Army chief of staff, Dan Shomron, says the army's new policy is to arrest about 700 Palestinians accused of "distributing underground leaflets, enforcing strikes, painting graffiti . . . and attacking suspected collaborators" [NYT 9/6]. In separate interviews, Labor leader Peres says granting a visa to Arafat would not affect U.S. -Israeli relations, while P.M. Shamir reaffirms opposition to Arafat's entry into the U.S. [FBIS 9/6].

Arab World: Libyan authorities have told dozens of rebel movements around the world, including PLO splinter groups, to expect a cutback in funding and to close their offices in Libya [WP 9/5].

Other Countries: In Paris, third bomb in a week explodes (eighth since December 1985), killing policeman and seriously wounding two. Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].

Israeli soldiers rebuild wall separating Hebron's main mosque from marketplace, which settlers destroyed after 9/3 stabbing of two soldiers [GD 9/5]. MKs Yossi Sarid and Dedi Zucker of the Citizen's Rights Movement present document to Police Min. Haim Bar-Lev alleging Jumbo construction company made millions of dollars from fraudulent and illegal land sales [JP 9/5]. P.M. Other Countries: Operation Independence, a group of 100 international Jewish business leaders wishing to strengthen Israel's economy, sponsors New York meeting of hotel, airline, and tourism groups and prominent Jewish business leaders to discuss ways to increase American tourism to Israel [JTA 9/5].

Occupied Palesine/Israel: Several katyusha rockets land in Galilee; no injuries reported. This is 4th katyusha attack on Galilee in recent months [JP 9/5].

Arab World: Israeli jets bomb suspected PLO guerrilla base in Lebanon's Biqa' Valley, 11th such strike inside Lebanon this year [NYT 9/5]. Reports say 6 Palestinians killed and 10 wounded in the attack [CSM 9/6]. Shi'ite and Palestinian militias battle around Burj al-Baraj inah refugee camp south of Beirut in worst fighting since June, when Syrian-sponsored cease-fire ended fierce clashes in 3 Palestinian refugee camps. Latest fighting leaves 10 dead, 27 wounded [NYT, LAT 9/5].

Occupied Palestine/Israel: PM Shamir wins Likud nomination for premiership challenge by MK Sharon. 60 Muslim Labor Party members meet to nominate Knesset candidate.

Other Countries: In al-Anba' interview, former US Pres. Carter says under current Israeli policies Jerusalem has become city of "killing and hatred."

Occupied Palestine/Israel: Israeli soldiers open fire on car failing to stop at roadblock near Hebron, 2 killed. Israeli military command claims 2 Palestinian men suspected as guerrillas shot dead near Idna, West Bank.

Arab World: IDF shoots and kills Lebanese civilian as he approaches checkpoint in southern Sidon

Military Action:

Artillery exchanges between PSP, and LAF and LF throughout the day in Chouf, Metn and Aley regions, and in coastal area south of Beirut; sporadic artillery and machine gun fire between rival militias in Tripoli; commander of IDF-backed militia in South Lebanon disbands his unit, joins Amal.

Casualties:

2 killed, 6 wounded in Tripoli fighting; 3 killed in Chouf; Beirut airport closed after 6 shells hit runway, schools in East Beirut closed; French military helicopter crashes into sea off Beirut, 2 crew members killed, 1 missing.

Israel/ Occupied Territories: Arens, in US, calls for unrelenting diplomatic and political pressure to force Syria to withdraw from Lebanon, says Lebanese government should employ guerrilla activity against Syrian forces in Lebanon; Shamir, in US, says US support for Israel, from point of view of American interests, is a bargain; settlers continue to occupy position near Joseph's Tomb in Nablus; petrol bomb thrown at IDF vehicle in Nablus.

Casualties:
