Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Beirut (including 47 killed, 70 wounded in the Christian-Shi‘i suburb of al-Shiyah, where Shi‘a are pro-Amal), the Biqa‘ Valley (including Baalbek, Masnaa), in and around Nabatiyya (including 7 civilians killed in air strikes on cars traveling in Qasmiyya; 15 killed, 20 wounded in an air strike on an apartment building in Ghaziyya), and across s. Lebanon (including demolishing a 4-building apartment complex in Tyre), killing at least 69 Lebanese civilians; continues ground operations across s. Lebanon that leave 3 IDF soldiers dead, 7 wounded in Bint Jubayl and include heavy fighting in Hula (the IDF claims to kill at least 15 Hizballah mbrs.); downs an unmanned Hizballah drone off the s. Lebanon coast. Hizballah fires 130 rockets into n. Israel, injuring 10 Israelis, hitting targets in Acre, Carmiel, Kiryat Shimona (70 rockets), Ma’alot, Nahariya, Safad. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Palestinians try to fire rockets fr. Gaza toward Kissufim, but they fall short, causing no damage or injuries. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. Lebanon, killing at least 2 Lebanese civilians, 1 Lebanese soldier, wounding at least 10. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel. During the day, IDF Chief of Staff Dan Halutz calls up a reserve infantry division for deployment to the n. Israel border and sends the Israeli navy into Lebanese waters, threatening a massive invasion of Lebanon; makes air strikes on a Palestinian guerrilla base s. of Beirut. Occupied Palestine/Israel: Several thousand people, including several Jews, march to commemorate 30th anniversary of 1956 Kafr Qasim massacre (WP 10/30).

Other Countries: Le Monde reports that Syria helped France reach "truce" with group believed to have exploded bombs in Paris. "Truce" will last until February when Georges Ibrahim 'Abdallah is to stand trial. Meanwhile, Saudi newspaper publishes interview with French interior minister saying Syrian and French secret services were involved in "real cooperation" to prevent terrorist bombings (NYT, WP 10/30).

Arab World: In Lebanon, Palestinian Amal rocket and artillery battles spread to Beirut suburb Burj al-Barajinah, which has been quiet since the summer when 200 were killed in Palestinian camps. Druze leader Walid Jumblatt warns Palestinians against using south Lebanon for "military adventurism." AP reports UN and Palestinian sources estimate 3,500 Palestinian guerrillas have returned to refugee camps in Lebanon in past six months (NYT, WP 10/30). Syria begins formation of joint leftist force to fight Fateh in the Lebanese camps. Force would comprise fighters from Druze Progressive Socialist party, Lebanese Ba'th, Syrian Social Nationalist party, and Lebanese Communist party (JP 10/30).

Occupied Palestine/Israel: An Israeli army intelligence report dated 6/30/48 has recently surfaced which states more than 70 percent of the Palestinian exodus from Palestine by June 1948 was caused by Jewish military attacks [JP 3/2]. In last 3 days, Israeli security forces have freed 32 Palestinians held under administrative detention orders because 6-month detention period had ended; freed detainees were asked to sign document sating they would not commit future offenses; some refused to sign [JP 3/3]. Israel has agreed to allow Golan Heights Druze to export apples to Syria, possibly through Jordan or directly; P.M. Peres also favors renewing family reunions between Golan and Syrian Druze, which were stopped by Syrians several years ago [JP 3/2].

Occupied Palestine/Israel: Israeli-appointed Palestinian mayor of Nablus, Zafir alMasri, is shot dead by a single, unidentified assailant. In Damascus, the PFLP claims responsibility; in Beirut, a telephone caller claims responsibility on behalf of Fateh Revolutionary Council (Abu Nidal group) [NYT, PI, CT 3/3]. Nablus city council appoints Deputy Mayor Hafiz Tuqan mayor [CSM 3/3].

Occupied Palestine/Israel: Israel's 10-member inner cabinet meets to discuss security situation in occupied territories, resolves to tell Jordan again to remove PLO "bases" recently set up there [LT, BG, FT 9/5]. Inner cabinet approves proposal from Ariel Sharon that the authorities conduct general review of institutions in occupied territories that are supportive of the PLO [FJ 9/6]. Israeli soldiers rebuild wall separating Hebron's main mosque from marketplace, which settlers destroyed after 9/3 stabbing of two soldiers [GD 9/5]. MKs Yossi Sarid and Dedi Zucker of the Citizen's Rights Movement present document to Police Min. Haim Bar-Lev alleging Jumbo construction company made millions of dollars from fraudulent and illegal land sales [JP 9/5]. P.M. Occupied Palesine/Israel: Several katyusha rockets land in Galilee; no injuries reported. This is 4th katyusha attack on Galilee in recent months [JP 9/5].

Arab World: Israeli jets bomb suspected PLO guerrilla base in Lebanon's Biqa' Valley, 11th such strike inside Lebanon this year [NYT 9/5]. Reports say 6 Palestinians killed and 10 wounded in the attack [CSM 9/6]. Shi'ite and Palestinian militias battle around Burj al-Baraj inah refugee camp south of Beirut in worst fighting since June, when Syrian-sponsored cease-fire ended fierce clashes in 3 Palestinian refugee camps. Latest fighting leaves 10 dead, 27 wounded [NYT, LAT 9/5].

Occupied Palestine/Israel: Israeli soldier Avraham Sorek, 37, stabbed to death, another soldier seriously wounded by two unidentified men in Hebron's old marketplace. Hebron declared "closed military area"; many arrests reported. Sorek is 15th Israeli killed this year, allegedly by Palestinian guerrillas [NYT, WP, LAT, FT 9/4; LT 9/5].

Arab World: Fighting breaks out between Palestinian and Shi'ite militiamen around Burj al-Barajinah refugee camp in southem Beirut [MG 9/12]. Car bomb explodes at a South Lebanon Army checkpost; Israeli sources say only the driver, Ahmad Husayn Khadr, 24, is killed. Pro-Syrian Lebanese Ba'th party claims responsibility, states 30 SLA militiamen died in attack [WP, NYT, PI 9/4]. Beirut radio states SLA gunners shell 10 villages in retaliation [WP 9/4].

Other Countries: Attacker believed to be linked to Black September organization throws two hand grenades into Greek hotel, injuring 18 British tourists. Woman telephones Greek newspaper threatening Black September will "fill Athens with bombs" unless Greek police release Palestinian arrested 8/31 near Jordanian embassy with suitcase full of weapons [PI 9/4].

Military Action

Arab World: Sunni and Shi'ite leaders in Sidon announce confiscation of large arms shipments last week intended for Palestinian camps of 'Ain al-Hilweh and Mieh Mieh. Four pro-Arafat guerrilla leaders carrying large sums of money were also detained; their 7-day grace period to leave the city expires today. Order to leave was issued by People's Liberation Army (Sunni), Amal, prominent Sunnis in Sidon, and Palestine National Salvation Front. Southem Lebanese pledge not to allow Palestinians to rebuild presence in south following Israeli withdrawal. Amal has checkpoints in Tyre to prevent Palestinian arms from reaching the camps there [NYT 7/21]. In Beirut, the 7/9 Syrian-sponsored cease-fire is holding; the 7/16 agreement between pro-and anti-Jumayyil Christian forces in East Beirut is also holding [CSM 7/23].

Occupied Palestine/Israel: Israeli patrol kills Israeli government ranger, shooting at wild dogs in field near Beit Lahiya, Gaza, mistaking him for Palestinian "guerrilla." Complaints registered with Tel Aviv police that Civil Defense volunteers from local high schools randomly beat Arabs; base commander Sarah Ruhamim, reportedly commanded pupils: "Get out of the patrol car and see that the Arabs get a beating; my daughter enjoys it terribly." Ruhamim resigned after sum- moned by CD commander. Delegation from Israeli Council for Israeli-Palestinian Peace makes solidarity visit to Bassam Shaka'a after last week's escalation of settler violence in Nablus.

Arab World: Egypt's Pres. Mubarak says Arafat welcome to visit Cairo.
