Heavy fighting continues in Chouf; residents of Burj al-Shamali refugee camp near Tyre resist IDF patrol trying to enter orphans' training center.

Arab Governments: King Hussein says US refusal to deal directly with PLO, US failure to get Israeli withdrawal from Lebanon and halt to settlements are partly to blame for breakdown of his talks with PLO; Hussein also says Jordan will take measures to restrict movement of Palestinians from West Bank to Jordan, to prevent Israel from forcing the Arab population to emigrate.

US and Other Countries: Shultz says he is willing to go to Damascus when there is genuine progress on agreement for Israeli withdrawal, returns to Beirut, meets Gemayel and Salem for line by line review of 22 page draft agreement and annexes.

US and Other Countries: Reagan announces Secretary of State Shultz will travel to Middle East to conclude an agreement on withdrawal of foreign forces from Lebanon; Reagan says PLO has 50 pilots helping Nicaragua and Salvadoran Left; Secretary Shultz says Reagan told King Hussein if he said he was ready to enter negotiations, Reagan would not press him to do so until the US could find some form of settlement freeze; British Foreign Minister meets PLO political department head Farouk Kaddoumi in Tunis, first contact at this level between Britain and PLO.

Car bomb destroys central section of US embassy in Beirut, pro-Iranian Islamic Jihad Organization and 2 other groups claim responsibility.

Casualties:

At least 32 killed, more than 100 injured in attack on US embassy.

Israel/ Occupied Territories: Jewish immigration to Israel in 1982 was 13,260 (12,000 in 1981), of whom 2,601 were Ahmerican; Jewish emigration from Israel during 1981 and 1982 was 18,000; of 2,670 Jews leaving Soviet Union in 1982, 756 settled in Israel; government inaugurates Upper Nablus settlement of 1 5 families, several thousand from Peace Now hold peaceful protest during ceremony; curfews imposed in central Nablus and 3 refugee camps.

US and Other Countries: Reagan Administration reportedly promised $2b. in advanced weapons to King Hussein in return for participation in negotiations; largest British film and television union adopts resolution condemning Israel's genocidal attempts in Lebanon and calls on its members to boycott Israeli-financed projects and to refuse to work in Israel except on news and current affairs assignments.

IDF reportedly constructing series of large and sophisticated military bases across South and central Lebanon, including airstrip at Damour, barracks and transport facilities at Sidon, fortified posts in Arkoub and Bekaa Valleys, logistics HQ near Marjayoun; Syrian forces and IDF exchange artillery fire in Bekaa; Haddad says he must formally be made military governor of South Lebanon.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.
