Peres reiterates Sharon's position that negotiations cannot resume until all Palestinian violence ceases but does not reject the nonpaper outright. When the PA team returns to Gaza, IDF troops fire on their convoy as it passes through the Erez crossing, injuring 2 bodyguards. The Israeli cabinet asks the Knesset to renew the state of emergency law for 6 mos. rather than 1 yr. as has been the case since the law was adopted in 1948. The 6-mo. extension would be the 1st legislative step toward abolishing the state of emergency, under which Israel may legally hold Arabs without charge or trial and confiscate civilian goods for military use.
