hospitalized. Cars are stoned and property is damaged. Twenty rioters are arrested [NYT 7/27]. Hakawati Theater in East Jerusalem is closed for 3 days. Authorities state women's group which rented the theater is connected,to a PLO faction. Fifty women hold sit-in strike outside the theater [JP 7/28, FJ 8/2]. Al-Fajr English weekly reports many would-be pilgrims to Mecca were prevented from leaving by new Israeli restrictions. Muslims under 35 were not allowed to make the pilgrimage; 150 applicants were tumed down. [FJ 7/26].

Arab World: King Hussein calls on Arab governments to form working group to address critical problems confronting the region; stresses Jordan and the PLO will not submit additional names of Palestinian delegates if U.S. rejects first list. U.S. administration officialsay 3 names are acceptable, do not specify which ones [NYT 7/27].

Other Countries: After 5 hours of negotiations, compromise isreached on the wording of the final document of the UN Decade for Women Conference; "Zionism" is replaced by "and all other forms of racism." The nonbinding document will be referred to UN General Assembly for approval [NYT, WP 7/27]. House-Senate committee passes worldwide U.S. foreign aid bill, including amendment requiring President Reagan, in proposing any sale of advanced arms to Jordan, to certify Jordan has made "a public commitment to the recognition of Israel" [JP 7/28].

Occupied Palestine/Israel: Fifteen Jewish underground defendants found guilty, ending thirteen-monthrial in Jerusalem District Court. Group leader Menachem Livni, Shaul Nir, Uzi Sharabaf are convicted of murder, will receive mandatory life sentences; 12 others convicted of charges including attempted murder, manslaughter, attempted sabotage, illegal possession and transport of arms and explosives, damage to military property, membership in a terrorist organization, conspiracy to blow up the Dome of the Rock Mosque, and failure to prevent acrime [LT, NYT, WP 7/1 1].
