In the West Bank, Israeli settlers bring their cattle to graze on Palestinian farmland in Khirbet al-Farisiyya, destroying crops. Armed Israeli settlers force 4 Palestinian families to leave their homes in Kisan. Israeli forces shoot 5 Palestinians with live ammunition, killing 1 child and wounding 5, and shoot 8 others with baton rounds during a raid in Beit Umar. Israeli forces also seize building equipment and arrest 4 Palestinians during a raid in Deir Balut. Meanwhile, Israeli forces arrest 18 Palestinians during raids in Jericho, Hebron, Qalqilya, Nablus, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces demolish the home belonging to the prominent Palestinian activist Fakhri Abu Diab in Silwan, displacing 10 people. The U.S. and EU condemn the demolition. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 103 people, including Al Jazeera guest analyst Ayman Rafati and his family in an airstrike on Gaza City. Rockets are fired at Zikim and Ashkelon; no damage is reported. In Lebanon, Israeli forces attack Nabatieh and as-Sawana, killing 11 civilians, including 6 children. Israeli forces also kill a Hezbollah member in Adashit. A Hezbollah strike on a military base in Safed kills 1 Israeli soldier and injures 8 others. More than 28,576 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 68,291 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 389 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,475 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 230 Israeli soldiers have been killed and 1,352 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 130 trucks carrying aid enter Gaza. Israeli national security minister Itamar Ben-Gvir says Palestinian political leader Marwan Barghouti has been moved to solitary confinement, claiming he was encouraging the outbreak of a third intifada. Hamas has demanded that Barghouti be released as part of a ceasefire deal. (AJ 2/14; AJ 2/15)

Peace Now reports that the Israeli housing ministry has issued tenders for 523 housing units in 10 different settlements in the West Bank since the beginning of 2024. (PCN 2/14)

CIA director Bill Burns meets with Israeli prime minister Benjamin Netanyahu and Mossad director David Barnea, discussing ceasefire negotiations. Netanyahu orders the Israeli negotiation team not to return to Cairo for further talks. Netanyahu says Israel will “fight until complete victory and this includes a powerful action also in Rafah after we allow the civilian population to leave the battle zones.” Netanyahu speaks with French president Emmanuel Macron, who warns him against invading Rafah. Foreign Minister Israel Katz tells his German counterpart Anna Baerbock that UNRWA cannot be part of humanitarian assistance efforts in Gaza. Finance Minister Bezalel Smtorich and Aliyah and Integration Minister Ofir Sofer announce a plan to provide cash payments of $550 a month for 2 years to new immigrants who settle in the West Bank and in border regions in the north and south. U.S. president Joe Biden signs an executive order preventing Palestinians from being deported from the U.S. for a period of 18 months. The order also compels the Department of Homeland Security to issue work permits to Palestinians in the U.S. National Security Advisor Jake Sullivan confirms that Israel is blocking flour from entering Gaza. In the Gaza Strip, IDF troops e. of Khan Yunis detain 3 Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces conduct house searches and arrest raids nr. Ramallah and Jenin; patrol nr. Hebron and Salfit; demolish 30 dunams (around 7.4 acres) of wheat fields nr. Bethlehem; and deliver eviction orders to several Palestinian bedouin families in a village nr. Jericho. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC. An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. Adly Mansour who has 1 mo. to call a national referendum. (AP, REU 12/1)

In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

PA pres. Abbas and Hamas leader Khalid Mishal hold separate meetings with Egyptian pres. Mohamed Morsi in Cairo to discuss ending the split between Fatah and Hamas. The focus of the talks is on forming a Palestinian unity government and holding overdue presidential and parliamentary elections in the West Bank and Gaza Strip. Hopes are not high that substantial progress will be made on implementing the national reconciliation deal agreed in Cairo in 2011. The developments are condemned by Israeli PM Netanyahu. PA labor min. Ahmad Majdalani says that the PA hopes that forthcoming regional meetings will result in promised aid transfers from Arab countries. Meanwhile, West Bank public transport workers go on strike following what they view as an unsatisfactory response from the Transportation Ministry to their demands for a reduction in fuel prices. At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

The Arab League closes its 2-day emergency session, issuing a nonbinding resolution calling for a $1 b. Palestinian aid fund, recommending Arab states postpone further normalization with Israel. Barak formally suspends the peace process. In response, Arafat states that Palestinians have a right to an independent state with Jerusalem as its capital and "to accept it or not to accept--let [Barak] go to hell." Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. The gunfire continues overnight. In Gaza, the IDF bulldozes Palestinian agricultural land along roads leading to Morag settlement. Israel also recloses the Gaza airport, reinstates the internal closure on PA areas, shuts crossings into Egypt and Jordan. In Cairo, 1,000s of Egyptian students protest the failure of the Arab League summit to cut ties with or to call for military action against Israel. There are also reports of at least 1 Palestinian protest in Bethlehem denouncing Arab leaders, especially Mubarak, for the weak Arab League statement. Barak announces an inquiry will be held into the deaths of Israeli Arabs during the recent clashes and a 4-yr. development plan for Israeli Arab areas. Israeli Arabs complain that the inquiry's recommendations will be nonbinding. (NYT 10/23; WJW 10/26; MM 10/30)

Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety. In the U.S., the primary concern of the public, government, and media is the attack on the USS Cole, while Israel's attacks on the Palestinian infrastructure, PA offices are viewed as a limited military response to the death of Israeli soldiers in PA custody, if not at the hands of the PA. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment." UN Secy.-Gen. Annan, in Lebanon to discuss the Hizballah kidnapping of 3 IDF soldiers, cuts short his visit, returns to Israel to try to calm the situation. (WP 10/13)

The Arab League denounces the Israel air strikes, warns that "all options" are open to the Arab world if the escalation continues. In Cairo, angry crowds march through the streets demanding Egypt take military action against Israel. In Beirut, demonstrations break out on university campuses. Elsewhere in Lebanon, Jordan, and Syria--including in the Palestinian camps--the streets are quiet; the governments release no official statements on events but heighten visibility of police, military. Anti-Israeli, anti-U.S. demonstrations are noted in Indonesia, South Africa. In the U.S., demonstrations are held in Boston, Dearborn, Detroit, Los Angeles, New York, Raleigh, San Diego, Washington. At the UN, U.S. Amb. Holbrooke warns Arab, nonaligned diplomats they may "jeopardize" relations with the U.S. if they push for a special session of the UN General Assembly (UNGA) to censure Israel, for a UNSC res. calling on Israel to cease hostilities. Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. Tulkarm, Palestinians set afire an industrial plant owned by Jewish settlers. Nr. Hebron, Jewish settlers fatally shoot a Palestinian. The IDF dep. chief of staff Moshe Ya'alon warns that if Palestinians do not stop attacking troops guarding Joseph's Tomb in Nablus, the IDF will move in even though the area is under full PA control; the IDF has taken up positions around areas A but has not crossed into them. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire.
