The Clinton-Barak mtg. in Washington is delayed several hrs. when a Russian plane is hijacked to Israel in an incident unrelated to the Middle East crisis. When the pair finally meet, they make no progress toward halting the violence. Barak reportedly tells Clinton that Israel will not "sit idly on its hands" in the face of Palestinian actions, complains that the PA is trying to internationalize the conflict by getting the UN involved. U.S., Britain complain that for several mos., Syrian trucks have been smuggling Iraqi oil out of Iraq in violation of UN sanctions, perhaps in a barter arrangement in exchange for Syrian goods. U.S., Britain have asked the Syrian government to block shipments, but volume appears to be increasing, with 100s of tankers/wk. now entering Syria. After mtg. with Netanyahu, Labor Chmn. Barak says that the PM admitted approving Mishal's assassination. Though the government does not admit to the attack, the cabinet issues statement defending Israel's right to "fight terror without compromise." Newly released details suggest attackers sprayed a nerve toxin on Mishal; King Hussein threatened to break relations with Israel unless he received antidote, which Israel quickly supplied. Palestinian-born Muhammad Salameh is arrested and charged in connection with 2/26 World Trade Center bombing. Also arrested is Ibrahim al-Gabrowni, a relative of Sayyid Nusayr (imprisoned on crimes connected with assassination of Rabbi Meir Kahane 2 years ago) and an official at Egyptian Islamic leader Shaykh 'Umar 'Abd al-Rahman's mosque in Brooklyn. In a move destined to change the Israeli political system, Knesset votes to allow direct election of prime minister beginning with first Knesset elections after the upcoming 6/23 vote [first scheduled elections after that would be in 1996]. The law also lowers number of votes needed to bring down government from 70 to 61, and gives Knesset authority to approve cabinet. (WP, MM 3/19)

State Dept. announced Bush administration has issued a proposal to Israel whereby U.S. would grant $10 billion in loan guarantees over six years providing that Israel restrict settlement activity to completing housing started before 1/1/92. $300 million would be provided immediately under the plan, but the rest would be contingent upon a settlement freeze. Announcement also indicated that the administration is calling for a freeze on settlements throughout 1967 territories, the first time that the administration has used language suggesting that it seeks to halt settlement activity in E. U.S. Congress begins inquiries into the arms sales to Iran [BS 11/20]. U.S. Pres. Reagan says U.S. never condoned Israeli arms shipments to Iran but later states a third country was involved in the "secret project" [WP, NYT 11/20]. The Washington Post reports Israeli arms dealer Ya'acov Nimrodi arranged the U.S.-Iran arms sale [WP 11/19]. Turkey allows Syrian intelligence agent implicated in assassination of a Jordanian diplomat in Ankara to leave the country quietly [IN 11/22].

Arab World: Rival PLO factions unite to defend the Burj al-Barajinah refugee camp against Shi'i forces. Eight are killed, 38 wounded in the fighting near Beirut. The Lebanese pound hits a record low against foreign currencies [WT, NYT 11/20].

Occupied Palestine/Israel: Birzeit University administration and employees reach agreement, end strike (FJ 9/12). Poll in West Bank and Gaza conducted by Newsday (US), al-Fajr, and Australian Broadcasting Corp. shows 93 percent of Palestinians favor PLO, while 78 percent favor "acts of force" in pursuit of Palestinian cause (NYT 9/9; WP 9/9). Other Countries: Turkey upgrades rank of its envoy to Israel. New representative is now ambassador in Turkish Foreign Ministry. In Paris, bomb explodes in post office at city hall, kills one, and injures 19; "Committee of Solidarity with Arab and Middle Eastern Political Prisoners" claims responsibility. Group wants suspected terrorists released from French jails, including Georges Ibrahim 'Abdallah, under investigation for assassination of U.S. military attache in 1982 (WP 9/9).

Occupied Palestine/Israel: Some 50 Palestinians held in detention for suspected antiIsrael activities have been released because of overcrowding; some 200 Palestinians were arrested following assassination of Zafir al-Masri; 20 are still being held on suspicion of links with the PFLP. Over 60 Golan Heights Druze have been arrested following P.M. Peres' visit to the area [LT 3/10]. Five leading black American university officials visit Israel in pilot project aimed at creating an academic bond between their institutions in the American south and Hebrew University in Jerusalem [JTA 3/11]. Arab World: An Iraqi deputy foreign minister reportedly recently met with Israeli Ambassador to the UN Binyamin Netanyahu, on Iraq's initiative, to seek advice on Iranian army's capabilities and intentions; Israeli Foreign Ministry officials deny the reports [JP 3/10].

Occupied Palestine/Israel: Palestinian resident of Balata refugee camp is shot and killed after he refused to stop and identify himself, military spokesman says [LAT 3/11; LT 3/12].

Occupied Palestine/Israel: Citizens' Rights Movement holds press conference, claims it has evidence that dozens of signatures of West Bank landowners have been forged on land sale documents. A letter from the CRM and the contents of their file on the topic have been handed over to Attorney General Yitzhak Zamir. An unpublished section of the State Comptroller's 1983 annual report said as much as 12,500 acres in the West Bank may have been acquired illegally [PI 8/23]. Israeli Cabinet decides to proceed with development and production of the Lavi jet fighter [JP 8/23]. Defense Minister Yitzhak Rabin states Israel is actively looking for American partner to help produce the plane UP 8/22]. The Bank of Israel announces Irael's foreign debt decreased by $690 million between September 1984 and March 1985 UP 8/22].

Arab World: Egypt vows to "spare no effort" in its search for the assassins who killed an Israeli diplomat yesterday [CT 8/22]. Several suspects are arrested. Security at the Israeli embassy istightened [JP 8/22].

Other Countries: Spain announces it will establish formal diplomatic relations with Israel before autumn 1986 [JTA 8/23]. The Daily World reports on the New Jewish Agenda conference held in Ann Arbor, Michigan at the end of July, states it took a strong stand on "mutual recognition by Israel and the Palestinian people of the rights of each to national self-determination" [DW 8/21].

Arab World: Shelling in Beirut continues; Syria indicates readiness to take provisional steps toward achieving a cease-fire. At least 42 are reported killed; Beirut airport is closed because of shelling [WP, NYT 8/22].
