PLO-Lebanese army ceasefire takes hold in Sidon area after 73 killed, 200 wounded, mostly Palestinians. Under terms of ceasefire agreement, PLO agrees to move heavy weapons out of S. Lebanon, restrict remaining 5,000 fighters, armed only with light infantry weapons, to the 'Ayn al-Hilwa and al-Mi'a wa Mi'a refugee camps. Army agrees not to enter camps as long as cease-fire remains in effect. Government states discussions on civil and social rights of Palestinians in Lebanon will take place. Government also agrees to release PLO prisoners. In Tunis, PLO Chmn. Arafat backs accord, telephones approval. In the West Bank, military imposes curfews on village of Qabatiyyah and Jenin camp following violent demonstrations. Occupied Palestine/Israel: F.M. Shamir says he will never concede territories in exchange for peace. Survey shows 45,000 settlers are now in occupied territories among 1.3 million Palestinians (MEI 9/14).

Arab World: At Tunis press conference, PLO Deputy Chairman Abu lyad says PLO opposes terrorist acts, individual and state-sponsored, following Karachi and Istanbul incidents (FJ 9/12). U.S. Assistant Secretary of State Murphy in Damascus for talks with Syrian President al-Asad; Asad stresses importance of international conference (MEI 9/14). Syria has ordered most of Abu Nidal's group in Damascus to leave, and detained 14 (including Abu Nidal's nephew 'Abd al-Karim al-Banna, who was released after two weeks following Libyan intervention), according to al-Ittihad (Abu Dhabi) (AFP 9/7).

Arab World: Israel Navy reimposes blockade of port of Sidon; intercepts three commercial vessels, prevents them from entering port. State of emergency declared in Palestinian camps near Sidon for fear of Israeli attack (FBIS 9/8).

Occupied Palestine/Israel: P.M. Peres states he is considering ways to promote self-rule among Palestinians in the occupied territories, outlines plans to nominate mayors in 3 major West Bank towns, would consider easing restrictions on travel to Jordan [NYT 2/27]. Israeli Army Chief of Staff Moshe Levy states 170 people were arrested during 6-day sweep in S. Lebanon, some have been transferred toprisons in Israel [NYT, TS 2/27].

Arab World: Radio Monte Carlo broadcasts statements by Nayif Hawatmah, general secretary of the DFLP, and a representative of the Palestine Communist party outlining conditions for rapprochement with Yasir Arafat's Fateh faction: (1) cancellation of the 11 February Amman agreement; (2) convening of the PNC; (3) creation of a collective leadership in the PLO [FJ 2/28].

Arab World: Car bomb explodes outside entrance to 'Ain al-Hilwah refugee camp, near Sidon, killing driver and wounding 10; explosion occurred a half-hour before Palestinian students were to join a march to commemorate a slain Sidon leader [NYT, WP, CT 2/27].

[The journalist recently served 4 mos. in jail for possession of "banned printed material."]
