[Habibi had been urged by many Palestinian writers in Israel, o.t., and abroad to refuse the award. Undercover unit shoots, injures Palestinian youth in Sa'ir near Hebron. Second Palestinian tries to drive youth to a hospital but is chased by the troops, who open fire on his car, killing him. (MM 5/8)

Faisal Husseini and 10 other PLO-approved Palestinian delegates arrive in Moscow for 1/28 multilateral talks. Delegation includes Palestinians from E. Jerusalem and the diaspora. Husseini begins negotiations with U.S., Russian officials over which delegates will be allowed to participate. U.S., Russia insist that conditions set before Madrid conference-no Palestinians from Jerusalem or exile can participate-still apply. (NYT 1/28)

Government survives five Knesset noconfidence votes (presented as one vote). Tehiya, Moledet parties, which recently resigned from government, abstain from voting, but their defection ensures early elections as Likud-led coalition no longer possesses a majority. (NYT 1/28)

Israeli cabinet approves PM Shamir's recommendation to attend peace conference by vote of 16 in favor to 3 opposed. Tehiya party announces it will leave the government on 10/30. Tehiya Chmn. Chmn. Arafat arrives in Jordan for talks with King Hussein, who along with Arafat co-chairs a joint Palestinian-Jordanian committee overseeing participation of the joint delegation at peace conference. U.S., Jordan sign $22 million military assistance pact. In March 1991, U.S. Congress had blocked a request from Bush administration for $55 million in military aid to Jordan to punish Jordan for its stance in the Gulf war. Bush allowed resumption of economic aid to Jordan in July. (NYT 10/31)

Roadside bomb near Kufr Rummana, in the Israeli "security zone" in S. Lebanon, kills three Israeli soldiers, wounds two others. (MEM 10/21)

A general strike is called in Gaza in remembrance of the first anniversary of the killing of 4 Gazans [FJ 10/11]. Tehiya party convention opens in Jerusalem, to be followed by working sessions at Kiryat Arba; party leader Yuval Ne'eman calls for transfer of 500,000 Palestinian refugees from occupied territories to Arab countries as precondition for peace negotiations [JTA 4/16]. Occupied Palestine/Israel: Yuval Ne'eman, head of the Tehiya party, claims to have seen and copied secret documents outlining power-sharing between Jordan and Israel over control of the West Bank; Ne'eman claims the working paper gives control of West Bank cities and the Old City of Jerusalem to Jordan. Peres denies existence of such a document [CT, LAT, JP 11/1]. Energy Min. Moshe Shahal of Labor party states Jordan has offered to supply electricity to the W. Bank, Israel is considering the proposal. Most of the area now is hooked up to the Israeli electric grid [CT, LAT 11/1]. High Court rules MK Meir Kahane may introduce bills containing racist language in the Knesset despite Knesset Presidium attempts to bar him. Kahane introduces 2 bills: one states only Jews may become citizens of Israel; other bans marriages between Jews and non-Jews [JTA 11/1; JWP 11/8].

Arab World: Der Spiegel reports PLO's financial assets top $6 billion, states PLO controls 70% of Jordan's economy [JP 10/31].

Arab World: Israeli warplanes stage mock raids over suspected Palestinian and Druze bases in Shuf Mountains east of Beirut, drawing heavy anti-aircraft fire but doing no damage [CT 11/1]

Sec. of State Richard Murphy's plan for preliminary meeting with joint Jordanian-Palestinian delegation and vetoes another suggested Palestinian delegate Nabil Sha'th. Home of Palestinian exprisoner freed in 5/20 prisoner exchange set afire in Dura village by Israeli settlers, home of another painted with threatening slogans and its windows smashed in Balata refugee camp near Nablus. Four more MKs join the protest sit-in: Yuval Ne'eman, Tehiya; Haim Druckman, Morasha; Benny Shalita and Dov Shilansky, Likud [JP 8/20]. Reports indicate Fara'a prison near Nablus has stepped up use of torture and intimidation. Water is often cut and quality of food is deteriorating. Overcrowding continues [FJ 8/23]. West Bank land dealer Moshe Zar submits defense in 9-month-old suit brought against him by 9 Beersheba residents who say he failed to deliver on IS 54 million of land purchases [JP 8/20]. Occupied Palestine/Israel: Gasoline bomb is thrown at Israeli military vehicle in Gaza Strip between Gaza City and Jabalya refugee camp. No casualties reported [FJ 8/23].

Arab World: SLA militia, trying to retaliate against Shi'ite attacks, mistakenly shell Irish UNIFIL post, narrowly miss killing troops [FT 8/20].

Occupied Palestine/Israel: U.S.envoy Richard Murphy arrives in Israel without having met with Palestinian delegation; briefs Israeli leaders on his discussions with King Hussein [NYT 8/16]. Three MKs from Tehiya party-Geula Cohen, Eliezer Waldman, and Gershon Shafat-lock themselves inside empty apartment in central Hebron; say they will remain until Cabinet discusses question of expanding Israeli presence in Hebron. Their action follows two previous attempts by Kiryat Arba settlers to occupy same apartment [JTA 8/16]. Al-Tali'a weekly reports Jordanian authorities have demanded dismissal of George Hazboun as secretary of Union of Public Institutions Workers in Bethlehem as precondition for release of funds to the union. Palestinian unionists denounce the demand as blatant interference in union affairs [FJ 8/16]. The Israeli Central Bureau of Statistics announces July's inflation rate, 27.5 percent, arecord level for a single month [FT 8/16].

Arab World: Suicide car bomber kills himself and a SLA militiaman when he tries to ram SLA post on the edge of security zone. The Syrian Arab Ba'th party claims responsibility [LT 8/16]. Fighting continues in Beirut, killing 10. Shells strike presidential palace [NYT 8/16].
