Syrian, Iranian, and Libyan mediators urge PNSF to call for acease-fire [LAT 12/9]. Cease-fire is broken less than 24 hours after going into effect, but Fateh announces 4-point plan to end fighting [BG 12/9].

Arab World: Israeli Phantom jet shot down over Lebanon, while IDF warplanes launch large-scale attack on Palestinian camp of Mieh Mieh, 13th and reportedly largest raid this year (4 are killed, 12 wounded). Warships bombard camp from Sidon coast. Israeli helicopters rescue one of the crewmen 90 minutes after plane was shot down; other crewmen are reportedly held by Shi'i militiamen (WP, NYT 10/17; WP 10/18).

Occupied Palestine/Israel: In Israel, transfer of power is postponed indefinitely. Knesset passes vote of confidence in Shamir (NYT 10/16). One person killed, 70 injured in Jerusalem as three grenades are thrown at group of IDF soldiers in swearing-in ceremony at Western Wall; area is sealed off as police search for suspects (NYT, WP 10/16). Responsibility for attack is claimed by PLO, DFLP, and Abu Nidal group (NYT 10/17). Twenty-nine Palestinians, including six children under 11, are detained (FJ 10/17).

Other Countries: At UN, representatives of nine countries involved in UNIFIL meet to discuss new protective measures. UN Secretary General Perez de Cuellar proposes spending an extra $10.5 million on 30 armored vehicles, reinforcement of UNIFIL positions, creation of three new positions, and shifting of headquarters (JP 10/6).

Occupied Palestine/Israel: Israeli authorities close Nablus offices of Construction and Public Institutions Unions and Union of Public Service Workers for one year for "security reasons," alleging groups are linked to PFLP (Fl 9/26).

Arab World: Egypt's ambassador to Israel assumes functions in Tel Aviv (WP 9/24).

Other Countries: UN Security Council adopts resolution calling on Israel to withdraw troops from S. Lebanon and to permit UNIFIL to move up to border. U.S. abstains; 14 members of council vote in favor of resolution (WP 9/24).

Arab World: IDF warplanes bomb Palestinian targets in Druze-controlled Shuf mountains southeast of Beirut, the tenth airstrike in Lebanon this year; two women are wounded. New York Times reports five wounded, four Druze villages bombed (NYT 9/24). Defense Minister Rabin tours SLA outposts before raid, vows to crush attempts to attack SLA which has lost 16 men in recent weeks. Other Countries: In Paris, third bomb in a week explodes (eighth since December 1985), killing policeman and seriously wounding two. "Partisans of Right and Liberty" (Arab group) claims responsibility. Paris announces sweeping measures to fight bombing wave, including requirement that all foreign visitors obtain visas (NYT 9/15).

Occupied Palestine/Israel: F.M. Shamir says he will never concede territories in exchange for peace. Survey shows 45,000 settlers are now in occupied territories among 1.3 million Palestinians (MEI 9/14).

Arab World: At Tunis press conference, PLO Deputy Chairman Abu lyad says PLO opposes terrorist acts, individual and state-sponsored, following Karachi and Istanbul incidents (FJ 9/12). U.S. Assistant Secretary of State Murphy in Damascus for talks with Syrian President al-Asad; Asad stresses importance of international conference (MEI 9/14). Syria has ordered most of Abu Nidal's group in Damascus to leave, and detained 14 (including Abu Nidal's nephew 'Abd al-Karim al-Banna, who was released after two weeks following Libyan intervention), according to al-Ittihad (Abu Dhabi) (AFP 9/7).

Other Countries: Nonaligned movement conference in Hararends; accuses U.S. of ''state terrorism" in bombing of Libya; calls on U.S. to "end unprovoked aggression against Libyas well as military maneuvers in Gulf of Sidra (NYT 9/8). Pakistan's President Zia al-Haq says Pan Am terrorists have no apparent connection to any government; will be tried in Pakistan (under threat of death penalty); says Palestinian hijacking in Pakistan showed "bad taste" but would not reduce Pakistan's support for Palestinian cause (NYT 9/8).

Arab World: Israel Navy reimposes blockade of port of Sidon; intercepts three commercial vessels, prevents them from entering port. State of emergency declared in Palestinian camps near Sidon for fear of Israeli attack (FBIS 9/8).

Other Countries: Representatives of DFLP, Palestinian Communist party, and Fateh meet in Prague to repair differences (FBIS 9/3). PLO Deputy Chairman Salah Khalaf (Abu lyad) tells al-Qabas (Kuwait) joint Soviet-Algerian mediation effort with Palestinian factions to hold PNC meeting was a success (FBIS 9/3). Eighth nonaligned movement conference opens in Harare, with representatives of 101 nations participating. PLO is represented by Chairman Arafat, who speaks at opening session (Fl 9/5).

Occupied Palestine/Israel: Israeli High Court orders investigation into Shin Bet affair, gives government 14 days to explain why it did not carry out police investigation into Shin Bet killings of April 1984 and why investigation should not be held, gives former Shin Bet chief Shalom and his 3 still unnamed deputies 7 days to explain why they asked for amnesty [NYT, PI 7/2]. Israeli High Court rejects government motion to dismiss challenges to its handling of scandal and orders 10 respondents to submit new affidavits within 14 days [LAT 7/2]. In letter to Israeli President Herzog, offered as evidence in High Court, Shalom says, "My activities were carried out on authority and with permission to maintain the security of the state and to prevent disclosure of its most guarded secrets" [LT 7/2]. Shalom is quoted in today's Ha'Aretz as saying Yitzhak Shamir (at the time prime minister) had given him authorization to kill any "terrorists" who took hostages [NYT 7/2]. Forty-six Arab municipal councils in Israel go on strike over discriminatory Israeli budget policy [FJ 7/4].

Occupied Palestine/Israel: P.M. Peres and F.M. Shamir meet with chief rabbis, religious members of Knesset, and Israeli mayors to discuss unrest caused by ultraorthodox religious groups [NYT 6/13]. "Public Council of Reconciliation" is set up to settle disputes between secular and religious Jews [WP 6/13].

Occupied Palestine/Israel: F.M. Shamir denies involvement in cover-up of Shin Bet's activities in connection with killings of 2 Palestinians in April 1984 [BG 6/4]. Bank of Israel reports that 17,500 Israelis emigrated in 1985, against 12,500 new immigrants; second time since 1948 (1981 was other time) that net immigration negative [AFP 6/3]. Ten ultraorthodox Jews arrested in Jerusalem for damaging bus shelters carrying swimwear advertisements [JTA 6/4]. Arab World: Sunni February 6 militia continues to fight Amal in West Beirut, diverting Amal from battle for control of Palestinian refugee camps [WP 6/4]. Seventy are estimated dead, 750 wounded.

Occupied Palestine/Israel: Israeli press reports F.M. Shamir covered up actions of Shin Bet in connection with April 1984 killings of 2 Palestinians while he was P.M. [PE 5/29]. Secret commission of inquiry to investigate allegations against Shin Bet is proposed in Knesset, instead of police inquiry [LT 5/29]. 'Osman Bani Hassan, 19, and 'Azza Sa'adi, 18, both of Afula, are given life sentences plus 20 years for murdering 2 Israeli teachers [BG 5/29].

Other Countries: Tass reports that Gorbachev-Khaddam meeting agreed to intensify efforts to convene intemational conference on M.E. with participation of all parties concemed, including the PLO.

Arab World: Jordanian cabinet meets to discuss riots at University of Yarmuk. King Hussein orders release of students arrested and reopening of university [JP 5/18; MG 5/19]. Yasir Arafat retums to Tunis from tour of 10 African countries, including Nigeria, Mali, Burkina Faso, Benin, and Angola.

Occupied Palestine/Israel: Israel has quietly moved hundreds of Ethiopian Jewish immigrants to the West Bank, despite U.S. opposition [PI 4/16]. Israeli military authorities order Hebron Polytechnic closed for 2 weeks following riots at the campus on 4/14 [FJ 4/18]. Foreign Minister Shamir states P.M. Peres spoke as the leader of the Labor party, and not as the leader of the country, when he last week called for recognition of the Palestinian nation [JP 4/17]. Students at al-Najah U. protest U.S. attack on Libya; Palestinian students at Ben-Gurion U. in Beersheba and Hebrew U. in Jerusalem also protest the attack [JP 4/17; FJ 4/18].

Occupied Palestine/Israel: During negotiations to heal rift in Herut party following convention, Ariel Sharon proposed that party posts be split three ways between Yitzhak Shamir, David Levy, and Sharon; Shamir and Levy reject the proposal. (Sharon currently controls only 15% of the party) [NWK 3/31].

Other Countries: P. M. Peres arrives in U.S. for 4-day visit [CSM, LT 4/1]. Peres is seeking support for his "Marshall Plan," whereby the 7 main industrialized nations would put together an aid package to help the pro-Western Arab states overcome the potentially disastrous effects of the drop in oil prices [DT, LT 4/1].

Occupied Palestine/Israel: Israeli troops kill 1 Palestinian youth in al-Burayj refugee camp, injure 3 others while quelling several Palestinian nationalist demonstrations in the West Bank and Gaza Strip, according to an army spokesman [NYT, LT, MG, WP 4/1; JP 4/2].

Arab World: Fighting continues between Palestinian and Shi'ite fighters around Sabra and Shatila refugee camps [WP 4/1]. Sixteen have been killed, 62 wounded [DT 4/1].

Occupied Palestine/Israel: P.M. Peres rejects pressure from Labor Party Central Committee to break 1984 agreement with Likud bloc to rotate offices with Foreign Minister Shamir, due to take place in October [NYT, MG 3/24].

Arab World: East Jerusalem newspaper al-Mithaq reports Syrian Pres. Hafiz al-Asad has outlined terms under which he would be willing to begin dialogue with Fateh organization: (1) PLO must issue statement in Arafat's name praising Syrian army's role in 1982 Lebanon war; (2) statement must contain apology for media campaign PLO has conducted against Syria since its evacuation from Beirut; (3) statement must praise Syria's rejection of "capitulatory" solutions to M.E. conflict, affirm Syria's efforts to prevent cantonization of Lebanon; (4) statement must criticize "reactionary" Arab efforts to pressure PLO to accept UN Security Council Resolution 242 [JP 3/24]. Yasir Arafat states it is up to the U.S. to break the deadlock in M.E. peace efforts that followed the collapse of Jordanian efforts to bring the Palestinians into the talks with Israel [BG 3/24]. Arafat states he has sent new proposals for a M.E. peace settlement to the U.S., awaits a response [PI 3/24].

Occupied Palestine/Israel: The Defense Ministry's coordinator of occupied territories affairs, Shmuel Goren, leaves for U.S. in effort to raise $500 million for Israeli scheme to "improve the quality of life" in the West Bank and Gaza; Palestinians oppose the objective of the trip, calling it a "prelude to autonomy" [FJ 3/21]. Ariel Sharon begins to mediate between Yitzhak Shamir and David Levy, rivals for control of the Herut party [NYT, TS 3/17].

Other Countries: U.S. State Dept. Counselor Edward Derwinski, returning from trip related to refugee affairs, states Palestinians displaced in the Arab-Israeli wars are "permanent refugees" and should be absorbed by the Arab world [JP 3/16; JTA 3/17]. Ariel Sharon defeats Binyamin Begin, son of Menachem Begin, in election for key position in the Herut party convention [NYT, BG 3/13]. Begin supports Yitzhak Shamir, who faces opposition from Ariel Sharon and David Levy in the struggle for party control [JTA 3/13].

Arab World: Egypt gives Israel a report on the Ras Burqa massacre in which 7 Israelis were shot dead by an Egyptian security man last October [JP 3/13].

Occupied Palestine/Israel: Israeli security authorities seal 1 house and 3 rooms belonging to 4 residents of Tulkarm accused of throwing fire bombs at Israeli vehicles [JP 3/7].

Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].
